City Commission Minutes 10/16/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, October 16, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Robert Morse Jr., Commissioners; Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.

 

Also present were:  City Manager, Merl Page, Deputy City Clerk, Connie McGee, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The Deputy City Clerk presented the minutes of the regular meeting of the Governing Body held on October 2, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The Deputy City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1559.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1559.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, November 6, 2018 at 4:30 P.M.

 

Old Business – Episcopal Church – Handicapped Parking:

 

The City Manager reported that the church was supposed to submit a diagram of what they were wanting but it hadn’t been received.  A motion was made by Commissioner Baughman to table the issue pending more information.  Commissioner Weixelman seconded the motion.  Motion carried.   Aye: 5, Nay: 0

 

Ordinance No. 1700 – Standard Traffic Offense Code:

 

Ordinance No. 1700 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 14-101 OF CHAPTER XIV. TRAFFIC, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE THE “2018 STANDARD TRAFFIC ORDINANCE FOR KANSAS CITIES, 46th EDITION”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1700. Commissioner Weixelman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Ordinance No. 1701 – Uniform Public Offense Code:

 

Ordinance No. 1701 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 11-101 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE THE “2018 UNIFORM PUBLIC OFFENSE CODE FOR KANSAS CITIES, 34th  EDITION”;

 

AND REPEALING ORDINANCE NO. 1686, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1701. Commissioner Weixelman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Equipment Review – Streets:

 

The City Manager advised that the Public Works Department was in need of a new salt spreader.  The cost would be $12,900.   Commissioner Ditto moved to approve the purchase.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

Sewer Cleaning Contract:

 

Merl Page advised that the insurance company is encouraging a maintenance contract for the City sewer system.  Mayer Specialty and Utility Maintenance Contractors submitted quotes.  The Mayer quote is based on a three-year rotation with a cost of $31,345.  That cost includes cleaning 48,240’ of sewer along with 7,200’ of camera for sections to be decided by the City.  Commissioner Ditto moved that we accept the Mayer quote.  Commissioner Baughman seconded the motion.  Motion carried.   Aye: 5, Nay: 0.

 

Indoor Pool Add on:

 

There is an option to add a basketball goal and a volleyball net to the indoor pool at the new aquatic center.  The goal and the net can be removed when they are not being used.  The cost for both would be $5,889.23.  Commissioner Baughman moved to approve the purchase.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

Board Appointment:

 

Mayor Morse re-appointed Devin Timm to the Construction Board of Appeal with the term expiring September 3, 2021.

 

PTO/Short-Term Disability:

 

The City Manager was asking for authorization to sign the agreement to provide short-term disability to eligible employees beginning January 2019.  Commissioner Baughman moved to approve the authorization.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

Playground Equipment:

 

The playground equipment at the park is needing to be updated since it is now 25 years old.  There is grant money that is currently available that would match what is spent dollar for dollar as long as the amount spent is $90,000 or more.  The grant applications have to be received by October 31, 2018.  There was discussion about the funds that were donated by Lovetta Kirkpatrick for park improvements as well Friends of the Park that could be available for equipment purchase.  Commissioner Weixelman moved to approve up to $130,000 upon review of the grant documents by the City Attorney.  Commissioner Baughman seconded.  Motion carried.  Aye: 5, Nay: 0.

 

City Manager and Other Reports:

 

The City Manager and the commissioners did a tour of the pool construction site.  A live feed was added to the Wamego City website to view live construction of the pool.

 

Merl also reported that the painting of the water tower would be going out for bids soon. 

 

The monthly calendar and Kansas Government Journal were distributed to the Commission.

 

The City received a gold star for a 5% discount on workman compensation premiums for 2019.

 

A thank you note was received from the Manhattan, Kansas Fire Department for helping with the Wayne Braun funeral.

 

Save the date – Annual Leaders Retreat will be January 18-19, 2019.

 

The Columbian Theatre has to apply for a different type of liquor license.  ABC needs the City’s permission to allow them to sell liquor.  According to the lease the Columbian has with the City, there is a clause that allows “refreshments”.  The City interprets that to men refreshments includes liquor.  Commissioner Ditto made a motion to authorize the City Attorney and the Mayor to amend the lease agreement if needed to satisfy ABC so that the Columbian can continue liquor sales.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.   

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships acquisition of property, non-elected personnel and acquisition of property, and that the Commission would reconvene at 6:45 P.M.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:45 P.M.
