City Commission Minutes 05/05/2020

Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, May 05, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were: Commissioners: Leslie Dugan, Thomas Beem, Clifford Baughman and William Ditto. Mayor: Richard Weixelman  


Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.


The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 28, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1596.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1596.  Motion carried.   Aye: 5, Nay:  0. 


Public Comments and Communications:


A public comment regarding the dog pound had been received and was given to the commissioners.  The next regular meeting will be held May 19, 2020 at 6:00 P.M. with no work session.


COVID_19 Update:


The City Manager advised that the City of Wamego was following the Pottawatomie County orders for reopening the county. This included closing the picnic tables in the park.   


Summer Activity Update:


Stacie Eichem reported that there would be no recreation activities through the summer. She hopes that the aquatic facility will be able to open sometime in July but at this time it unknown.


She advised the Governing Body that she had reached out again to the different groups for the 4th of July festival to get their input. At this point in time, multiple law enforcement agencies were uncertain due to the number of people involved and that come to the community. The Governing Body briefly discussed where we might be in the reopening phases. After a brief discussion, Commissioner Beem moved to postpone the Celebrate Freedom activities until a later (unknown) date. Commissioner Ditto seconded the motion.  Motion carried.   Aye: 5, Nay:  0. 


Burn site Update:


The City Manager advised that there would be an increase of $15000 to the project, due to the  original rock for the burn site project was no longer available and more dirt was going to be removed than originally anticipated. This brings the total of this project to $177,660. Commissioner Ditto moved, seconded by Commissioner Baughman to approve the additional $15,000. Motion carried.   Aye: 5, Nay:  0.   She also reported she is hoping to have the burn site back open to the public by the beginning of June. 


Stacie Eichem also advised the cost for the camera system at the burn site would be $5,000-6,000. Commissioner Baughman moved, seconded by Commissioner Beem to approve the purchase of cameras for the burn site. Motion carried.   Aye: 5, Nay:  0.  


Summer Theatre Academy:


The City Manager reported the Columbian Theatre had requested $2,500 in support of the summer theatre program. Commissioner Ditto moved to approve the $2,500 contingent upon the summer theatre being allowed by the State reopening orders. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.  


City Manager and Other Reports:


The sewer project on Valley Street is in progress. The City Hall façade renovation has begun, with the front of the building being closed towards the end of May. It is the Governing Body by general consensus decided to leave City Hall closed to the public until the front of the building has access to avoid confusion, while being accommodating to the public.


Sales tax for the County was up 2.13% and the City sales tax was down 10% but up 1.3% from 2018. The City Manager expects to see the sales tax losses beginning next month.


The Kansas Government Journal was included in the meeting packets.


No further business appearing, meeting was adjourned.
