City Commission Minutes 03/19/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March 19, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Thomas Beem, Commissioners; Leslie Dugan, William Ditto, Richard Weixelman and Clifford Baughman.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, and City Treasurer, Stacie Eichem.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on March 5, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1569.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1569.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

Mayor Beem called for a regular work session on Tuesday, April 2, 2019 at 4:30 P.M.  

 

Librarian Introduction:

 

The Library Board as well as several members of the Friends of Library were present to introduce the Library Director, Darcy Hildebrand, to the Governing Body.

 

Annual Report – Recreation Advisory/Staff:

 

Saeger Grafel, Recreation Director, was present to update the Governing Body on the recreation programs. He reported all programs have had an increase in participants and he is excited to move into the upcoming baseball/softball season. The City Commission thanked him for his dedication and hard work.

 

Architect Agreement – City Building:

 

The City Manager requested this issue be tabled until the next regular meeting for further information. Commissioner Baughman moved to table the issue. Commissioner Weixelman seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

Parking Lot Use – Lincoln Avenue:

 

Merl Page reported Mr. Meinhardt requested this issue be tabled until the first regular meeting in May.  Commissioner Baughman moved to table the issue.  Commissioner Weixelman seconded the motion. Motion carried. Aye: 5, Nay:  0.

 

Truck Parking Review:

 

The City Manager reminded the Governing Body of the tabled issue regarding a large number of tractor trailers parking in the lot that the City leases from UPRR, since parking was no longer permitted in the Industrial Park. The City Attorney will review the lease with UPRR to identify if this would be permissible. Commissioner moved to table the issue until the City Attorney reviews the lease agreement. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

 

Ordinance No. 1707:

 

Ordinance No. 1707 was read and presented as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING CHAPTER III. BEVERAGES, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING REGULATIONS FOR THE SALE OF CEREAL MALT BEVERAGES AND BEER CONTAINING NOT MORE THAN SIX PERCENT (6 %) ALCOHOL BY VOLUME WITHIN THE CITY OF WAMEGO, KANSAS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Weixelman moved, seconded by Commissioner Ditto, to approve Ordinance No. 1707. Motion carried. Aye: 4, Nay:  0, with Mayor Beem abstaining.

 

 

Engineering Agreement – Storm Sewer:

 

Merl Page reported an agreement had been received from Olsson Engineering for $32,930 to design a storm sewer system on Military Trail. Commissioner Baughman moved to authorize City officials to sign the agreement Olsson for storm sewer design for $32,930. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

 

Equipment Review – Parks/Cemetery:

 

The City Manager reported the Parks Department had budgeted to replace a 1993 truck. Three (3) proposals had been received, two (2) for used vehicles and one (1) for a new unit for approximately $5,000 more than used. Commissioner Ditto moved to authorize the purchase of a new unit for the Parks Department from Brown Chevrolet at a cost of $32,485. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

 

Sewer Line Repair Review:

 

The City Manager reported that Mayer Specialty, the company hired to flush and camera the sewer lines, discovered several places that needed repair. They have already repaired the lines found in 2018. The company gave an approximate cost of $18,200 to make the additional 2019 repairs. Commissioner Weixelman moved, seconded by Commissioner Dugan, to have Mayer repair the damaged sewer lines at a cost of $18,200. Motion carried.   Aye: 5, Nay:  0.

 

Industrial/Commerce Route Agreement Review:

 

Merl Page reported on the follow-up from the joint work session with the Pottawatomie County Commissioners. He requested authorization for City staff to draft an ordinance annexing roadways adjacent to the existing City limits except 6th Street Road west of Columbian Road. Commissioner Baughman authorized City staff to draft an annexation ordinance. Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Commissioner Ditto moved to authorize City staff and/or City officials to sign the agreement with the County after approval by the City Attorney and the County Attorney. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

City Manager and Other Reports:

 

Merl Page reported the aquatic facility is still underway. The water tower painting will begin when it gets warmer.

 

The Kansas Government Journal was included in the meeting packet.

 

The power plant is down one engine due to a bad bearing that will need to be repaired. This will not compromise the City’s power supply.
