City Commission Minutes 05/19/2020

Regular Meeting:

 

 The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, May 19, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Leslie Dugan, Thomas Beem, Clifford Baughman and William Ditto. Mayor: Richard Weixelman  

 

Also present were:  City Manager, Stacie Eichem, City Attorney Ed Pugh and City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 05, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1597.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1597.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The City Manager announced that Jason Toll had been named the new Chamber Director and would start June 8, 2020.

 

The next regular meeting will be held June 02, 2020 at 6:00 P.M. with no work session.

 

COVID_19 Update:

 

The City Manager advised that the City is still waiving card fees for utility customers and not charging penalties or disconnecting for non-payment. This issue will be on an agenda in June. Picnic tables were reopened on Monday and the next Phase of reopening is to begin on May 22, 2020.

 

Burn site Update:

 

The City Manager advised that the sewer road was open and MCM would start the final cleanup of the burn site. New rules would be put in place stating leaves, grass and limbs within the acceptable dimensions of six (6) inches in diameter and five (5) foot long. Fines would range from $250 to $1000, however the area will need to be annexed into the City at a future meeting.

 

Chicken Increase Request:

 

Stacie Eichem reported a request had been received by Daryl Woodyard to increase the number of chickens allowed from four (4) to six (6). Commissioner Beem moved to deny the request and leave the ordinance regarding chickens as is with no changes. Commissioner Baughman seconded the motion. Motion carried.   Aye: 4, Nay:  0, with Commissioner Ditto abstaining.

 

City Property Request for Church Services:

 

The City Manager reported a request had been received for a drive by church service to be held at the Recreation Complex parking lot. She also advised this was not the first request as well as requests to use the park areas. After a brief discussion, Commissioner Weixelman moved, seconded by Commissioner Dugan to decline this request. Commissioner Dugan amended the motion to deny the request until all restrictions are lifted noting that the Phase Out portion of reopening the State cannot begin until June 22, 2020. Commissioner Beem seconded the amendment. Both motions carried.   Aye: 5, Nay:  0.  

 

CBDG Grant Opportunity:

 

Stacie Eichem reported she had been in contact with Jack Allston, Pottawatomie County Economic Development and Chad Kinsley, Pottawatomie County Administrator regarding a grant for local businesses. The City has the opportunity to apply for the grants as well as the County. However, the City businesses will be eligible through the County. It was the City Manager’s recommendation to support the County and not apply for the City since it would be a duplication of efforts and is a long process. Commissioner Ditto moved to support the County’s application for the grant. Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay:  0. 

 

City Manager and Other Reports:

 

The sewer project on Valley Street and the City Hall façade renovation is in progress.

 

Board updates were included in the meeting packets.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of fifteen (15) minutes to discuss potential land acquisition with the meeting reconvening at 6:50 P.M.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

The meeting reconvened at 6:50 P.M.  Commissioner Baughman moved, seconded by Commissioner Dugan to adjourn the meeting. Motion carried.  Aye: 5, Nay: 0.
