City Commission Minutes 06/16/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, June 16, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Thomas Beem, William Ditto and Clifford Baughman. Mayor: Richard Weixelman. Commissioner Leslie Dugan was late but present by 6:08.

 

Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on June 02, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1599.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1599.  Motion carried.   Aye: 4, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be July 7, 2020 at 4:30 P.M.

 

By general consensus the Governing Body agreed to hold a special budget work session on July 20, 2020 at 5:30 P.M. with a special meeting following at 6:30 P.M.

 

Chamber Director, Jason Toll was not present for introduction.

 

Kevin Litzinger was not present to discuss semi-parking. The City Clerk explained to the Governing Body Mr. Litzinger’s frustration with the City not having semi-parking available.

 

Industrial Commerce Route- 300 Lincoln Jim Hildreth:

 

Jim Hildreth and Monte Rhine were present to request a resolution to the parking situation at 300 Lincoln Avenue due to the parking restrictions that occur when the Industrial Commerce Route is completed. Due to line of sight issues, that location will lose the three (3) front parking spaces. Mr. Hildreth and Mr. Rhine feel that it is unfair and they would like the City to pave a parking lot behind their building. Commissioner Baughman explained that this was not a City decision but a KDOT decision. Commissioner Ditto advised Mr. Hildreth and Mr. Rhine to put a plan together and come back.

 

Valley Road Extension:

 

The City Manager reported she had checked on a price to pave Valley from the end of the Industrial Commerce Route to the wastewater treatment plant road and cost would be between $400,000 - $600,000. It is the City Manager’s recommendation to leave it gravel.

 

Wamego Aquatic Center Reopening:

 

Stacie Eichem reported her recommendation plan to open the Aquatic Center on July 1, 2020 with limited concessions and following all CDC, KDHE and KRPA guidelines regarding COVID. Commissioner Beem moved, seconded by Commissioner Dugan to open the pool July 1, 2020 following all CDC, KDHE and KRPA guidelines. Motion carried.   Aye: 5, Nay:  0. 

 

Celebrate Freedom in Wamego:

 

The City Manager reported the requested date to reschedule Celebrate Freedom (fireworks and parade) is September 6, 2020 with September 7, 2020 as a rain date. There will be a parade but there will be no carnival but possibly car shows. Commissioner Ditto moved to approve September 6, 2020 as the rescheduled date for Celebrate Freedom. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

2019 Audit Presentation – Gordon & Associates:

 

Russell Shipley, Gordon & Associates, was present to give the City of Wamego’s annual audit report. The City of Wamego had a clean audit without any major problems for 2019. He did advise the City needed to close any checking accounts that are not tracked with the City’s software and to create line items. His other recommendation was to complete year end transfers closer to the end of the year instead of after the audit as done by the previous City Manager. Commissioner Baughman moved, seconded by Commissioner Dugan to accept the audit as presented. Motion carried.   Aye: 5, Nay:  0. 

 

Library Resignation and Appointment:

 

Stacie Eichem reported Heather Vaile had resigned from the Library Board and two applications had been turned in for the position. Mayor Weixelman appointed Stacy Slagle to the Library Board and the City staff would reach out to the other applicant regarding other board openings.

 

Ordinance No. 1731:

 

Ordinance No. 1731 was presented and read as follows:

 

An ordinance designating East Valley Street, Balderson Boulevard, Military Trail Road, and U.S. Highway 24 within the City of Wamego, Kansas, as main trafficways.

 

Commissioner Baughman moved, seconded by Commissioner Beem to approve Ordinance No. 1731. Motion carried.   Aye: 5, Nay:  0. 

 

Resolution No. 20200616:

 

A resolution authorizing the improvement or re-improvement of main trafficways within the City of Wamego, Kansas in connection with the Industrial Commerce Route; and providing for the payment of the costs thereof.

 

Commissioner Dugan moved, seconded by Commissioner Ditto to approve Resolution No. 20200616. Motion carried.   Aye: 5, Nay:  0. 

 

MPO Agreement:

 

The City Manager reported it was time to renew the annual agreement with the Flint Hills Metropolitan Planning Organization. Commissioner Ditto moved to renew the annual MPO agreement. Commissioner Dugan seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

GovBuilt Proposal:

 

Stacie Eichem reported the Code Enforcement Officer, Shane Geddry, had been researching online permit software. He was directed to GovBuilt, which is a new company, that the County uses. Due to GovBuilt trying to build a larger customer base they offered a low startup cost. Commissioner Baughman moved, seconded by Commissioner Dugan to approve signing with GovBuilt contingent upon City Attorney review. Motion carried.   Aye: 5, Nay:  0. 

 

City Manager and Other Reports:

 

The City Hall project and the Valley Street water/sewer project are still in progress. She is expecting to go out to bid for the Industrial Commerce Route this summer. The 4th Street Drainage Project should be out for bid by the end of the month.

 

According to MCM, the burn site is not completed as they are having trouble getting rock. There is not a date to open.  

 

At this time, Commissioner Beem moved to adjourn into executive session for a period of ten (10) minutes to discuss data relating to financial affairs or trade secrets of corporations, partnerships, trusts and individual proprietorships, five (5) minutes for Attorney-Client privilege and fifteen (15) minutes to discuss personnel matters of nonelected personnel with the meeting reconvening at 7:25 P.M.  Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 7:25 P.M.
