City Commission Minutes 09/17/19

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, September 17, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Leslie Dugan, Clifford Baughman and William Ditto.  

 

Also present were:  Interim City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on September 03, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1581.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1581.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, October 01, 2019 at 4:30 P.M.

 

Dog Park Update:

 

Bryan Padgham and Christine Chainey presented plans for the proposed dog park. Bryan advised the girl scouts had raised more than $9000 so far. The group asked the Governing Body to approve the plans so they could go out for bids to determine how much in additional donations that might have for the construction costs and materials. Commissioner Ditto moved, seconded by Commission Baughman to approve the plans contingent upon approval from Ken Stein.  Motion carried.   Aye: 5, Nay:  0. 

 

Valley Water/Sewer/Industrial Commerce Route Amendment to the Agreement:

 

Mark with Olsson Associates was present to explain that after meeting with Union Pacific regarding the Industrial Commerce Route, the need to separate the water and sewer portion of the Industrial Commerce Route project from the road and bridge work. The water/sewer portion would start and the road/bridge work would be bid in the spring. This will create the need for two amendments to the agreement. Commissioner Baughman moved to approve both amendments contingent upon City Attorney review. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Restricted Reserves Transfer Amount:   

 

The City Manager reported the approved transfers for the restricted reserves from the last meeting would be $737034. Commissioner Ditto moved, seconded by Commissioner Baughman to approve the $737034 transfer. Motion carried.   Aye: 5, Nay:  0. 

 

Street Improvement WWTP Road:

 

Stacie Eichem reported two proposals had been received to mill the road to the Wastewater Treatment Plant road. Schilling proposed a 4” mill and 4” asphalt overlay for $75,600 or a 2” mill and 4” asphalt overlay for $72,900 and a bid from Bettis Asphalt of $95956.56 for a 4” mill overlay. Commissioner Baughman moved to approve the 4” mill and 4” asphalt overlay for $75,600. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Ordinance No. 1720 – Columbian Villas:

 

Ordinance No. 1720 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE REPLAT OF LOTS 6A, 6B, 7A, 7B AND COMMON AREA COLUMBIAN VILLAS, UNIT THREE FINAL PLAT, DESIGNATED AS “COLUMBIAN VILLAS UNIT FIVE, A PLANNED UNIT DEVELOPMENT, WAMEGO, KANSAS”, TOGETHER WITH AN AMENDED FINAL DEVELOPMENT AND UTILITY PLAN AND AMENDED FINAL LANDSCAPE PLAN FOR SAID COLUMBIAN VILLAS UNIT FIVE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1720 contingent upon HOA covenant and City Attorney review. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Ordinance No. 1721 – Prairie Ridge Unit 2, lot 15:

 

Ordinance No. 1721 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING A REPLAT OF LOT 15, PRAIRIE RIDGE ADDITION FINAL PLAT, DESIGNATED AS “PRAIRIE RIDGE ADDITION UNIT TWO, A SUBDIVISION IN THE CITY OF WAMEGO, POTTAWATOMIE COUNTY, KANSAS”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

The Planning Commission recommended approving this ordinance contingent upon the developer adding an additional fire hydrant. Commissioner Ditto moved, seconded by Commissioner Baughman to approve Ordinance No. 1721 including the additional fire hydrant. Motion carried.   Aye: 5, Nay:  0. 

 

Board Appointments:

 

Mayor Beem appointed Cory Lindsley to the Planning Commission and re-appointed John and Jason Hupe to the Airport Board.

 

Program Review – Water Aerobics:

 

The City Manager reported a petition had been received from several water aerobics members requesting being able to attend multiple aerobics sessions for the same cost. She advised this issue was not a petition able issue however wanted to bring it to the Governing Body’s attention. The Governing Body agreed by general consensus to not make any changes to the water aerobics program at this time.

 

Windmill Repair:

 

Stacie Eichem advised the windmill in the City park sustained serious damage to the blades. Part of the cost would be covered by the City’s insurance. The total cost estimate is $16700.73 for repair. Commissioner Baughman moved to approve the cost to repair the windmill. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Raymond James Agreement:

 

The City Manager reported the City would need an agreement with Raymond James to underwrite the bonds for the Industrial Commerce Route Project. She advised the City has used this consultant before. Commissioner Baughman moved, seconded by Commissioner Ditto, to approve the agreement with Raymond James contingent upon City Attorney review. Motion carried.   Aye: 5, Nay:  0. 

 

City Manager and Other Reports:

 

Library minutes were included in the packets.

 

Annual League Conference reminder.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of twenty (20) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and potential litigation with the meeting reconvening at 6:50 P.M.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

The meeting reconvened at 6:50 P.M.
