City Commission Minutes 12/04/2018

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 4, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Robert Morse Jr., Commissioners; Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on November 20, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1562.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1562.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, December 18, 2018 at 4:30 P.M.

 

Old Business – Industrial Park parking:

 

Mike Morton and Mike Adams, representatives for Bluestem and CTI, were present to request the Governing Body not allow semi parking on Kansa Cutoff and Southwind Drive or restrict the parking, as both businesses need use of those streets for deliveries and to move their large vehicles. This issue had been tabled from the November 6th meeting. After a brief discussion, Commissioner Ditto moved to have no street parking industrial park wide, effective February 28, 2019. Commissioner Baughman seconded the motion.  Commissioner Weixelman moved to amend the motion to limiting parking to no parking on the south side of the street until February 28, 2019. Commissioner Ditto seconded the amendment.  Amendment carried.  Aye: 5, Nay: 0. Motion carried. Aye: 5, Nay: 0. Following the vote, Commissioner Beem requested to put parking on 4th Street on the next agenda.

 

Resolution No. 20181204:

 

Resolution No. 20181204 was presented and reads as follows:

 

A RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF A CANCELLATION AGREEMENT, A FIRST SUPPLEMENTAL INDENTURE OF TRUST, A FIRST AMENDMENT TO EQUIPMENT LEASE AGREEMENT AND A FIRST AMENDMENT TO EQUIPMENT SUBLEASE AGREEMENT RELATING TO THE CITY OF WAMEGO, KANSAS POLLUTION CONTROL REVENUE REFUNDING BONDS (WESTERN RESOURCES, INC. PROJECT) SERIES 1994; AND RELATED MATTERS.

Commissioner Ditto moved to approve Resolution No. 20181204 with all other documentation related to be completed contingent upon City Attorney review.  Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

 

CVB Bylaws Change:  

 

Daryn Soldan was present to ask the Governing Body to consider recommended Convention of Visitors Bureau bylaw changes. One of the changes being changing the number of board members that represent “lodging” be lowered.  It was the City Manager’s recommendation to allow the changes, however make all “lodging’ businesses not serving as a regular Board member serve as ex-officio members without voting privileges.  Commissioner Beem moved to accept all of the recommended changes including the City Manager’s recommendation for non-voting board members. Commissioner Weixelman seconded the motion.   Motion carried.   Aye: 5, Nay: 0.

 

At this time, Commissioner Ditto left the meeting.

 

Ordinance No. 1703 – Rezoning (R-H to C-2):

 

The City Manager reported a request from Derek Parthemer to rezone 307 Ash Street from R-H to C-2 had been received and heard by the Wamego Planning Commission. The Planning Commission had unanimously passed the request.

 

Ordinance No. 1703 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING LOT 11, BLOCK 1, UHLRICH’S FIRST ADDITION TO THE CITY OF WAMEGO, KANSAS, LOCATED AT 307 ASH STREET IN WAMEGO, FROM R-H: HISTORIC TOWNSITE RESIDENTIAL DISTRICT, TO C-2:  GENERAL COMMERCIAL DISTRICT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1703. Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 4, Nay: 0.  

 

Commissioner Ditto rejoined the meeting.

 

Equipment Review – Skid Steer Rollover:

 

The City Manager presented a replacement option for the track skid steer loader.  It is similar to the option presented last year at this time with Foley Equipment.  The base cost increased to $7,400 which includes up to 500 tac hours.  Commissioner Baughman moved, seconded by Commissioner Weixelman, to approve the lease of a track skid steer loader.  Motion carried.  Aye:  5, Nay:  0.

 

Ordinance No. 1704 – Utility Application Modification:

 

Ordinance No. 1704 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 15-110 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING A REQUIREMENT FOR DOCUMENTATION SUBSTANTIATING A TENANT’S RIGHT TO CITY OF WAMEGO UTILITY SERVICE AT THE TIME OF APPLICATION FOR SAID SERVICE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1704. Mayor Morse seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Recycling Funding Review:

 

The City Treasurer reported a request for the City to match the $500 previously allocated funds for the County recycling trailers within the City.  Commissioner Baughman moved to authorize the payment of $500 to the Pottawatomie County recycling trailers. Commissioner Ditto seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager reported the Aquatic Facility project is moving forward, the water tower “Notice of Award” will be issued soon and the Industrial/Commerce Route construction limits have been defined and might be starting mid to late summer. The company that the City contracted with the camera the sewer lines will begin next week.

 

The City sales tax is up 6.6% and the County sales tax is up 5.8%

 

Reminder that the City office will be closed December 24th & 25th in observation of Christmas and will close to the public at noon on the 31st to close out the year.

 

The first meeting in January will be held on Wednesday, January 2nd due to the January 1st holiday.

 

The Annual Leader’s Retreat is January 18th & 19th in Olathe.

 

The park grant was successful in the amount of approximately $65,000

 

The KS Government Journal was handed out.

 

At this time, Commissioner Baughman moved to adjourn, Commissioner Weixelman seconded the motion.  Motion carried.  Aye:  5, Nay:  0.
