City Commission Minutes 11/03/2020

Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, November 03, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: William Ditto, Clifford Baughman and Thomas Beem via Zoom. Mayor: Richard Weixelman. Commissioner Leslie Dugan was absent.


Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.


The City Clerk presented the minutes of the regular meeting of the Governing Body held on October 20, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented. Motion carried.  Aye: 4, Nay: 0.  


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1608.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1608.  Motion carried.   Aye: 4, Nay: 0. 


Public Comments and Communications:


The next regular work session will be November 17, 2020 at 4:30 p.m., Commissioner Ditto advised he will not be attending.


Covid-19 Updates and Restrictions:


The City Manager reported that the City is still following all Pottawatomie County and KDHE guidelines for COVID-19. She also reported that due to positive COVID cases the Wamego High School is moving into hybrid learning.


Season of Lights Request:


Stacie reported that the Chamber of Commerce had requested permission to move forward with the Season of Lights on December 13th. The Chamber advised they would put together a COVID plan if approved. Commissioner Baughman moved, seconded by Commissioner Ditto to allow the Season of Lights on December 13th. Motion carried.   Aye: 4, Nay: 0. 


Hwy 24 and Columbian Rd. Signalization Agreements:


The City Manager reported that agreements from Pottawatomie County and KDOT had been received for the signalization grant at Highway 24 and Columbian Road. The City would sign agreements with Pottawatomie County for the previously approved half of the design costs up to $22,500, and an agreement with KDOT even though it is a County project. Commissioner Ditto moved to authorize signing both agreements contingent upon City Attorney review. Commissioner Baughman seconded the motion. Motion carried. Aye: 4, Nay: 0.  


Health Insurance Renewal for 2021:


The City Manager reported the 2021 premiums from Blue Cross Blue Shield of Kansas had been received and were approximately five (5) percent lower than 2020. Commissioner Baughman moved, seconded by Commissioner Ditto to approve accepting the 2021 premiums with Blue Cross. Motion carried.  Aye: 4, Nay:  0. 


Board Appointment:


Mayor Weixelman appointed Stephanie Smith to the Park and Recreation Advisory Board


Purchase Request:


Stacie reported the storm siren on Grandview Drive had stopped working. Due to the change in the sirens, it would be her recommendation to purchase two (2) sirens, one to replace the Grandview Drive siren and the other to be placed in the City Park. Then moving forward to purchase one to two new sirens each year while evaluating the locations. The sirens are $17771.18 for each unit. Commissioner Baughman moved to approve the purchase of two sirens. Commissioner Beem seconded the motion. Motion carried.  Aye: 4, Nay:  0. 


Department Updates:  


The Indoor Pool is open however the numbers are still being restricted due to COVID.


City Manager and Other Reports:


The 4th Street drainage project is underway and moving along. The City Office roof is not completed yet and the Industrial Commerce Route will be going out to bid soon.


The City sales tax was down .36% annually and up 18.4% for the month. The County sales tax was up 6.5% annually and up 10.5% for the month.


The Housing Authority minutes were included in the packets.


Commissioner Baughman moved, seconded by Commissioner Ditto to adjourn the meeting. Motion carried.  Aye: 4, Nay:  0. 


No further business appearing, meeting was adjourned.
