City Commission Minutes 08/20/2019

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, August 20, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Leslie Dugan and William Ditto.  Commissioner Clifford Baughman was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, Assistant City Manager, Stacie Eichem, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on August 6, 2019 and the special meeting held August 15, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Weixelman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1579.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Dugan, to approve and adopt Appropriation Ordinance Number 1579.  Motion carried.   Aye: 4, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, September 3, 2019 at 4:30 P.M.

 

Ozfest Update/Request- Car Show:

 

Eric Artzer was present to request the closing of Ash Street from 4th to 6th and the pool parking lot for the annual car show during the Oztober Festival on October 5, 2019.  Commissioner Ditto moved to approve closing streets and parking for the car show the same as it was in 2018. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

City Hall Façade Review:  

 

The City Manager reported he had received a contract for the architect services for the repair of the City Hall building, Commissioner Ditto authorized City staff to negotiate the contract on the architect fees. Commissioner Dugan seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

Kansas League of Municipalities Voting Delegates:  

 

Merl Page advised the Governing Body that the City needed to designate voting delegates for the Kansas League of Municipalities Annual Conference in October. Commissioner Ditto moved to have Mayor Beem and Commissioner Dugan be the voting delegates and Commissioners Baughman and Weixelman be the alternate voting delegates. Commissioner Weixelman seconded the motion.  Motion carried Aye: 4, Nay: 0

 

Street Improvements – Kaw Valley Road:

 

The City Manager requested this issue be tabled for further information. Commissioner Weixelman moved, seconded by Commissioner Dugan to table this issue. Motion carried.   Aye: 4, Nay:  0. 

 

City Officials – Bank Signature Card Update:

 

Merl Page reported that with the hiring the new treasurer, his retirement and the two-signature requirement new authorizations were needed. Commissioner Dugan moved to authorize Stacie Eichem, Assistant City Manager, Carol McCullough, City Treasurer, and Shanda Jahnke, City Clerk as authorized signators for the City accounts effective September 4, 2019. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

Board Appointment – Construction Board of Appeals:

 

Mayor Beem appointed Richie Chrest to the Construction Board of Appeals whose term will expire on September 3, 2020.

 

Gas Line Relocation Contract:

 

The City Manager advised the official agreement for relocating the gas line on Valley had been received. Commissioner Weixelman moved, seconded by Commission Dugan, to authorize the Mayor to sign the agreement contingent upon City Attorney review. Motion carried.   Aye: 4, Nay:  0. 

 

City Manager and Other Reports:

 

The Housing Authority and Library minutes, finances and statistics were handed out.

 

Aquatic Center ribbon cutting will be announced next week.

 

KDOT Consult meeting is August 26, 2019.

 

At this time, Commissioner Weixelman moved to adjourn into executive session for a period of five (5) minutes to discuss potential acquisition of property with the meeting reconvening at 6:35 P.M.  Mayor Beem seconded the motion.  Motion carried.  Aye: 4, Nay: 0.

 

The meeting reconvened at 6:35 P.M.
