City Commission Minutes 07/03/2018

Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, July 3, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse Jr., Commissioners: Thomas Beem, William Ditto, Richard Weixelman and Clifford Baughman.


Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jacob Pugh.  


The City Clerk presented the minutes of the regular meeting of the Governing Body held on June 19, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1552.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1552.  Motion carried.   Aye: 5, Nay:  0.


Public Comments and Communications:


Mayor Morse called for a regular work session on Tuesday, July 17, 2018 at 4:30 P.M., and a budget work session and special meeting on July 24, 2018 at 5:30 P.M.


Equipment Review – Electric Distribution and Parks:


The City Manager reported proposals for two bucket trucks had been received to replace a truck in each of the electric distribution and parks department. The unit for the parks department came in over budget and would require using reserve funds for the excess if approved. After reviewing the proposals, both department supervisors recommended accepting the Altec proposals, noting Altec was the higher proposal but closest to the requested specifications. Commissioner Baughman moved to approve the purchase of two bucket trucks from Altec. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Drug Free Consultant Annual Renewal:


The City Manager reported that the annual drug testing contract would be expiring. Commissioner Weixelman moved to renew the contract. Commissioner Baughman seconded the motion.  Motion carried. Aye: 5, Nay: 0.


Transfers – Fiscal Year 2017:


Commissioner Baughman moved to authorize the 2017 year end transfers, as presented. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0.


FEMA Update:


Merl Page reported preliminary reports from the Division of Water Resources indicate Rock Creek will not impact the Industrial Park flooding. Studies for Belvue and St. Mary’s will be completed soon.


Personnel Policy:


The City Manager reported an issue of unintended consequences with the work hour requirements regarding health insurance benefits. Commissioner Ditto moved to authorize the City Attorney to draft language for the personnel policy and to effective July 1, 2018. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Pyrotechnics Agreement:


Merl Page reported an agreement with Krueger Pyrotechnics had been received for the annual fireworks show. After review from the Assistant City Attorney several modifications were made and agreed upon. Commissioner Baughman moved to authorize the Mayor to sign the amended agreement with Krueger Pyrotechnics. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.


City Manager and Other Reports:


City sales tax was up 5.1% and the County sales tax was up 4.8% compared to last year. The City’s property tax valuation was up 4.15%.


The Kansas Government Journal and City monthly calendar were included in the meeting packet.


A public forum regarding the proposed commerce route will be held July 31, 2018 in the City Commission room at 6:00 P.M.


No further business appearing, meeting was adjourned.
