City Commission Minutes 07/07/2020

Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, July 07, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Thomas Beem, William Ditto, Leslie Dugan and Clifford Baughman. Mayor: Richard Weixelman.


Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.


The City Clerk presented the minutes of the regular meeting of the Governing Body held on June 16, 2020 and special meeting held on June 25, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1600.  After a careful review and discussion thereof, Commissioner Beam moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1600.  Motion carried.   Aye: 5, Nay:  0. 


Public Comments and Communications:


The next regular work session will be July 21, 2020 at 4:30 P.M.


Burn Site Re-Opening:


The City Manager reported the last camera was being installed at the burn site and that all of the signs have been posted. She would see if the Chamber could have the ribbon cutting on July 9th at 7:30 am, the burn site would stay open from that point on.


Industrial Commerce Route- 300 Lincoln Jim Hildreth:


Stacie Eichem reported that Jim Hildreth and Monty Rhine had presented a letter for the Commissioners and several quotes for a parking lot to be completed behind their building at 300 Lincoln Avenue, due to the parking restrictions that occur when the Industrial Commerce Route is completed. After a brief discussion, Commissioner Baughman moved to deny the request for City funding of parking lot at 300 Lincoln Avenue. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0. 


COVID-19 Update:


The City Manager advised of Pottawatomie County’s response to not follow the Governor’s order requiring masks in public but advised that City Staff is wearing masks when social distancing is not possible. Commissioner Ditto moved, seconded by Commissioner Baughman to follow Pottawatomie County’s order. Commissioner Beem moved to amend the motion to include that the Governing Body encourages wearing masks when social distancing is not practical. Commissioner Ditto seconded the amendment. Both motions carried: Motion carried.   Aye: 5, Nay:  0. 


Abatement Resolution:


Resolution No. 20200707 was presented to allow 711 Ash Street owned by Ronald and Lynn Cox to address the listed conditions within 10 (ten) days of the adoption of the resolution or the City will, and the property owners will be billed. Commissioner Dugan moved to approve Resolution No. 20200707 but allowing sixty (60) days for the property owners to address the issues. Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0. 


Purchase Request rollover:


Stacie Eichem reported the annual rollover for the mini excavator was up for renewal. The cost for this year would be $4500 and rollover is through Foley Equipment (Caterpillar). Commissioner Baughman moved, seconded by Commissioner Beem to approve the rollover for the mini excavator for $4500. Motion carried.   Aye: 5, Nay:  0. 


Department Update:


The City Manager reported she had received positive feedback from the community on the street sweeper being out more. The outdoor aquatic facility opened on July 1st with a capacity limit of 250 and adjusted hours of 1-3pm, 4-6pm and 7-9pm on weekdays and 1-3pm and 4-6pm on weekends to allow for additional sanitizing and cleaning.


City Manager and Other Reports:


The County sales tax was down 3.6% and the City sales tax was down 3.9% for the same quarter but each were up 14.4% and 25.8% respectively for the month of June.


She reminded the Governing Body of the special budget work session on July 20, 2020 at 5:30 P.M. with a special meeting following at 6:30 P.M.


The City building construction is still in progress and the 4th Street drainage project is out for bids.


Stacie advised that the County had received notification that they were approved for the grant to install a traffic light at Hwy 24 and Columbian Road.


Commissioner Baughman moved to adjourn the meeting, Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0. 


No further business appearing, meeting was adjourned.
