City Commission Minutes 06/03/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Monday, June 3, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Leslie Dugan, William Ditto, Richard Weixelman and Clifford Baughman.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 21, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1574.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Dugan, to approve and adopt Appropriation Ordinance Number 1574.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

Mayor Beem called for a regular work session on Tuesday, June 18, 2019 at 4:30 P.M.

 

Library Presentation:  

 

An architect from BBN, a large number of library supporters and library staff were present to give a presentation on the proposed library renovation. The proposed renovation would include a second-floor addition. The total cost of the proposed renovation and addition would be between $6.4 and $6.7 million dollars. The City Manager suggested the library and City Commission have a joint work session within the next month to discuss options.

 

Resolution No. 20190603:    

 

Resolution No. 20190603 was presented as follows:

 

A RESOLUTION OF THE CITY OF WAMEGO, KANSAS, AUTHORIZING AND PROVIDING FOR THE ALTERATION, REPAIR and RECONSTRUCTION OF A SANITARY SEWER; authorizing IMPROVEMENTS TO THE city PUBLIC WATER SUPPLY SYSTEM; AND PROVIDING FOR THE PAYMENT OF THE COSTS THEREOF.

 

Commissioner Ditto moved, seconded by Commissioner Baughman, to approve Resolution No. 20190603. Motion carried.   Aye: 5, Nay:  0. 

 

Car Show – Morton Park:

 

Commissioner Baughman requested use of Morton Park for the annual car show around on the 3rd of July. This event was held at this location prior to being acquired by the City. Commissioner Weixelman moved to allow the car show to be held at Morton Park contingent upon insurance requirements being met.  Commissioner Dugan seconded the motion. Motion carried. Aye: 4, Nay: 0.  Commissioner Baughman abstained.

 

Ordinance No. 1713 – rezoning R-H to C-2:

 

Ordinance No. 1713 was read and presented as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, REZONING LOT 10, BLOCK 1, UHLRICH’S FIRST ADDITION TO THE CITY OF WAMEGO, KANSAS, LOCATED AT 305 ASH STREET IN WAMEGO, FROM R-H: HISTORIC TOWNSITE RESIDENTIAL DISTRICT, TO C-2:  GENERAL COMMERCIAL DISTRICT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Weixelman moved, seconded by Commissioner Ditto to approve Ordinance No. 1713. Motion carried.   Aye: 5, Nay:  0. 

 

Ordinance No. 1714 – Fireworks:

 

Ordinance No. 1714 was read and presented as follow:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING SUBPARAGRAPH 7-103(b) OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING A NEW TIME-FRAME FOR DISCHARGE OF FIREWORKS WITHIN THE CITY; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1714. Commissioner Dugan seconded the motion.  Motion carried.  Aye: 4, Nay: 1 (Mayor Beem).

 

Easement – City of Alma:

 

Sam Johnson, BG Consultants, was present to apprise the City Commission that the City of Alma will be requesting two easements in the future for the relocation of a gas main owned and operated by the City of Alma. In that project the gas line from Alma to Wamego will need to be relocated, which will be the reason for the easements. The City Manager advised he didn’t see an issue with granting the easements in the future.

 

Insurance Request – Dunk Tank:

 

Merl Page reported a request had been made for the City to donate the insurance cost for the fire department auxiliary dunk tank. The cost is $550.00 per year. Commissioner Baughman moved, seconded by Commissioner Dugan, to pay the insurance for the dunk tank.  Motion carried.   Aye: 5, Nay:  0. 

 

City Manager and Other Reports:

 

Bids for the Industrial/Commerce Route are expected to go out in July or August. The water tower painting is complete with the tower being refilled within the next week after being disinfected.

 

The City will be submitting an application for an award to the League to recognize the Totos around town.

 

The KS Government Journal and calendar were included in the meeting packet.

 

Sales tax numbers will be available at the next meeting.

 

Merl Page noted that if an evacuation for potential flooding would be necessary, there is not a need for a special meeting and that the mandate could be executed by the Mayor or the Mayor Pro-Tem if the Mayor is not available.

 

A dividend check from the City insurance carrier had been received for approximately $25,000.

 

At this time, Mayor Beem moved to adjourn into executive session for a period of five (5) minutes to discuss non-elected personnel and that the meeting would reconvene at 7:07 P.M.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 7:07 P.M.   At this time Commissioner Ditto moved, seconded by Commissioner Baughman, to approve a one (1) present salary increase for the City Manager effective on his anniversary date, and to allocate five (5) days of personal time off as well.  Motion carried.  Aye:  5, Nay:  0.
