City Commission Minutes 10/20/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, October 20, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Thomas Beem, Leslie Dugan, William Ditto and Clifford Baughman. Mayor: Richard Weixelman.  

 

Also present were:  City Manager, Stacie Eichem, was present via Zoom, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on October 06, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented. Motion carried.  Aye: 5, Nay: 0.  

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1607.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Dugan, to approve and adopt Appropriation Ordinance Number 1607.  Motion carried.   Aye: 5, Nay: 0. 

 

Public Comments and Communications:

 

The next regular work session will be November 03, 2020 at 4:30 p.m.

 

Covid-19 Updates and Restrictions:

 

The City Manager reported that the City is still following all Pottawatomie County and KDHE guidelines for COVID-19.

 

CARES Funding:

 

Stacie reported that the deadline for the CARES Funding Loss of Revenue and Sanitization grants was at 4:30 P.M. this afternoon. She had recently learned that the County had changed the maximum amount for their grants to $40,000. Stacie felt that this penalized businesses within the City limits that had applied for the grants. She requested the Governing Body increase the Loss of Revenue grant to $40,000 understanding that other grant monies would be moved to make the difference if necessary. Commissioner Ditto moved, seconded by Commission Dugan to approve the Loss of Revenue grants not to exceed $40,000 in reimbursement from the CARES funds. Motion carried.   Aye: 5, Nay: 0. 

 

Olsson Agreement – Balderson Blvd and Hwy 24:

 

The City Manager reported the agreement from Olsson to design, consult and inspect the Balderson Blvd and Hwy 24 turn lane for the Industrial Commerce Route had been received. At the last meeting, an agreement with KDOT for the project was approved and this is the next step.  Commissioner Ditto moved to authorize signing the agreement with Olsson contingent upon City Attorney review. Commissioner Dugan seconded the motion. Motion carried. Aye: 5, Nay: 0.  

 

Ordinance No. 1737- Rezoning R-3 to C-S:

 

Ordinance No. 1737 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING PROPERTY LOCATED AT 1217, 1219 AND 1221 U.S. HIGHWAY 24, WAMEGO, KANSAS, FROM R-3:  MULTIPLE-FAMILY DWELLING DISTRICT, TO C-S:  HIGHWAY SERVICE DISTRICT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

The City Manager reported the issue was unanimously passed by the Planning Commission to allow this rezoning. Commissioner Baughman moved, seconded by Commissioner Ditto to approve Ordinance No. 1737. Motion carried.  Aye: 5, Nay:  0. 

 

Resolution No. 20201020 – Loss Control (Risk Reduction):

 

Resolution No. 20201020 was presented and read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING THE CITY OF WAMEGO LOSS CONTROL PROGRAM, DATED DECEMBER 16TH, 2014, INCORPORATED BY REFERENCE UNDER RESOLUTION NO. 20141216-A, HENCEFORTH KNOWN AS THE CITY OF WAMEGO, KANSAS RISK REDUCTION PROGRAM, ALLOWING FURTHER AMENDMENTS TO SAID WAMEGO RISK REDUCTION PROGRAM TO BE APPROVED BY THE WAMEGO GOVERNING BODY WITHOUT THE NEED FOR PASSAGE OF A NEW RESOLUTION.

 

Commissioner Baughman moved to approve Resolution No. 20201020. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay: 0. 

 

Risk Reduction Program:

 

The City Manager reported that updates were made to the Risk Reduction Program (formerly known as the Loss Control Program. This document is basically the City’s safety policy and procedures. Commissioner Dugan moved, seconded by Commissioner Baughman to approve the Risk Reduction Program contingent upon City Attorney review. Motion carried.   Aye: 5, Nay: 0. 

 

KMEA Board of Directors:

 

Stacie reminded the Governing Body that they had recently changed the KMGA Board of Directors delegates to herself and Casey Frisbie, Power Plant Supervisor. She asked if they would want to have the same for the Board of Directors delegates for KMEA. Commissioner Beem moved to appoint Stacie Eichem and Casey Frisbie to the KMEA Board of Directors as delegate 1 and 2, respectively. Commissioner Dugan seconded the motion. Commissioner Ditto asked that the Commission receive an update after the next KMEA conference.  Motion carried.  Aye: 5, Nay: 0. 

 

Board Appointment:

 

Mayor Weixelman appointed Frank Laubhan to the Planning Commission.

 

Purchase Request:

 

Stacie reported there weren’t any requests for this meeting.

 

Department Updates:  

 

The Recreation Department is researching re-surfacing the old tennis courts for pickle ball. Basketball is starting following all school guidelines and policies. The Indoor Pool is currently closed.

 

City Manager and Other Reports:

 

The 4th Street drainage project is underway and moving along. The City Office project is complete with the exception of some roof work.

 

At this time, Commission Baughman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss potential land acquisition and Attorney-Client privilege with potential litigation with the meeting reconvening at 6:40 P.M.  Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

The meeting reconvened at 6:40 P.M.
