City Commission Minutes 06/05/2018

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, June 5, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Pro-Tem Thomas Beem, Commissioners: William Ditto, Richard Weixelman and Clifford Baughman. Mayor Robert Morse Jr. was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and City Attorney, Edward Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 15, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1550.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1550.  Motion carried.   Aye: 4, Nay:  0.

 

 

Public Comments and Communications:

 

Mayor Pro-Tem Beem called for a regular work session on Thursday, June 14, 2018 at 5:00 P.M.

 

 

Library Facility Update:

 

Bryan McBride, Library Director, was present to advise the Library Board has appointed a committee to start evaluating expansion and renovation needs for the Library.

 

 

Cemetery Concerns:

 

The City Manager reported concerns regarding the lawn maintenance of the City cemetery had been expressed prior to Memorial Day. He advised that a headstone had been located underneath a low hanging tree, the supervisor felt it had probably been that way for several years, the tree has been trimmed. The schedule for mowing the grass usually is done as close to the holiday as possible.

 

 

KDOT Grant Update:

 

Merl Page advised the paperwork had been received for the grant from KDOT. A few small details need to be modified.

 

 

Annual Family Fun Day:

 

The City Manager informed the Governing Body that Jol Klein had requested the use of City Park   again this year for the Annual Family Fun Night, he has held the past several years.  This year the event is scheduled for June 20th.

 

4th Street Modifications Review:

 

The City Manager reported an issue with the Johnson driveway on 4th Street. After speaking with the contractor, the cost to bring the driveway back to the original pitch would be $1,914.51.  Commissioner Ditto moved to approve the 4th Street modification in the amount of $1,914.51. Commissioner Baughman seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

July 4th Insurance Review:

 

Merl Page advised the City insurance will not cover use of donated utility vehicles for the Pyro Crew over the 4th of July. Commissioner Baughman moved to authorize the City to assume the cost of the deductible for utility vehicles donated for the Pyro Crew use over the 4th of July if damaged. Commissioner Ditto seconded the motion.  Motion carried.  Aye: 4, Nay: 0.

 

4th Street Project – Change Order:

 

The City Manager reported the final change order for the 4th Street project would be $22,644.36. This amount includes private drives that will be reimbursed to the City by the property owners.  Commissioner Ditto moved, seconded by Commissioner Baughman, to approve the final change order for the 4th Street project. Motion carried.  Aye: 4, Nay: 0.

 

KMGA Board Appointment:

 

The City Manager reported his term on board for KMGA is expiring. Commissioner Baughman moved to reappoint Merl Page to the board for KMGA. Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Annual Back to School Run:

 

Merl Page advised that he received a request from for the annual back to school run to be held on August 18, 2018 from approximately 8 AM to 11AM. Commissioner Baughman moved to approve the Annual Back to School Run. Commissioner Ditto seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

City Manager and Other Reports:

 

Merl reported the GRDA sell back agreement had recouped $10,000 as of the end of May, he is expecting a total gain close to $20,000 by the end of the year.

 

City sales tax was up 8.8% and 4.9% for the County.

 

The City’s insurance has compensated $25,000-$27,000 for a building at the power plant that was damaged in the 2016 tornado. Proposals for construction of a new building will be sent out soon.  

 

League legislative recap letter, city monthly calendar, KS Government Journal were included in the meeting packet.

 

Merl reported a very nice thank you for the City participation in the Honor Flight had been received.

 

The Toto Reveal will be held Thursday night with installation in the next 2-3 weeks.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of five (5) minutes to non-elected personnel. The Commission would reconvene at 6:37 PM.  Commissioner Ditto seconded the motion.  Motion carried.  Aye: 4, Nay:  0.
