City Commission Minutes 04/16/2019

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, April 16, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Leslie Dugan, William Ditto, Richard Weixelman and Clifford Baughman.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 2, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1571.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1571.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

Mayor Beem called for a regular work session on Tuesday, May 7, 2019 at 4:30 P.M.  

 

Public Hearing- Vacate Easement in Industrial Park:

 

The City Treasurer reported a public hearing had been published for the City to vacate an easement in the Industrial Park to allow for future development. The only lines in the easement were Wamego Telecommunications and the City electric lines. Wamego Telecommunications agreed to vacate. Commissioner Weixelman moved to approve vacating an easement in the Industrial Park.  Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

 

Planning Commission Annual Report:  

 

The Planning Commission requested moving the annual report to the May 7th meeting.

 

Special Recognition – Arbor Day Poster:

 

Stacie Eichem reported local 5th grader, Katherine Shea’s Arbor Day poster had been chosen to go to the district level of the Annual Arbor Day Poster Contest.  Katherine was present to be recognized for his achievement.

 

Arbor Day Proclamation:

 

Mayor Beem proclaimed April 26, 2019 as Arbor Day recognition in the City of Wamego.

 

Fair Housing Month Proclamation:

 

Mayor Beem proclaimed the month of April 2019 as Fair Housing Month in the City of Wamego.

 

Park Use Request- Summer Reading Program Kickoff:

 

The City Treasurer reported a request from the Wamego Public Library to use the City park including a bounce house for their Summer Reading Program Kickoff in June. This is annual event. Commissioner Ditto moved, seconded by Commissioner Dugan, to approve the Library use of the City park in June for the Summer Reading Program Kickoff.  Motion carried. Aye: 5, Nay:  0.

 

Water Well Modifications – Well #9:

 

Stacie Eichem advised a leak had been discovered under the existing Well #9 building. The most cost-effective repair would be to add an additional building between the well house and the GAC building constructed last year, to house the water lines above ground.  Construction Inc. built the GAC building has given a cost of approximately $22,000 to construct the building.  Commissioner Baughman moved to authorize contracting with Construction Inc. to construct a third building for Well 9.  Commissioner Dugan seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Land Donation – Morton Park:

 

The City Treasurer reported the owners of the area known as Morton Park on Parkview Dr. and Sixth Street want to donate the area to the City. The Assistant City Attorney advised the paperwork has been drawn up and is waiting for signatures and has a clear title.  Commissioner Baughman moved to accept the donation of Morton Park to the City.  Commissioner Weixelman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Park Playground Modification:

 

Stacie Eichem reported a park modification request. The park supervisor would like to have a sidewalk that separates the two playground areas. The cost would be approximately $3,500. Commissioner Ditto moved to approve the sidewalk request.  Commissioner Baughman seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

 

Board Appointments- Various:

 

Mayor Beem re-appointed the following:

 

BJ Kerr – Housing Authority – expiring 5/2/2023

Claudia Lees and Claudia McAlister – Wamego Library Board – expiring 4/30/2023

Heather Murphy – Recreation Advisory Board – expiring 2/1/2023

 

Mayor Beem also appointed Andy Morton to the Recreation Advisory Board with a term expiring 2/1/2023.

 

Aquatic Operations Update:

 

The City Treasurer presented a fee structure for the outdoor pool for consideration. The schedules are as follows:   

 

Outdoor Pool:

 

Water Walking/Water Aerobics - $35.00

Pool Parties - $300.00 – 2 hours (does not include admission)

Daily Admission for water aerobics/water walking - $7.00

Cabana rental - $20.00 per hour (does not include admission)

 

Indoor Pool:

 

Water Aerobics/Swim Lessons- $35.00

Private Lessons - $45.00

Pool Parties- $150.00 – 90 minutes (does not include admission)

Individual Monthly Pass - $30.00

Daily Admission - $4.00

Daily Admission for water aerobics - $7.00

Party Room per hour - $30.00

 

Commissioner Ditto moved, seconded by Commissioner Baughman to approve the recommended fee structure for the outdoor pool.  Motion carried.   Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

Completion date for the aquatic facility is June 7, 2019. The water tower painting project will begin soon. Should know by the end of the month if KDOT accepted the submitted Industrial Commerce Route plans.

 

There will be a public forum at City Hall on May 22, 2019 at 6:15 P.M. to discuss the Industrial Commerce Route.

 

There will be ribbon cutting for the new playground area in the park at the Tulip Festival.

 

The Recreation Advisory Board moved their monthly meetings from Wednesday to Thursday.

 

The monthly calendar, Library finances, statistics and KS Government Journal were included in the meeting packets and passed out prior to the meeting.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of ten (10) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and that the meeting would reconvene at 6:31 P.M.  Mayor Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 6:31 P.M. 

 

Board of Zoning Appeals Annual Report:

 

Linda Mackey, BZA chairperson, was present to report the board met seven (7) times in 2018 to approve daycares, signs and a deck. They also moved the meeting time from 6:00 P.M. to 7:00 P.M. to accommodate the board. The Governing Body thanked Linda and board for their time and dedication.
