City Commission Minutes 09/18/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, September 18, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Robert Morse Jr., Commissioners; Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.

 

Also present were:  City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on September 4, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1557.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1557.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, October 2, 2018 at 4:30 P.M.

 

Electric Service Territory Request – Arlo Stockebrand:

 

The City Treasurer reminded the Governing Body of the service territory change requested by Arlo Stockebrand that was tabled from the previous meeting. She also advised that a new cost estimate from the City had been given which was significantly lower due to changing direction of the electric line going to the property and having an electrician do more of the installation. Commissioner Ditto moved to deny the requested change of electric service territory for Mr. Stockebrand. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Ozfest – Car Show request:

 

Stacie Eichem reported a request to use the senior citizen center parking lot for overflow cars during the Ozfest car show had been received. After a short discussion, Commissioner Beem, seconded by Commissioner Weixelman moved to authorize the closing of the senior citizen center parking lot for overflow from the car show. Motion carried.   Aye: 4, Nay:  0 with Commissioner Baughman abstaining.

 

Sidewalk Deferral Request – Randy Bredfeldt:

 

The City Treasurer advised a request had been received from Randy Bredfeldt to defer the sidewalk requirement for the Storage Units being built at 301 E Valley. Commissioner Ditto moved to authorize a 6 month sidewalk deferment after the Commerce Route on Valley Street has been completed for 301 E Valley Street. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Handicap Parking Request – Episcopal Church:

 

Stacie reported the Episcopal Church at 7th & Lincoln Avenue had requested a handicapped parking stall. Commissioner Baughman moved, seconded by Commissioner Weixelman to table this issue for more information, the Governing Body would like the Episcopal Church to meet with city staff for a more specific request. Motion carried.  Aye: 5, Nay: 0. 

 

Equipment Review – Fire Department:

 

The City Treasurer reported three proposals had been received from the Fire Chief to replace the Fire Department suburban. Of the three proposals Brown Chevrolet had the lowest price for a new suburban. After a lengthy discussion, Commissioner Baughman moved to table this issue for the Fire Chief to get information on used vehicles with low miles. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 4, Nay:  0 with Mayor Morse abstaining.

 

Personnel Policy Modification – Personal Time Off:

 

The City Treasurer and City Clerk presented a proposal to the Governing Body that would transition vacation/sick time to personal time off (PTO). This proposal would allow employees the option of keeping accrued sick time as of 1/1/2019 or taking a buyout at 20% of accrued time being paid in the second check in January 2019. The City would also provide a short-term disability policy for all full time and scheduled part time employees also starting January 2019.  All vacation time would be converted into PTO. Commissioner Ditto moved to authorize the transition of vacation/sick time to personal time off contingent upon the City Attorney review. Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Ordinance No. 1699- Dog License:

 

Ordinance No. 1699 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 2-201 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, AMENDING THE TAXING PROTOCOL FOR REGISTRATION OF DOGS WITHIN THE CITY; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1699. Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Board Appointments:

 

Mayor Morse reappointed Bryan Newall to the Planning Commission with his term expiring August 31, 2021.

 

Recreation Complex fundraiser request- Boys and Girls Club:

 

Stacie reported a request from Melissa Soldan of the Boys and Girls Club had been received requesting to set up a fundraising site at the complex during Crossroads Soccer and Wamego flag football games for The Little Apple Duck Dash, which benefits the Boys and Girls Club. Commissioner Ditto moved to allow the Boys and Girls Club to have a fundraiser at the Recreation Complex during Crossroads Soccer and Wamego flag football games. Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Flapgate agreement – Olsson and Associates:

 

The City Treasurer reported an agreement was received from Olsson and Associates to initiate an engineering plan for the bridge at 8th Street & Balderson Boulevard for flood water drainage from the creek. Commissioner Baughman moved to approve the agreement with Olsson and Associates for 8th Street & Balderson Boulevard for creek drainage contingent upon City Attorney review. Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

City Manager and Other Reports:

 

Stacie reported walls were being formed at the new pool and reminded the Governing Body of the annual League conference in October.

 

Commissioner Baughman moved to adjourn the meeting, Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0.
