City Commission Minutes 08/07/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, August 7, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse Jr., Commissioners: Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.

 

Also present were:  City Manager, Merl Page and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on July 17, 2018 and the Special Meeting held July 24, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1554.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1554.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, August 21, 2018 at 4:30 P.M., and a special meeting on August 14, 2018 at 6:00 P.M.

 

2019 Carnival Agreement:

 

After the carnival agreement had been tabled from a previous meeting, the City Manager reported he had spoken with the owner regarding the additional run days and feedback from residents.  After a lengthy discussion, Commissioner Baughman moved, seconded by Commissioner Weixelman to close the streets Thursday, June 27, 2019 and run from June 29th through July 4th. Motion carried.   Aye: 5, Nay:  0.

 

Ordinance No. 1696:

 

Ordinance No. 1696 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, ANNEXING A 4.35 ACRE TRACT OF LAND LOCATED ALONG THE SOUTH SIDE OF VALLEY ROAD, EAST OF AND ADJACENT TO MILLER’S FIRST ADDITION TO THE CITY OF WAMEGO, KANSAS, EXTENDING THE CORPORATE LIMITS OF THE CITY OF WAMEGO, POTTAWATOMIE COUNTY, KANSAS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commission Ditto moved to approve Ordinance No. 1696. Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Wamego Pound Agreement – Transfer Request:

 

Merl Page advised he had received a request from Pottawatomie County Caring Hearts Humane Society (PCCHHS) to change care of the pound to Purple Power Animal Welfare Society (PPAWS) within the next 30 days. Commissioner Weixelman moved to authorize the transfer of care at the Wamego pound from PCCHHS to PPAWS contingent upon City Attorney review. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Ozfest Activities Request:

 

The City Manager reported a request had been made by the Chamber of Commerce to close Lincoln Avenue from 4th Street to 6th and some areas of 5th Street for the annual Oztoberfest. Commissioner Baughman moved, seconded by Commission Ditto, to authorize street closings for the Oztoberfest to be held on October 6, 2018. Motion carried. Aye: 5, Nay: 0.

 

Indoor Pool Design Review:

 

Merl Page advised during a pre-construction meeting for the aquatic facility, concern had been raised about the depth of the pool. It is deep enough for competition but not deep enough for drive training. Commissioner Weixelman moved to table this issue until the special meeting August 14th, so the cost of adding depth could be reviewed. Commissioner Ditto seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Walking Trail Review:

 

The City Manager reported he had received concerns of walkers and speeding bicyclists being on the walking trail at the same time. He asked the commissioners to think of potential resolutions.

 

City Manager and Other Reports:

 

Merl reported the pool had been turned over to Crossland for demolition. The water tower specifications for bids were going out next week.

 

The monthly calendar, Kansas Government Journal, the newsletter and press release were distributed to the Commission.   

 

The GRDA sell back agreement had saved the City $17,159 as of June 30, 2018.

 

City sales tax was up 7.43% and the county sales tax was up 5.94%.

 

The final gifts were received from the Kirkpatrick estate in the amount of $14,230.58 for the cemetery and parks.

 

Lauranell Stewart was present to ask the Governing Body to consider spending some of the Kirkpatrick cemetery gift on improving the roads. The City Manager stated the City would take her request under advisement.
