City Commission Minutes 12/17/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 17, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Clifford Baughman, Leslie Dugan and William Ditto.  

 

Also present were:  City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on December 03, 2019 and the special meeting held, December 06, 2019. After a careful reading and discussion thereof, it was moved by Commissioner Ditto and seconded by Commissioner Baughman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1587.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Dugan, to approve and adopt Appropriation Ordinance Number 1587.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, January 07, 2019 at 4:30 P.M.

 

Resolution No. 20191217A – Water/Sewer on Valley:

 

Resolution No. 20191217A was presented and read as follows:

 

A RESOLUTION OF THE CITY OF WAMEGO, KANSAS, AUTHORIZING AND PROVIDING FOR THE ALTERATION, REPAIR and RECONSTRUCTION OF A SANITARY SEWER; authorizing IMPROVEMENTS TO THE city PUBLIC WATER SUPPLY SYSTEM; PROVIDING FOR THE PAYMENT OF THE COSTS THEREOF; AND REPEALING RESOLUTION NO. 20190603.

 

Commissioner Baughman moved, seconded by Commissioner Dugan to approve Resolution No. 20191217A. Motion carried.   Aye: 5, Nay:  0. 

 

Water/Sewer Project Bids:

 

Mark Bachamp was present to report that after meeting with NOWAK to discuss the bid received for the water/sewer project on Valley, it was his recommendation to award the bid and come back with change orders in the future. Commissioner Dugan moved to accept the NOWAK bid for $2,500,000 bid for the Valley Street water/sewer project. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Signalization at Highway 24/Columbian Rd.:  

 

The City Manager reported Pottawatomie County agreed to accept the City’s proposal to pay half of the design costs up to $20,000 for a stop light at the Highway 24 and Columbian Road intersection that was approved by the Governing Body in 2018.

 

Resolution No. 20191217– Territorial Limits of the City:

 

Resolution No. 20191217 was presented to redefine the territorial city limits. Commissioner Baughman moved that said Resolution be adopted. The motion was seconded by Commissioner Weixelman.  Motion carried. Aye: 5, Nay: 0. 

 

Review Draft USD 320 Safe Routes to School:

 

The City Manager advised the Flint Hills Metropolitan Planning Organization (MPO) was writing a grant that would include sidewalks to the schools for the City.

 

Equipment Review – Fire Department Air Packs:

 

Stacie reported the fire chief advised the several of the fire department air packs were out of compliance. The fire chief had received three bids, it was his recommendation to accept the lowest bid for 12 new cylinders, 6 upgraded cylinders and 6 new air packs for approximately $19,169. Commissioner Weixelman moved, seconded by Commissioner Dugan to accept the recommended bid for $19,169. Motion carried.  Aye:  5, Nay:  0.

 

Equipment Review – Well Computer:

 

The City Manager reported the well computer serviced by Pedrotti was no longer working. A replacement would cost approximately $10,000. Commissioner Ditto moved to purchase a new computer to control the wells from Pedrotti not to exceed $10,000. Commissioner Baughman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

2020 Cereal Malt Beverage Applications:  

 

The City Manager reported that Gene’s Heartland, Haag Oil/Red Raider Express, Last Stop, Leiszler Oil/Short Stop, PH of Wamego/Pizza Hut and La Hacienda had applied for 2020 CMB licensing, all establishments had passed inspection by the Chief of Police and Fire Chief.  Commissioner Weixelman moved, seconded by Commissioner Dugan, to approve the 2020 CMB applications as listed above. Motion carried. Aye: 5, Nay: 0. 

 

Wamego Public Library/Paws of Oz fundraiser:

 

Stacie reported a request by the Wamego Public Library to host a fundraiser with the Paws of Oz at the Wamego Recreation Complex. Commissioner Baughman moved, seconded by Commissioner Dugan to allow a fundraiser at the complex reminding everyone to clean up afterwards. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

Library minutes were included in the packet.

 

The City had turned in a Tree City USA application  

 

Public Notices will be made for the annual Leader’s Retreat, Chamber Dinner and Ag Night.

 

At this time, Mayor Beem moved to adjourn into executive session for a period of ten (10) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships acquisition of property and that the meeting would reconvene at 6:35 P.M.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:35 P.M.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of five (5) minutes to discuss non-elected personnel and that the meeting would reconvene at 6:40 P.M.  Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:40 P.M.
