City Commission Minutes 12/05/2017

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 5, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Pro-Tem Robert Morse Jr., Commissioners: Richard Weixelman, Clifford Baughman and Thomas Beem.  Mayor William Ditto was absent.

 

Also present were:  City Treasurer, Stacie Eichem, City Clerk, Shanda Jahnke and Assistant City Attorney, Jacob Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on November 21, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1538.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1538.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Pro-Tem Morse called for a regular work session on Tuesday, December 19, 2017 at 4:30 P.M.

 

A special meeting was scheduled for Tuesday, December 12, 2017 at 5:30 P.M. to review pool bids.

 

Doug Sellers – Wicked Marathon:

 

Doug Sellers was present to request approval for the annual Wicked Marathon. The marathon will be held March 24, 2018. The only change noted was that 5th Street from Lincoln Avenue to Ash Street will not be needed. Doug advised if the county will not allow Military Trail to be closed to local traffic only, the 2018 marathon will be the final Wicked Marathon due to the safety concerns. Commissioner Beem moved to approve the Wicked Marathon for March 24, 2018. Commissioner Baughman seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Jessica Pope – Outdoor Concert:

 

After being tabled from the previous meeting, Jessica Pope was present to request use of the Recreation Complex for an outdoor concert featuring the Irish Band, The High Kings, on September 2, 2018. The City Treasurer and City Clerk reported it was the staff recommendation to charge a rental fee of $1,000 per day as well as a $2,000 refundable cleaning/damage deposit. It was also the staff recommendation to use the parking lot instead of the grass areas for the concert. After a lengthy discussion, Commissioner Weixelman moved to table the request until the next regular meeting. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

2016 Audit Presentation – Reese & Novelly:   

 

Carol McCullough was present to give the City of Wamego’s annual audit report. The City of Wamego had a clean audit without any major problems for 2016. She reported an issue with the Library payroll not matching the general ledger, however the issue was discussed with the Library director. It was advised that due to more automation, utilities are at a higher risk of errors, she recommended quarterly random auditing. Commissioner Beem moved to approve the audit as presented. Commissioner Weixelman seconded the motion.  Motion carried.   Aye: 4, Nay:  0.   

 

 

Aquatic Facility Financing Resolution 20171205:

 

Kevin Cowan, Gilmore and Bell, was present to answer questions regarding proposed Resolution No. 20171205.

 

Resolution No. 20171205 was presented and read as follows:

 

A RESOLUTION AUTHORIZING AND PROVIDING FOR THE CONSTRUCTION, FURNISHING AND EQUIPPING OF AQUATIC CENTER IMPROVEMENTS IN THE CITY OF WAMEGO, KANSAS; AND PROVIDING FOR THE PAYMENT OF THE COSTS THEREOF.

 

Commissioner Baughman moved that said Resolution be adopted.  The motion was seconded by Commissioner Beem.  Said Resolution was duly read and considered, and upon being put, the motion for the adoption of said Resolution was carried by the vote of the governing body, the vote being as follows: Aye: 4, Nay:  0.

 

Ordinance No. 1690 – Rezoning:  

 

Ordinance No. 1690 was read and presented as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING LOTS 885 AND 886, WAMEGO ORIGINAL TOWNSITE, FROM P-I:  PUBLIC AND INSTITUTIONAL DISTRICT, TO I-1: LIGHT INDUSTRIAL DISTRICT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Weixelman moved to approve Ordinance No. 1690, Commissioner Baughman seconded the motion. Motion carried.  Aye: 4, Nay: 0.

 

City Treasurer and Other Reports:

 

The City Treasurer reported the work on the 4th Street Project continues with the Vintage Park entry drive being formed and poured as well the private drives being completed allowing residents access to the front of the their properties. The south school drive exit has been poured and expected to be open soon depending on the school.

 

The land owner of the proposed dog park, surveyor and the City Manager were on site last week. The City Manager will contact the Girl Scouts with the map layout when received.   Stacie reported bids for the pool project were being sent out with the deadline of December 7th.  A special meeting would be held December 12 to evaluate and consider bid approval. 

 

The City Clerk advised library minutes, finances and statistics as well the City calendar were included in meeting packets, noting the City Offices will be closed December 25th for Christmas and at noon on December 29th for end of year procedures. The City Treasurer reported a letter in support of a recycling grant had been signed by the Mayor.
