City Commission Minutes 05/01/2018

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, May 1, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse, Jr., Commissioners: William Ditto, Richard Weixelman, Thomas Beem and Clifford Baughman.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 17, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1548.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1548.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, May 15, 2018 at 4:30 P.M.

 

Aquatic Facility Financing:

 

Greg Vahrenberg with Piper Jaffray presented the financial analysis for the pool financing bonds.

 

Resolution No. 20180501-A:

 

A RESOLUTION AUTHORIZING AND DIRECTING THE ISSUANCE, SALE AND DELIVERY OF GENERAL OBLIGATION TEMPORARY NOTES, SERIES 2018-1, OF THE CITY OF WAMEGO, KANSAS; PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX, IF NECESSARY, FOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID NOTES AS THEY BECOME DUE; MAKING CERTAIN COVENANTS AND AGREEMENTS TO PROVIDE FOR THE PAYMENT AND SECURITY THEREOF; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS CONNECTED THEREWITH.

 

Commissioner Beem moved to approve Resolution No. 20180501-A. Motion seconded by Commissioner Baughman. Motion carried.   Aye: 5, Nay:  0.

 

Ordinance No. 1694:

 

AN ORDINANCE AUTHORIZING AND PROVIDING FOR THE ISSUANCE OF GENERAL OBLIGATION REFUNDING AND IMPROVEMENT BONDS, SERIES 2018-A, OF THE CITY OF WAMEGO, KANSAS; PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX FOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID BONDS AS THEY BECOME DUE; AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS IN CONNECTION THEREWITH; AND MAKING CERTAIN COVENANTS WITH RESPECT THERETO.

 

Commissioner Baughman moved and Commissioner Ditto seconded a motion to approve Ordinance No. 1694. Motion carried.   Aye: 5, Nay:  0.

 

Resolution No. 20180501-B:

 

A RESOLUTION PRESCRIBING THE FORM AND DETAILS OF AND AUTHORIZING AND DIRECTING THE SALE AND DELIVERY OF GENERAL OBLIGATION REFUNDING AND IMPROVEMENT BONDS, SERIES 2018-A, OF THE CITY OF WAMEGO, KANSAS, PREVIOUSLY AUTHORIZED BY ORDINANCE NO. 1694 OF THE ISSUER; MAKING CERTAIN COVENANTS AND AGREEMENTS TO PROVIDE FOR THE PAYMENT AND SECURITY THEREOF; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS CONNECTED THEREWITH.

 

Commissioner Weixelman moved to approve Resolution No. 20180501-B. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Animal Control Review – Paws to Love:

 

The City Manager reminded the Governing Body that the Director of Paws to Love had presented at the last work session regarding a spay/neuter program for feral cats. Commissioner Ditto moved to table the issue until after 2019 budget meetings. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

FEMA Mapping Review:

 

Merl Page reported the FEMA task force committee recommended independent review of the FEMA flood maps as it relates to the east side of Wamego, including the Industrial Park. Commissioner Baughman moved to participate up to one third of the cost, not to exceed $10,000, for independent review of the flood area indicated by FEMA. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 4, Nay:  0, with Mayor Morse abstaining.

 

Brick Sales – City Park:

 

The City Treasurer reported a request had been made to purchase a brick in the park. Friends of the Park had previously handled that project, however when contacted the Friends of the Park no longer wanted to have the project. She advised the City could take over the project using the same format as the Veteran Memorial Bricks and cost, excess funds would go to park improvements. Commissioner Ditto moved to allow the City to allow citizens to purchase memorial bricks in the park for $200 per brick and handle the funds internally. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Board Appointments:

 

Mayor Morse made several board re-appointments:

 

Jean Calkins - Library Board - term expires April 30, 2022.

Leo Tauer and Rozanna Linnebur – Wamego Housing Authority - terms expiring May 2, 202

 

Equipment Review - Police Department and City Office:

 

Merl Page explained the City Treasurer and City Clerk had been to cybersecurity training and had met with Networks Plus to make a plan for the future. Several of the computers and software for the City and Police Department are nearing the “end of life”. The Police Department needs to meet certain statutory requirements for data. After accounting for computers, servers and back up devices the total cost was estimated at $72,225.  Merl explained this expense would need be moved from reserves as it was not a budgeted cost. Commissioner Ditto moved to authorize using reserve funds for the purchase of new computers and equipment up to the estimated amount of $72,225, requesting additional negotiations be made to lower the cost if possible.  Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

County sales tax was up 2.8 % and the City sales tax was up 8.3% from this time last year.

 

Merl reported the 4th Street Project final walkthrough will be May 3rd.

 

City monthly calendar, KS Government Journal and a tentative budget schedule were included in meeting packets.

 

The City Manager disseminated a report related to a new concept used at the Tulip Festival.  It was a tent allowing communities from across the State to set up tourism information to promote their tourism assets.
