City Commission Minutes 05/17/2016


Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 17, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse, Jr. and Thomas Beem.   


Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  


The City Clerk presented the minutes of the regular meeting of the Governing Body held on May 3, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1501.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1501.  Motion carried.   Aye: 5, Nay:  0.

Public Comments and Communications:


Mayor Baughman called for a regular work session on Tuesday, June 7, 2016 at 4:30 P.M. 

Annual Report – Library Board:  


Bryan McBride, library director, and board members, Claudia McAlister, board chair, David Sauer and Rochelle Moore were present to give the Governing Body an update on the activities of the Wamego Public Library in 2015. Bryan reported the library had approximately 43,000 visitors to the library in 2015. His goal for the upcoming years is to make the library more energy efficient and improve the space. The Governing Body thanked the board for their time and dedication.

Ordinance – Net Metering:  


Merl Page reported the City Attorney had language changes for the ordinance regarding net metering that had not been completed and a detailed financial analysis had not been complete for this project. Therefore, he requested the issue be tabled until the next regular meeting in June. Commissioner Beem moved to table net metering until a future meeting. Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Recreation Advisory Recommendation:  


The City Manager presented a rental agreement for the soccer fields at the Wamego Recreation Complex. This agreement and fee structure was drafted by the Wamego Recreation Advisory Board. Commissioner Ditto moved to approve the presented rental agreement for use of the soccer fields at the Wamego Recreation Complex. Commissioner Enns seconded the motion.  Motion carried.   Aye: 5, Nay:  0.


Ordinance – Itinerant Merchants:      


Merl Page requested the issue of itinerant merchants be tabled until the next regular meeting. He advised more information was needed to move forward. Commissioner Enns moved to table the issue until the next regular meeting in June. Commissioner Ditto seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Train Policy Update:   


The City Manager advised with the use of the new train car, modifications will need to be made to the storage section of the depot in the park. At this time the new car will only be used for special events.  In addition, modifications to the train policy will need to be made. He asked the Governing Body to start thinking about potential modifications for the policy.


Pool Use Request:  


Merl Page reported he had received a request from the Manhattan Swim Club (Marlins) to use the swimming pool for practice for 5 days starting May 23, 2016 due to an issue with their regular facility. The Marlins have liability insurance coverage and will work around the Wamego Recreation schedule for use. The Governing Body by general consensus agreed to allow the Marlins to use the Wamego Swimming Pool for 5 days in May.


City Manager and Other Reports:


The City Manager reported library minutes, finances and statistics.  The June City calendar and Kansas Government Journal were included in the meeting packets.  He also reported he received the dividend check of $22,390.25 from Employers Mutual.  


At this time, Commissioner Morse moved to adjourn into executive session for a period of fifteen (15) minutes and reconvene at 7:00 P.M. to discuss non-elected personnel. Commission Enns seconded the motion. Motion carried. Aye: 5, Nay: 0. 


The meeting reconvened at 7:00 P.M. whereupon Commissioner Beem moved, seconded by Commissioner Ditto, to adjourn back into executive session for an additional fifteen (15) minutes and reconvene at 7:15 P.M. to discuss non-elected personnel.  Motion carried.  Aye:  5, Nay:  0.


At this time, Commissioner Beem moved to increase the annual salary for the City Manager by 2.5% effective June 5, 2016.  Commissioner Enns seconded the motion.  Motion carried.  Aye:  5, Nay:  0.


No further business appearing, meeting was adjourned.
