City Commission Minutes 12/18/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 18, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Robert Morse Jr., Commissioners; Thomas Beem, Richard Weixelman and Clifford Baughman. Commissioner William Ditto was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on December 4, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1563.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1563.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Wednesday, January 2, 2019 at 4:30 P.M., due to the New Year’s holiday being on the first Tuesday in January.  

 

Library Project Update:

 

Bryan McBride introduced Patrick Schwab with BBN to update the Governing Body on the progress of potential Library renovation. After meeting with patrons and conducting surveys, it was determined that if possible, the Library will need to expand possibly vertically. Now that the initial research has been done, they will start working on different possible layouts. The group will be back at a later date with more information.

 

On Street Parking 4th Street:

 

Commissioner Beem advised that he had been approached by several citizens regarding street parking on the west end of 4th Street. After a lengthy discussion, Commissioner Weixelman moved to allow on street parking only on the north side of 4th Street from Columbian Road to Poplar Street. Commissioner Baughman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Ordinance No. 1705 – CMB:

 

Ordinance No. 1705 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 3-208 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING A BACKGROUND CHECK FEE TO DEFRAY THE COST OF THIRD-PARTY INVESTIGATION OF APPLICANTS FOR CITY OF WAMEGO CEREAL MALT BEVERAGE LICENSES; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Beem moved, seconded by Commissioner Baughman, to adopt Ordinance No. 1705.  Motion carried. Aye: 4, Nay: 0.

 

Cereal Malt Beverage Applications:  

 

The City Treasurer reported that Gene’s Heartland, Haag Oil/Red Raider Express, Last Stop, Leiszler Oil/Short Stop, PH of Wamego/Pizza Hut and La Hacienda had applied for 2019 CMB licensing, all establishments had passed inspection by the Chief of Police and Fire Chief.  Commissioner Beem moved, seconded by Commissioner Baughman, to approve the 2019 CMB applications as listed above. Motion carried. Aye: 4, Nay: 0. 

 

Resolution  No. 20181218– Territorial Limits of the City:

 

Resolution No. 20181218 was presented to redefine the territorial city limits. Commissioner Baughman moved that said Resolution be adopted. The motion was seconded by Commissioner Weixelman.  Motion carried. Aye: 4, Nay: 0. 

 

Signalization Review – 24th and Columbian Road:

 

The City Manager reported he had been approached by Peter Clark with Pottawatomie County for the City to allocate funds with the County for a grant which would pay the cost of a traffic signal at Highway 24 and Columbian Road. The non-qualify cost of the grant would be for design with an approximate cost of $20,000. Commissioner Baughman moved to approve a 50-50 match for design funds with Pottawatomie County not to exceed $20,000 for the grant application.  Commissioner Weixelman seconded the motion. Motion carried.  Aye: 4, Nay: 0.  

 

Board Resignation:

 

Commissioner Baughman moved, seconded by Commission Beem, to accept Leslie Dugan’s resignation from the Wamego Recreation Board.  Motion carried.  Aye: 4, Nay: 0. 

 

City Manager and Other Reports:

 

A project update was included in the packet. The City Manager reminded the Governing Body of upcoming scheduled events.  They were as follows:

 

The Annual Leader’s Retreat is January 18th & 19th in Olathe, Local Government Day at the Capital – January 23rd, Annual Chamber Dinner – January 26th, Flint Hills Leadership Graduation – February 8th, Ag Appreciation Night – February – 9th, City Employee Appreciation Night – February 15th
