City Commission Minutes 04/21/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in a Regular Session on Tuesday, April 21, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present via Zoom were: Commissioners: Leslie Dugan, Thomas Beem, Clifford Baughman and William Ditto. Mayor: Richard Weixelman  

 

Also present were:  City Manager, Stacie Eichem, Assistant City Attorney Jake Pugh and City Clerk, Shanda Jahnke.

 

Public Comments and Communications:

 

There were no public comments received. The next regular meeting will be held via Zoom, April 28, 2020 at 6:00 P.M. with no work session.

 

Burn Site Update:

 

The City Manager reported that the burn site project should be complete towards the end of May and she would be presenting possible rules and regulations at one of the May meetings.

 

Covid-19 Update:

 

Stacie Eichem advised the City had waived penalties for utility customers and would not be disconnecting services for non-payment in May, waived card payments fees and have purchased gift cards from local businesses and donated to Wamego Strong to support the local community. She also advised that all recreation, aquatic and 4th of July activities would need to be reviewed in the next few weeks.

 

Caterpillar Property Tax Abatement:

 

The City Manager advised the Governing Body that Caterpillar Work Tools Inc. had requested, and been granted a tax abatement. In order to stay in compliance with the tax abatement regulations, an Annual Claim for Exemption must be completed that verifies the property is still being used for the intended purpose related to the tax abatement.  At this time, they have completed and returned the Annual Claim for Exemption for submittal. Commissioner Ditto moved, seconded by Commissioner Baughman, to authorize the City staff to submit and certify the Annual Claim for Exemption to the Pottawatomie County Appraiser.  Motion carried.  Aye:  5, Nay:  0.

 

Prairie Ridge Unit 2 Water/Sewer Bid:

 

Stacie Eichem reported three bids had been received for the water and sewer improvement for Prairie Ridge Unit 2 which would set specials for those lots. It was the staff and consultant recommendation to accept the lowest bid which was $79,070 from J & K Contracting. Commissioner Baughman moved, seconded by Commissioner Dugan, to award the water and sewer contract to J & K Contractors for $79,070.  Motion carried.  Aye:  5, Nay:  0.

 

Purchase Updates:

 

The City Manager advised recent approved purchases included three (3) catalytic convertors for the power plant at a cost of $14,692.13 and fire department uniforms for $12,000. She also reported that the communication software for the water wells had failed. The system had been repaired but not replaced in several years. Chris McMahon of McMahon Environmental recommended replacing the system at a cost of $62,155.

 

Stacie Eichem reported the compliance testing results for the power plant had been received with several outstanding compliments on the power plant and staff.

 

Board Appointment:

 

Mayor Weixelman appointed Heather Vaile to the Library Board.

 

City Manager and Other Reports:

 

The water portion of the water/sewer project on Valley Street is 95% complete and the sewer portion has been started. The City Hall repair project is set to begin in two weeks, this contract was signed in January before the COVID-19.

 

At this time, Mayor Weixelman moved to adjourn into executive session for a period of twenty (20) minutes to discuss non-elected personnel with the meeting reconvening at 6:42 P.M.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

The meeting reconvened at 6:42 P.M. 

 

No further business appearing, meeting was adjourned.
