City Commission Minutes 03/17/2020

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March 17, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Richard Weixelman, Commissioners; Thomas Beem, Clifford Baughman and Leslie Dugan.  William Ditto was absent.

 

Also present were:  City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on March 03, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1593.  After a careful review and discussion thereof, Commissioner Dugan moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1593.  Motion carried.   Aye: 4, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, April 07, 2020 at 4:30 P.M.

 

Ordinance No. 1728 – Cedarbrook Unit 3:

 

Ordinance No. 1728 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE FINAL PLAT OF “CEDARBROOK SUBDIVISION UNIT THREE CITY OF WAMEGO, KANSAS, THE REPLAT OF LOT ‘D’, CEDARBROOK SUBDIVISION, POTTAWATOMIE COUNTY, KANSAS”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Beem moved, seconded by Commissioner Dugan to approve Ordinance No. 1728. Motion carried. Aye: 4, Nay:  0.

 

Caring Neighbors Fundraiser Banner:

 

The City Manager reported the Caring Neighbors requested a banner to hang across Lincoln Avenue similar to Columbian Theatre events. Commissioner Baughman moved to allow a banner for the Caring Neighbors fundraiser. Commissioner Dugan seconded the motion. Motion carried. Aye: 4, Nay:  0.

 

Burn Site Update:

 

Stacie Eichem requested the Governing Body approve $57,500 for the base rock and millings for the burn site to continue the plan to clean up the burn site for reopening. Commissioner Beem asked the total cost of this project, Stacie advised the total cleanup cost would be close to $160,000. Commissioner Baughman moved, seconded by Commissioner Beem to approve $57,500 for base rock and millings for the burn site. Motion carried. Coronavirus (COVID-19) Update:  

 

The City Manager reported the City of Wamego would following all CDC, KDHE and County guidelines in regards to COVID-19 for all city staff and departments.

 

Commissioner Beem moved to cancel the Wicked Run, scheduled for March 28th and the annual Tulip Festival in April as well as all future park events. Commissioner Dugan seconded the motion. Motion carried. Aye: 4, Nay:  0. The City Manager advised City staff park reservations were not being taken for at least the next 8 weeks.

 

The City Manager advised that several cities were absorbing credit card fees for online payments. Commissioner Baughman moved to temporarily absorb credit card fees for online payments. Commissioner Dugan seconded the motion. Motion carried. Aye: 4, Nay:  0.

The City Manager requested the Governing Body consider changing the City Personnel Policy to allow the PTO to be accrued on an annual basis to allow for additional time off in the event of quarantine or illness. Commissioner Dugan moved, seconded by Commissioner Baughman to change PTO policies. Motion carried. Aye: 4, Nay:  0.

 

Chamber Request, Alley Two-Way for Festivals:

 

Stacie Eichem reported the Chamber of Commerce requested the one-way alley between 5th and 6th Streets be converted to a two-way alley for festivals only. Commissioner Baughman moved to authorize temporarily changing the one-way alley for festivals only. Commissioner Dugan seconded the motion. Motion carried.  Aye: 4, Nay: 0.

 

Flint Hills Regional Council Housing Study:

 

This presentation was cancelled.

 

Work Trailer Request:

 

The City Manager advised that Jack Allston with Pottawatomie Economic Development had requested a location for work trailer that would use 4-5 parking spots, where citizens would be able to get assistance in applying for employment for a day per month. She advised the Recreation Complex would be the best location, although it would be contingent upon CDC and KDHE regulations. Commissioner Baughman moved allow a work trailer at the Recreation Complex once a month.  Commissioner Dugan seconded the motion. Motion carried.  Aye: 4, Nay:  0. 

 

Ordinance No. 1729 – Comprehensive Plan:

 

Ordinance No. 1729 was read and presented as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS AMENDING CHAPTER XVI, ZONING AND PLANNING, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE SECTIONS 1 THROUGH 8 AND APPENDIXES A AND B OF THE DOCUMENT KNOWN AS “THE CITY OF WAMEGO, KANSAS, COMPREHENSIVE COMMUNITY PLAN – 2019 EDITION,” PURSUANT TO KSA-12-747; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

                                                                                                                                      

Commissioner Beem moved, seconded by Commissioner Baughman to approve Ordinance No. 1729. Motion carried.  Aye: 4, Nay:  0. 

 

Temporary and Permanent Easements:

 

The City Manager advised easements for the Industrial Commerce Route needed to be signed, one would for a permanent utility easement and the others were temporary. Commissioner Dugan moved to authorize the Mayor to sign the present easements. Commissioner Beem seconded the motion. Motion carried.  Aye: 4, Nay:  0. 

 

Purchase Request Wastewater Department:

 

Stacie Eichem reported an expense of $9,986 for the control panel that controls the grit pump at the wastewater plant was needed to repair the panel. Commissioner Baughman moved to authorize repairing the control panel for $9,986. Commissioner Dugan seconded the motion. Motion carried.  Aye: 4, Nay:  0. 

 

Park and Recreation Advisory Board:

 

Mayor Weixelman appointed Will Jones to the Park and Recreation Advisory Board.

 

The City Manager advised that due to continuing conflicts and differing visions with Park and Recreation Advisory Board with member Chris Jones that it would be her recommendation to remove Mr. Jones from his position. Commissioner Baughman moved, seconded by Commissioner Dugan to remove Chris Jones from the Park and Recreation Advisory Board. Motion carried.  Aye: 4, Nay:  0. 

 

Fire Lane on Sixth Street:

 

Stacie Eichem reported a request to add a fire lane on the north side of Sixth Street across from the fire station to allow easier access for the fire trucks. Commissioner Baughman moved to authorize painting fire lanes on Sixth Street across from the fire station. Commissioner Dugan seconded the motion. Motion carried.  Aye: 4, Nay:  0. 

 

Resolution No. 20200317- Special Assessments:

 

Resolution No. 20200317 was read and presented as follows:

 

A RESOLUTION AUTHORIZING AND DIRECTING THE ISSUANCE, SALE AND DELIVERY OF GENERAL OBLIGATION TEMPORARY NOTES, SERIES 2020, OF THE CITYOF WAMEGO, KANSAS; PROVIDING FOR THE LEVY AND COLLECTION OF AN ANNUAL TAX, IF NECESSARY, FOR THE PURPOSE OF PAYING THE PRINCIPAL OF AND INTEREST ON SAID NOTES AS THEY BECOME DUE; MAKING CERTAIN COVENANTS AND AGREEMENTS TO PROVIDE FOR THE PAYMENT AND SECURITY THEREOF; AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS CONNECTED THEREWITH.

 

Commissioner Baughman moved, seconded by Commissioner Beem to approve Resolution No. 20200317. Motion carried.  Aye: 4, Nay:  0. 

 

City Manager and Other Reports:

 

The water and sewer project on Valley were in progress.

 

At this time, Commissioner Beem moved to adjourn into executive session for a period of ten (10) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and that the meeting would reconvene at 6:42 P.M.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The meeting reconvened at 6:42 P.M.

 

No further business appearing, meeting was adjourned.
