City Commission Minutes 08/21/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, August 21, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse Jr., Commissioners: Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on August 7, 2018 and the Special Meeting held August 14, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1555.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1555.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, September 4, 2018 at 4:30 P.M.

 

Riley Construction Contract:

 

The City Manager reported the contract for the demolition and reconstruction of the building at the power plant had been received. Commissioner Baughman moved to authorize the signing of the contract with Riley Construction. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Ozfest Car Show request:

 

Eric Artzer was present to request the closing of Ash Street from 4th to 6th Street and 5th Street from Lincoln to Ash as well as partial use of the alleyway for the car show during Oztoberfest. He also requested as contingency to use part of the park grounds on Ash Street. The City Manager didn’t think it would be a problem, but it would need to be coordinated with the Parks Supervisor. Commissioner Ditto moved to authorize the proposed street closings for the car show. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Indoor Pool Modification:

 

At the previous meeting, an issue with the depth of the indoor pool had been tabled to allow the City Manager to get the cost of changing the depth. Merl Page advised the cost for deepening the indoor pool to allow for “dive start” to be taught would be a change order of $23,123. Commissioner Baughman moved to not authorize the change in the depth of the indoor pool. Commissioner Weixelman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Ordinance No. 1697 – Patriot Point Subdivision:

 

City Manager reported the Planning Commission unanimously voted to approve the final plat for Patriot Point Subdivision, contingent on certain right-of-ways being obtained and a sub-standard lot being changed to become standard.

 

Ordinance No. 1697 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE FINAL PLAT OF “PATRIOT POINT SUBDIVISION A RE-PLAT OF LOTS 4 AND 5, PROCKISH SUBDIVISION AND A TRACT IN THE NE ¼ OF SEC. 5-10-10 POTTAWATOMIE COUNTY, KANSAS”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to authorize Ordinance No. 1697, contingent upon the Planning Commission’s contingencies being completed. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Ordinance No. 1698:  

 

Ordinance No.1698 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, RESCINDING PARAGRAPH 15-109 “EMERGENCY HEALTH CARE UTILITY SERVICES” OF THE CODE OF THE CITY OF WAMEGO, TO DISCONTINUE THE PRACTICE OF ACCEPTING A PHYSICIAN’S LETTER STATING THAT A CITY OF WAMEGO UTILITY CUSTOMER’S SERVICES ARE NOT TO BE DISCONNECTED DUE TO USE OF LIFE SUPPORTING EQUIPMENT, IN LIEU OF DISCONNECTION OF SAID SERVICES; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved, seconded by Commissioner Baughman, to approve Ordinance No. 1698. Motion carried. Aye: 5, Nay: 0.

 

Equipment Review – Street Department:

 

The City Manager reported two quotes for a UTV for the street department had been received. One quote was from KanEquip for $15,650 and one was from CTI for $15,750.  It was the City’s recommendation to accept KanEquip’s quote.  It was reported that $17,000 had been budgeted for this purchase. Commissioner Weixelman moved to authorize the purchase of a UTV from KanEquip for $15,650. Commissioner Baughman seconded the motion.  Motion carried. Aye: 5, Nay: 0.

 

Kansas League of Municipalities Voting Delegates:  

 

Merl Page advised the Governing Body that the City needed to designate voting delegates for the Kansas League of Municipalities Annual Conference in October. Commissioner Ditto moved to have Commissioners Baughman and Weixelman be the voting delegates and the City Clerk, Shanda Jahnke, and City Treasurer, Stacie Eichem be the alternate voting delegates. Commissioner Beem seconded the motion.  Motion carried Aye: 5, Nay: 0.                                                                                                                               

City Manager and Other Reports:

 

Merl reported during the pool excavation, footings from an older the pool had been located, if they are not deep enough there could be a change order to have them removed.

 

The hospital grand opening will be August 24th beginning at 2 P.M.

 

FEMA is still modifying flood maps with proposed changes that the City can do, it will be at least 2 years until the new maps are out.

 

At this time, Commissioner Weixelman moved to adjourn into executive session for a period of twenty (20) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships acquisition of property, non-elected personnel and acquisition of property, and that the Commission would reconvene at 6:50 PM.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:50 PM.
