City Commission Minutes 05/15/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 15, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse, Jr., Commissioners: William Ditto, Richard Weixelman, Thomas Beem and Clifford Baughman.

 

Also present were:  City Manager, Merl Page, Deputy City Clerk, Connie McGee and Assistant City Attorney, Jake Pugh.  

 

The Deputy City Clerk presented the minutes of the regular meeting of the Governing Body held on May 1, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The Deputy City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1549.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1549.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, June 5, 2018 at 4:30 P.M.

 

Annual Report – Chamber of Commerce/CVB:

 

Daryn Soldan and Kara Holle were present to give the Governing Body an update on the activities of the Chamber of Commerce and the Convention and Visitors Board. Daryn went over the 2017 highlights.  He also reported the Wamego Chamber currently has nearly 200 members. He advised that Peer Chamber had over 70 members. A new July 4th Celebrate Freedom section on the visitwamego.com website was developed, in part, due to a grant from the Kansas Department of Transportation.  Daryn and Kara thanked the Governing Body for their continued support. 

 

USD 320 Review:

 

Tim Winter, USD 320 Superintendent, gave an update on the School Resource Officer Agreement.  The agreement was reviewed by City Commissioners during the work session.  The Assistant City Attorney made a couple of recommendations for changes.  Commissioner Ditto moved to approve the agreement with the changes that were recommended.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

USD 320 Drug Program Funding Request:

 

Tim Winter gave an update on the drug testing program.  He feels that the first year showed positive successes from the program.  The student numbers are sent to a selection committee and the numbers are randomly selected for drug testing.  He is requesting $5,800 for continued support for another year.  Commissioner Beem moved to allocate $5,800.  Commissioner Ditto seconded the motion.  Aye: 4, Nay: 0, with Commissioner Weixelman abstaining.

 

Fundraising Benefit Request:

 

Tracy Rust was present to request a benefit event to be held in the City Park on June 10, 2018 from 6:00 P.M.-8:00 P.M.  It will benefit Whitney Mayer who has been diagnosed with an acute form of Leukemia.  It will be a family walk, a DJ for music, religious support and hot dog feed.  They may also need to close some streets around the park.  Commissioner Ditto moved to approve the request for the event to be held.  Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Banner Request – Cancer Fund Raiser:

 

Donna Goehring has requested to hang a 3’x10’ sign in the City Park on the pool fence over July 4th.  It is for a benefit fund raiser scheduled for August 25th to help people with cancer in the USD 320 school district with travel expenses and deductibles.  Commissioner Baughman moved to approve the request.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

Flint Hills Leadership Sponsorship:

 

The City Manager reported it was time to review the annual allocation of $500.  It was the recommendation of the City Manager to continue our support.  Commissioner Baughman moved, seconded by Commissioner Weixelman to allocate $500.  Motion carried.  Aye: 5, Nay: 0.

 

4th Street Concerns:

 

There were three citizens who came to address their concerns about the 4th Street project.  Janet Armstead said she was “highly unsatisfied” with the results of the seeding.  The City Manager advised that it was already being addressed.  Fran Ebert said she had a beautiful driveway but it is not wide enough since it is a circle driveway.  She has been in contact with Dale Culbertson regarding the issue.  Kolde Construction said they could make it wider but at the homeowner’s expense.  The City Manager will look into the concerns that were brought forward.

 

City Manager and Other Reports:

 

The library minutes, finances and statistics were included in the meeting packet.

 

Merl reported that the 4th Street project was nearing completion.

 

He also reported that the KDOT grant application has been approved for $3.6 million for the Industrial/Commerce Route. 

 

The City Manager gave an update related to the FEMA mapping process.  He informed the Governing Body that the last communication stated that the Rock Creek issue was being reevaluated, and that any remodeling would be premature until that was completed.

 

The City Manager reported that the City had received a check in the amount of $2,520 for mutual aid from the Clark County fire. 

 

He also reported that the City received a dividend check from EMC in the amount of $27,375.78.

 

At this time, Commissioner Weixelman moved to adjourn into executive session for a period of thirty (30) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and for non-elected personnel related to the annual review of the City Manager.  The Commission would reconvene at 7:40 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 7:40 PM.  At this time, Commissioner Baughman moved, seconded by Commissioner Weixelman, to increase the City Manager’s annual salary by 3.5%, effective June 5, 2018.  Motion carried.  Aye:  5, Nay:  0.
