City Commission Minutes 12/01/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, December 01, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: William Ditto, Leslie Dugan, Clifford Baughman and Thomas Beem. Mayor: Richard Weixelman.

 

Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on November 17, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Dugan and seconded by Commissioner Baughman to approve the minutes as presented. Motion carried.  Aye: 5, Nay: 0.  

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1610.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1610.  Motion carried.   Aye: 5, Nay: 0. 

 

Public Comments and Communications:

 

The next regular work session will be December 15, 2020 at 4:30 p.m.

 

Covid-19 Updates and Restrictions:

 

The City Manager reported that the City is still following all Pottawatomie County, CDC and KDHE guidelines for COVID-19. Steve Land, Wamego Hospital Director, was present to request the Governing Body consider a mask mandate reiterating Covid statistics from the previous meeting. Also, noting the local hospital was struggling with transferring non Covid patients to other hospitals due to Covid positivity. Tim Winter, USD 320 Superintendent, was also present in support of a City mask requirement.  The City Manager advised that all correspondence received prior to the City Commission work session had been presented to the Governing Body.

 

Ordinance No. 1739 requiring masks was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REQUIRING INDIVIDUALS TO WEAR MASKS OR OTHER FACE COVERINGS IN CERTAIN CIRCUMSTANCES; REQUIRING BUSINESSES AND ORGANIZATIONS TO REQUIRE ALL EMPLOYEES, CUSTOMERS, VISITORS, MEMBERS, OR MEMBERS OF THE PUBLIC TO WEAR A MASK OR OTHER FACE COVERING IN CERTAIN CIRCUMSTANCES; AND ESTABLISHING PENALTIES THEREFORE.

 

After a lengthy discussion, Commissioner Ditto moved, seconded by Commissioner Dugan to approve Ordinance No. 1739 requiring masks within the City of Wamego. Motion carried.  Aye: 4, Nay: 1, Commissioner Baughman. 

 

Employee Mental Health Group Coverage:

 

Stacie Eichem, advised that Pawnee Mental Health offered an employee assistance program for employee, spouses and dependents to use Pawnee’s services at a cost of $1 (one dollar) per employee per month. She felt this would be a good benefit for City employees. Commissioner Baughman moved to authorize the City signing with Pawnee Mental Health for an employee assistance program. Commissioner Ditto seconded the motion. Motion carried.  Aye: 4, Nay: 0, Commissioner Dugan abstained. 

 

Credit Card Fees for 2021:

 

The City Manager reminded the Governing Body that in March the City had waived credit cards fees for utility customers. Since March, the City had absorbed $13173 in card fees. The Governing Body requested more information to decide on waiving fees in 2021.

 

Historical Society Plaque Request:

 

Stacie Eichem reported that the historical society had requested a plaque for the cannon in the park. It was Stacie’s recommendation to ask the historical society to draft the plaque and submit to the Governing Body for approval. By general consensus the Governing Body agreed.

 

Department Updates:

 

The City Manager reported that recreation activities will begin following all school guidelines. There will not be any games through the month of January. The pool is currently open and all other departments are continuing to work hard.

 

Ordinance No. 1740:

 

Ordinance No. 1740 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 1-205. VACANCIES. OF THE CODE OF THE CITY OF WAMEGO, KANSAS, EXTENDING THE TIME FOLLOWING A VACANCY ON SAID GOVERNING BODY DURING WHICH THE GOVERNING BODY MAY APPOINT A PERSON TO FILL THE UNEXPIRED TERM, FROM TEN DAYS TO THIRTY DAYS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved, seconded by Commissioner Baughman to approve Ordinance No. 1740. Motion carried.   Aye: 5, Nay: 0. 

 

At this time, Commissioner Dugan announced her resignation from the City Commission and City Manager, Stacie Eichem, announced that Leslie Dugan had accepted the position of City Treasurer.

 

City Manager and Other Reports:

 

Stacie reported that Pottawatomie County had agreed to pay up to $50,000 of the $130,000 design for the turn lane at Balderson Blvd and Hwy 24. Jake Pugh advised a hearing had been set in December for the condemnation process for the Union Pacific Railroad property easement.

 

Sales tax for the City was up .6% and the County sales tax was up 7%.

 

No further business appearing, Commissioner Baughman moved to adjourn, Commissioner Dugan seconded. Motion carried.   Aye: 5, Nay: 0.  The meeting was adjourned.
