City Commission Minutes 08/18/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, August 18, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Thomas Beem, William Ditto, Leslie Dugan and Clifford Baughman. Mayor: Richard Weixelman.

 

Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on August 03, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Dugan and seconded by Commissioner Baughman to approve the minutes as presented. Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1603.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1603.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be Tuesday, September 01, 2020 at 4:30 P.M.

 

Stacie Eichem reported that Christy Rodriguez, Flint Hills Regional Council, had reached out to advise she was working with the Chamber for mask requirement pledge stickers that businesses could request. She also advised a second round of COVID funding was available for small businesses. Businesses would need to contact the Chamber for more information.

 

Covid-19 Updates and Restrictions:

 

The City Manager reported that KDHE had lifted the restriction on all States but had advised quarantine requirements if in a group of more than 500, this has now been amended to out of State gatherings.

 

Celebrate Freedom:

 

Stacie Eichem reported that she had spoken with the PTCO Health Officer, Liz Parthemer, regarding Celebrate Freedom and it would be Ms. Parthemer’s recommendation to cancel Celebrate Freedom. Even though Pottawatomie County does not have any restrictions, it would not be in the best interest of the community as the number of people could be very high and social distancing difficult to enforce. Chris Hupe and Stave Land were also present, Chris advised he didn’t see any miraculous changes in COVID since the last meeting and they had not been recruiting volunteers. Steve Land advised from his health care perspective; it would be not advisable to have Celebrate Freedom. After a brief discussion, Commissioner Ditto moved, seconded by Commissioner Baughman to cancel celebrate freedom. Motion carried.  Aye: 4, Nay:  1, with Mayor Weixelman voting against cancelling.    

 

Community Foundation – Match Day:

 

Sarah Pacheco and Mike McCall were present to request a banner to hang across Lincoln Avenue for two weeks to advertise for match day on October 8, 2020. Last year’s match day was very successful for several worthy organizations. This year will be online, with opportunities to donate by mail, drop box, online.  As of now, they had raised $45,000 in matching funds with $3000 available per organization with a 50% match. Commissioner Baughman moved to allow the banner across Lincoln Avenue. Commissioner Dugan seconded the motion. Motion carried.  Aye: 5, Nay:  0. 

 

SRO Contract with USD 320:

 

The City Manager advised the City Attorney, Jake Pugh, had reviewed the proposed contract for the School Resource Officer with USD 320. He had several changes regarding wording that needed to be changed. Commissioner Dugan moved to authorize signing the contract with USD320 with the City Attorney changes. Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay:  0. 

 

Water Sewer Project Change Order:

 

Stacie Eichem reported the change order was not complete. This issue would be on the next regular agenda.

 

Ordinance No. 1733 – Rezoning MATC:

 

Ordinance No. 1733 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING LOT 1, HILLTOP ADDITION TO THE CITY OF WAMEGO, KANSAS, LOCATED AT 614 EAST HIGHWAY 24, FROM I-1:  LIGHT INDUSTRIAL DISTRICT, TO C-S:  HIGHWAY SERVICE DISTRICT, AND REZONING A 1.139 ACRE TRACT OF LAND ADJOINING AND NORTH OF SAID LOT 1, HILLTOP ADDITION, FROM I-2:  HEAVY INDUSTRIAL DISTRICT, TO C-S:  HIGHWAY SERVICE DISTRICT ; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

The City Manager reported it was recommended by staff and the Planning Commission to allow this rezoning. Commissioner Ditto moved, seconded by Commissioner Baughman to approve Ordinance No. 1733. Motion carried.  Aye: 5, Nay:  0. 

 

Kansas Water Pollution and Public Water Supply Loan Application:

 

The City Manager reported the City had been approved after submitting the pre-application for both revolving loans. They would be at 1.4% and would require engineering plans for the projects. She was requesting authorization for the final application. Commissioner Baughman moved to authorize completing the final applications for both loan possibilities. Commissioner Dugan seconded the motion. Motion carried.  Aye: 5, Nay:  0.

 

KMGA Board of Directors Appointment:

 

The City Manager advised it was time for the Governing Body to appointment someone to the Kansas Municipal Gas Association board of directors. Commissioner Baughman moved, seconded by Commissioner Ditto to appoint Stacie Eichem as the delegate with Casey Frisbie, power plant supervisor, as the alternate. Commissioner Beem advised he could be the alternate if Casey didn’t want to be the alternate. Motion carried.  Aye: 5, Nay:  0.

 

Board Appointment:

 

Mayor Weixelman appointed Will Jones to the Board of Construction Appeals.

 

Purchase Request – Police Department:

 

Stacie Eichem reported the camera system from the old patrol unit that was scheduled to go into the new patrol unit purchased in January was not working. Chief Baker had given a price of $5312.50 for a new camera. By general consensus, the Governing Body tabled this issue for more price quotes.

 

City Manager and Other Reports:

 

The City Manager reported the last weekday for the outdoor pool would be Wednesday, August 19th. She is hoping to have an indoor pool schedule next week.

 

The 4th Street drainage project should be starting in September, the City Hall project is a few weeks from being complete.

 

Government Journals and Library minutes were included in the packets. Housing Authority minutes would be emails as they came in too late for the packet.  

 

At this time, Mayor Weixelman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss personnel matters of nonelected personnel and invite Chief Phil Stultz into the session with the meeting reconvening at 6:45 P.M.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:45 P.M., Commissioner Baughman moved, seconded by Commissioner Dugan to adjourn back into executive session for a period of five (5) minutes to discuss personnel matters of nonelected personnel and invite Chief Phil Stultz into the session with the meeting reconvening at 6:50 P.M.

 

The meeting reconvened at 6:50 P.M.
