City Commission Minutes 08/03/2020

Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Monday, August 3, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Commissioners: Thomas Beem, William Ditto, Leslie Dugan and Clifford Baughman. Mayor: Richard Weixelman.


Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.


The City Clerk presented the minutes of the regular meeting of the Governing Body held on July 21, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented. Motion carried.  Aye: 5, Nay: 0.   


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1602.  After a careful review and discussion thereof, Commissioner Dugan moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1602.  Motion carried.   Aye: 5, Nay:  0. 


Public Comments and Communications:


The next regular work session will be Tuesday, August 18, 2020 at 4:30 P.M.


Covid-19 Updates and Restrictions:


The City Manager reported that she didn’t have any new updates regarding Covid-19 or new restrictions. Commissioner Beem voiced his concern with people not wearing masks and social distancing. The City Manager advised that due to the County not having restrictions it was up to each business to decide if they wanted to require masks. Commissioner Baughman moved to send a letter to all of the businesses in town advising them of their right to require masks. Commissioner Beem seconded the motion. Motion carried: Aye: 4, Nay: 0, Commissioner Ditto abstained.


Celebrate Freedom:


Stacie Eichem reported the Chamber had submitted different scenarios on how to handle the parade in September. After a brief discussion, Commissioner Ditto moved to request that the Chamber not sponsor the parade in September for Celebrate Freedom due to COVID-19 concerns. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0.    


Recycling Trailer Request:


The City Manager advised that a request had been received for a can recycling trailer to be put next to the County recycling trailers. The can trailer proceeds will benefit the Kiwanis and the vision program at Three Rivers. Commissioner Ditto moved, seconded by Commission Baughman to approve a recycling trailer for cans on 4th Street next to the Pottawatomie County recycling trailers. Motion carried.   Aye: 5, Nay:  0. 


Flint Hills Regional Council:


Christy Rodriquez, executive director, of the Flint Hills Regional Council was present to give a short presentation about the benefits of being part of the FHRC.


Personnel Policy Changes:


The City Manager advised she had several minor personnel policy changes. One would give holiday pay to part time employees, holiday pay would be excluded from overtime, call back hours would start after the end of business at 5 P.M. and supervisors no longer use vehicles to commute to and from work. Commissioner Baughman moved, seconded by Commissioner Dugan to accept the changes contingent upon City Attorney review. Motion carried.  Aye: 5, Nay:  0. 


Biosolids Proposals:


Stacie Eichem reported three proposals had been received for the removal of biosolids at the wastewater plant. It would be the staff recommendation to accept the low proposal from Hodges Farm and Dredging for $23760. Commissioner Beem moved to accept the low proposal from Hodges Farm and Dredging for $23760 to remove biosolids contingent upon City Attorney review.  Motion carried.  Aye: 5, Nay:  0. 


City Manager and Other Reports:


Reminder – Special Budget meeting August 10th at 6 P.M.


The water/sewer project is almost complete. The City building construction should be completed in about a month. A turn lane has been approved by KDOT at Hwy 24 & Balderson to make the ICR an official truck route, there will not be a signal at this location. The City is waiting for a contract for the 4th Street Drainage Project. Pottawatomie County is finalizing the plans for the light at Hwy 24 & Columbian Road.


County sales tax is up 3.39% and the City sales tax is down 6.5% for the same time frame as last year.  


At this time, Commissioner Baughman moved to adjourn into executive session for a period of ten (10) minutes to discuss personnel matters of nonelected personnel with the meeting reconvening at 6:50 P.M.  Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay:  0.


The meeting reconvened at 6:50 P.M.


Commissioner Baughman moved to adjourn the meeting; Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0. 


No further business appearing, meeting was adjourned.
