City Commission Minutes 05/07/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 07, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Leslie Dugan, William Ditto, Richard Weixelman and Clifford Baughman.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 16, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1572.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1572.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

Mayor Beem called for a regular work session on Tuesday, May 21, 2019 at 4:30 P.M. and a facility tour on May 28, 2019 at 5:30 P.M.

 

Annual Report – Planning Commission:  

 

Robert Owens was present to give the Governing Body an annual report regarding the Wamego City Planning Commission. He gave a brief summary of the issues that came before the Planning Commission in 2018. At this time, the Planning Commission has two (2) openings, one extraterritorial and one resident representative. The Governing Body thanked the Planning Commission for their time and dedication.

 

Community Foundation Match Day:  

 

Mike McCall with the Community Foundation was present to give an update on the upcoming 1st Annual Match Day which is being held on June 7th at Iron Clad. Mike advised they now have $50,000 in match funds available. The Planning Commission requested moving the annual report to the May 7th meeting.

 

IRB Redemption Request Resolution- Homestead:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS authorizing the REDEMPTION AND PAYMENT OF ITS TAXABLE SENIOR HOUSING REVENUE BONDS, SERIES 2009, (HOMESTEAD SENIOR RESIDENCES WAMEGO, L.P.) AND THE sale and conveyance of certain PROPERTY to HOMESTEAD SENIOR RESIDENCES WAMEGO, L.P.

 

Commissioner Baughman moved, seconded by Commissioner Dugan to approve Resolution 20190507 contingent upon all legal requirements being met. Motion carried.   Aye: 5, Nay:  0. 

 

Aquatic Facility Change Orders:

 

The City Manager reported two change orders for the aquatic facility.

 

City staff request a quote to add a wall for a staff area at the indoor pool. The cost for the additional wall would be an additional $9779.   

 

A larger aggregate was initially specified for an area of the outdoor pool, after reviewing a smaller rock was found for $4850 -which is less than the original larger aggregate

 

Commissioner Ditto moved to accept both change orders for the aquatic facility. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

 

Facility Use Request- Wamego Public Library:

 

The Wamego Public Library requested to use the Recreation Complex walking trail on June 20, 2019 for a family night event. The request included signage around the walking trail. Commissioner Weixelman moved to approve the Library using the walking trail on June 20th as no long as there no scheduling conflicts and they meet the parks department for approved signage. Commissioner Dugan seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

 

Summer Theatre Funding Request:

 

The City Manager reported a request for the City to sponsor the Summer Theatre Academy in the same amount as in previous years. Commissioner Baughman moved to sponsor the Columbian Summer Theatre Academy in the amount of $2,400.  Commissioner Dugan seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

 

Wastewater Building Roof Review:

 

Merl Page reported the cinderblock building at the wastewater plant that is used by both the City and pound is leaking. Three (3) proposals were received to reroof the building. Two (2) proposals were for a standing seam roof and one (1) was for a polyurethane foam roof. It was the City staff’s recommendation to accept the lowest proposal for $2880, which is the polyurethane foam. Commissioner Weixelman moved to accept a proposal for $2880 to reroof the cinderblock building at the wastewater treatment plan. Commissioner Baughman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City sales tax is up 12.2% and the County sales tax is up 3.2% from last year.

 

Completion date for the aquatic facility is June 7, 2019. The company is starting the water tower painting and will be draining the tower for the project.

 

The industrial park will not be included in the newest FEMA flood map. At the last public hearing in St. Mary’s it was suggested City’s possibly modify some building regulations around flood zones.

 

The tourism tent at the Tulip Festival, showcased local attractions and had a good turnout.

 

Reminder – Public Hearing for the Industrial Commerce Route at City Hall May 22, 2019 at 6:15 P.M.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of five (5) minutes to discuss non-elected personnel and that the meeting would reconvene at 6:55 P.M.  Mayor Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:55 P.M.
