City Commission Minutes 12/03/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 03, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Clifford Baughman, Leslie Dugan and William Ditto.  

 

Also present were:  City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on November 19, 2019 and the special meeting held, November 22, 2019. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1586.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1586.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, December 17, 2019 at 4:30 P.M.

 

Flint Hills Regional Council Update:

 

Janna Williams was present to introduce herself as the new FHRC Director. She advised the FHRC has been working on multiple projects with Wabaunsee and Pottawatomie counties as well as Economic Development. There will be a regional conference in May.

 

City Manager Position Update:

 

City Manager, Stacie Eichem, reported that her first official day as City Manager was December 1, 2019 and she thanked the Governing Body for their decision and support.

 

Ordinance No. 1726-Outdoor Amplified Music:

 

Ordinance No. 1726 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING CHAPTER VIII. HEALTH AND WELFARE, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, PROVIDING A NEW ARTICLE 5. AMPLIFIED MUSIC, GOVERNING USE OF OUTDOOR AMPLIFIED MUSIC IN THE CITY OF WAMEGO, KANSAS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved, seconded by Commissioner Baughman to approve Ordinance No. 1726. Motion carried.   Aye: 5, Nay:  0. 

 

Water/Sewer Project Bids:

 

Mark Bachamp was present to report that the bids for the water/sewer project on Valley had been received with only one bidder. The bid was higher than the estimate and the approved bond amount. Commissioner Baughman moved to table this issue for further information. Commissioner Dugan seconded the motion.  Motion carried.   Aye: 5, Nay:  0. 

 

Roadrunner Properties Bond Redemption:  

 

Resolution No. 20191203 was presented and read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS authorizing the REDEMPTION AND PAYMENT OF ITS TAXABLE MULTIFAMILY RESIDENTIAL RENTAL REFUNDING AND IMPROVEMENT REVENUE BONDS, SERIES 2015A and SERIES 2015B, (NORTHRIDGE APARTMENT PROJECT) AND THE sale and conveyance of certain PROPERTY to ROADRUNNER PROPERTIES, LLC.

 

Commissioner Baughman moved, seconded by Commissioner Dugan to approve Resolution No. 20191203. Motion carried.   Aye: 5, Nay:  0. 

 

Equipment Review – Skid Steer Rollover:

 

The City Manager presented a replacement option for the track skid steer loader.  It is similar to the option presented last year at this time with Foley Equipment.  The base cost increased to $7,750 which includes up to 500 tac hours.  Commissioner Weixelman moved, seconded by Commissioner Baughman, to approve the lease of a track skid steer loader.  Motion carried.  Aye:  5, Nay:  0.

 

Equipment Review – Fire Department Radios:

 

Stacie reported the fire chief advised the need for new radios for the fire department due to the changing frequencies and technologies. Commissioner Baughman moved to authorize the purchase of new radios not to exceed $20,000. Commissioner Dugan seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Facility Review – Burn Site:

 

The City Manager requested the burn site (leaf/limb pile) be closed beginning December 16, 2019 until sometime in March for drainage issues, maintenance and general clean up. The site would reopen with new signage and new rules. Commissioner Dugan moved to temporarily close the burn site until March. Commissioner Weixelman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Festival of Lights request:

 

Eric Artzer requested that the children’s train in the park run during the Festival of Lights on December 8th. Commissioner Baughman moved, seconded by Commissioner Dugan to allow the children’s train to run during the Festival. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

City sales tax was up 1.77% and the County was up 2.85% from this time last year.

 

The windmill has been repaired from the August storm and has been decorated for Christmas. Most of the Christmas lights have been put up in preparation for the upcoming Festival.

 

The Annual Chamber dinner and Leader’s retreat will both be in January.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss non-elected personnel and that the meeting would reconvene at 6:35 P.M.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:35 P.M.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of ten (10) minutes to discuss non-elected personnel and that the meeting would reconvene at 6:45 P.M.  Mayor Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:45 P.M.
