City Commission Minutes 10/15/2019

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, October 15, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Leslie Dugan, Clifford Baughman and William Ditto.  

 

Also present were:  Interim City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on October 01, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1583.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1583.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, November 05, 2019 at 4:30 P.M.

 

Dog Park Update:

 

The City Manager advised this issue will be on a future agenda. 

 

Library Renovation Update:

 

Stacie Eichem advised this presentation will be on the November 5th agenda.

 

Alma Gas Service Relocation Easement ICR:

 

The City Manager reported the contract for the easement to relocate the gas line had been received. Commissioner Baughman moved to approve the contract contingent upon City Attorney review. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Noise Complaint- Ana Clark:

 

This issue was heard at the previous regular meeting. The City Clerk advised the Governing Body of the varying degrees of noise ordinances. Ana Clark was present and advised that she didn’t feel that an extensive ordinance was necessary. The Governing Body directed staff to research adding onto the existing nuisance codes which would cover amplified noise, permits and fees, time parameters and notification to residences within the area.

 

Aquatic Center Concrete Work:

 

Stacie Eichem advised a proposal had been received from EBI to concrete the mulched areas due to maintenance issues, in front of the Aquatic Center for $6600. Commissioner Baughman moved to approve $6600 to concrete several areas in front of the aquatic center. Commissioner Dugan seconded the motion.  Motion carried.   Aye: 5, Nay:  0. 

 

Old Fire Station/Jail:

 

The City Manager reported the City had an insurance claim from shingles from the old jail behind the police department hitting a vehicle in a storm. Commissioner Ditto moved to have the old jail building torn down and have the City Manager research hiring a company or handling the demolition in house contingent upon final approval from the Governing Body. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Airport Maintenance:

 

Stacie Eichem advised the airport board received a proposal from Fleming Brothers for concrete work on the hanger floors for a cost of $17235, which had been budgeted. Commissioner Baughman moved to authorize contracting with Fleming Brothers for $17235. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

One Way Proposal for Alley:

 

The City Manager reported safety concerns had been raised regarding the “yellow brick road” crossing the alley between Lincoln Avenue and Ash Street between 5th and 6th Street. The City Attorney suggested making contact with the local businesses and residences it would affect. Commissioner Weixelman moved to table the issue until the next regular meeting. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Trash RFP:

 

Stacie Eichem requested this issue be tabled for a future date. Commissioner Baughman moved, seconded by Commissioner Ditto. Motion carried.  Aye: 5, Nay:  0.

 

Facility Maintenance:

 

The City Manager reported that KDHE had suggested a generator for the lift station in the event of power outages. Proposals were received from United Rentals for $27900 or $30534 but brand names were not given and one from Foley for $47000. Commissioner Baughman moved, seconded by Commissioner Ditto to table this issue for more information. Motion carried.  Aye: 5, Nay:  0. Commissioner Weixelman moved to amend the motion to authorize the City Manager or her designee to rent a generator if necessary. Commissioner Baughman moved to second the amendment to the motion. Motion carried.  Aye: 5, Nay:  0.

 

Environmental Processes:

 

Stacie Eichem advised the water/wastewater department supervisor had reported a pump needed to be replaced at the wastewater plant. It was the staff recommendation to have a backup pump on hand and add soft starts to all of the pumps. The cost of two pumps and the soft start would be $19457 or $12000 for one pump and the soft start. Commissioner Baughman moved to approve purchasing two pumps and the soft start for $19457. Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

City Hall Painting:

 

The City Manager reported four (4) proposals were received to finish the painting inside City Hall that had been started a couple of years ago and not completed. It was the staff recommendation to accept the proposal from C & C Painting for $4787.84. Commissioner Baughman moved, seconded by Commissioner Weixelman to accept the proposal from C & C Painting for $4787.84. Motion carried.   Aye: 5, Nay:  0. 

 

Equipment Review – Public Works:

 

Stacie Eichem advised the public works supervisor requested adding the unused confined space van to the auction list with Purple Wave. Commissioner Ditto moved to authorize auctioning the confined space van. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

City Manager and Other Reports:

 

The overlay projects on Kaw Valley Road and Valley were completed.

 

The water tower painting was nominated for “Tank of the Year” voting would close later in the month.

 

The Wamego Public Library minutes were included in the packets.

 

At this time, Commissioner Dugan moved to adjourn into executive session for a period of ten (10) minutes to discuss attorney-client privilege with the meeting reconvening at 6:40 P.M.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

The meeting reconvened at 6:40 P.M.
