City Commission Minutes 12/19/2017

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 19, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto, Commissioners: Robert Morse Jr., Richard Weixelman, Clifford Baughman and Thomas Beem.   

 

Also present were:  City Manager, Merl Page, City Treasurer, Stacie Eichem, Deputy City Clerk, Connie McGee and Assistant City Attorney, Jacob Pugh.  

 

The Deputy City Clerk presented the minutes of the regular meeting of the Governing Body held on December 5, 2017 and the special meeting held on December 12, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The Deputy City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1539.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1539.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, January 2, 2018 at 4:30 P.M.

 

There was a special presentation by Ed Martin who is the Executor of the Estate for Lovetta Kirkpatrick.  Ms. Kirkpatrick was a “huge Wamego fan” and left approximately $3.2 million to be divided as follows:  City of Wamego for maintenance and improvement to the Wamego City Park $460,000 with a first time distribution amount of $447,209.42; City of Wamego for maintenance and improvement to the Wamego City Cemetery $460,000 with a first time distribution amount of $447,209.42; Wamego Public Library $690,000 with a first time distribution amount of $670,814.12; Wamego Historical Society $690,000 with a first time distribution amount of $670,814.12; Wamego Area Senior Citizens Center $920,000 with a first time distribution amount of $894,418.83.

 

Ed Martin mentioned that December 14th was the date the court was petitioned for distribution and that date would have been the Kirkpatrick’s 50th wedding anniversary.  Merl Page and Mayor Ditto mentioned making December 14th Kirkpatrick Day in Wamego to honor the couple and their generosity, and that a proclamation would be presented at the January 2, 2018 meeting reflecting such.

 

City Manager, Merl Page, offered words of thanks on behalf of the City.    

 

Jessica Pope – Outdoor Concert:

 

After being tabled from the previous meeting, Jessica Pope was present to request use of the Recreation Complex for an outdoor concert featuring the Irish Band, The High Kings, on September 2, 2018. Jessica reported that MCM had approved use of their parking lot and she was working on getting approval from other businesses.  City Manager Merl Page said he felt like the Governing Body needed to make a decision so that Ms. Pope would know whether to go forward with the event or not.  Ms. Pope asked if the fees could be prorated since she would not need access to the event location the entire Labor Day weekend.  In a previous meeting the City

Treasurer and City Clerk reported it was the staff recommendation to charge a rental fee of $1,000 per day as well as a $2,000 refundable cleaning/damage deposit. Merl Page mentioned charging$100 an hour as a possibility of prorating the fees for Saturday and Monday.  After a lengthy discussion, Commissioner Weixelman moved to approve the event with tap beer only and plastic cups.   Commissioner Baughman seconded the motion. Motion carried.  Aye: 4, Nay:  1, with Mayor Ditto voting nay.  City Manager Page suggested that Ms. Pope meet with Assistant City Attorney, Jake Pugh to draft an agreement.

 

Board Appointments - Hospital Board:   

 

Mayor Ditto appointed Lanny Bosse and John Hupe to the Hospital Board for another term.  Lanny Bosse’s term will expire 01-01-2023 and John Hupe’s term will expire 12-31-2022.   

 

Park Usage Request – “The Traveling Wall”:

 

The City received a request to use the City Park for a “Traveling Wall” from June 13-17, 2018.  Caterpillar, along with the Chamber of Commerce, are involved in the planning.  It is approximately 100’ in length and they want to place it just west of the old shelter house on the grass area.  It will be lit up the entire time.  There will also be a trailer parked at the location that tells the story of the wall.  Commissioner Baughman moved to approve the request.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

Indoor Aquatic Facility Resolution 20171219:

 

Resolution No. 20171219 was presented and read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, SETTING FORTH ITS INTENT TO APPROVE AN ALTERNATE FOR CONSTRUCTION OF AN INDOOR SWIMMING POOL FACILITY, AS A COMPONENT OF A PROPOSED WAMEGO AQUATIC CENTER PROJECT, PROVIDING THAT A FUNDRAISING TARGET FOR SAID INDOOR FACILITY IS MET OR EXCEEDED. 

 

Commissioner Beem moved that said Resolution be adopted.  The motion was seconded by Commissioner Weixelman.  Said Resolution was duly read and considered, and upon being put forth, the motion for the adoption of said Resolution was carried by the vote of the governing body. The vote being as follows: Aye: 5, Nay:  0.

 

Recreation Board Recommendation:

 

The City Manager reported that the infield at the North ball field needs to be expanded and the grass area needs to be moved back.  Commissioner Baughman moved to approve the changes.  Commissioner Beem seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

2018 Cereal Malt Beverage (CMB) Licenses:

 

The City Manager reported the following businesses have applied for renewal of their CMB licenses for 2018.  Pizza Hut of Wamego, Leiszler, Last Stop, Red Raider Express and Gene’s.  Commissioner Beem moved to approve the CMB licenses.  Commissioner Morse seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

Resolution – Territorial Limits of the City:

 

Resolution No. 20171219A was presented to redefine the territorial city limits. 

 

Commissioner Baughman moved that said Resolution be adopted.  The motion was seconded by Commissioner Morse.  Said Resolution was duly read and considered, and upon being put forth, the motion for the adoption of said Resolution was carried by the vote of the governing body.  The vote being as follows: Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager gave an update on the 4th Street Project.  Construction is winding down.  After the end of next week, there won’t be any further construction until March of 2018.  4th Street will remain barricaded at Redwood.  There was also some discussion as to what the school buses with do during the remainder of the construction.

 

The Chamber of Commerce Annual Meeting is scheduled for January 27, 2018 from 5:00 PM-9:00 PM.  The Ag Appreciation Meeting is scheduled for February 10, 2018 from 6:00 PM-9:00 PM.  There is an open house invitation from Bruce McMillan that is scheduled for December 20, 2017 from 4:30 PM-6:00 PM.

 

The City Manager reported that Alma Gas met their utility disclosure requirement.

 

The City Manager and the Commissioners received an update on the Toto Project during the work session from Michelle Crisler.

 

The Governing Body received the monthly Kansas Government Journal to peruse.

 

At this time, Commissioner Weixelman moved to adjourn into executive session for fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 7:13 PM. Commissioner Baughman seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

The Meeting reconvened at 7:13 PM.  No further business appearing, meeting was adjourned.
