City Commission Minutes 03/06/2018

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March 6, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Robert Morse, Jr. Commissioners: William Ditto, Thomas Beem, Richard Weixelman and Clifford Baughman.  

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, Deputy City Clerk, Connie McGee and City Attorney, Edward Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on February 20, 2018.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Weixelman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1544.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1544.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Morse called for a regular work session on Tuesday, March 20, 2018 at 4:30 P.M.

 

Merl Page advised he has been coordinating a joint work session with the County Commissioners for April 2, 2018 at 5:30 P.M.

 

Annual Report – Airport Board:  

 

John Hupe and Robert Riat were present to report on the activities of the Airport Board. John reported the credit card machine for airport fuel was working very well. The board has several projects for the upcoming year including a new door for the newest hanger.  The City Commission thanked them for their dedication and hard work.

 

Wamego Housing Authority Annual Report:

 

Joni Chrest gave the Housing Authority’s annual report. Housing Authority members present were Dr. Barbara Kerr and Leo Tauer. Joni Chrest advised the Governing Body that all of the units are occupied. Joni also advised that the Housing Authority is still under contract with the Atchison Housing Authority. Instead of apartment renovations, several heat/air units were replaced with more being replaced in 2018. The Governing Body thanked Joni Chrest and the Wamego Housing Authority Board for their time and dedication.

 

Peer Chamber Ball Diamond Project:

 

Gwen Schwein, Bryan Newell and Jana Lindley were present to update the Governing Body on the Peer Chamber project for the north and south ball diamonds. Gwen advised the group had raised just under $10,000 for the project. She advised the project is scheduled to begin March 11 and be completed for the USSSA softball tournament in April. The Governing Body thanked the group for their participation with the Chamber, their hard work and dedication.

 

Ordinance No. 1693 – Community Comprehensive Plan Update:

 

Ordinance No. 1693 was presented and reads as follows.

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS AMENDING CHAPTER XVI, ZONING AND PLANNING, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE SECTIONS 1 THROUGH 8 AND APPENDIXES A AND B OF THE DOCUMENT KNOWN AS “THE CITY OF WAMEGO, KANSAS, COMPREHENSIVE COMMUNITY PLAN – 2017 EDITION,” PURSUANT TO KSA-12-747; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Baughman moved to approve Ordinance No. 1693. Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

Equipment Review – Parks Department:

 

The City Manager advised the Governing Body that the Parks Department rotates equipment out when it has between 400-700 hours on it. Shad Hufnagel, Parks Supervisor, recommended rotating a mower with 780 hours to the water department and purchasing a new unit to replace it. The new unit would be a Grasshopper 727 at a cost of approximately $15,200, which is under the amount budgeted. Commissioner Weixelman moved to authorize the purchase of a Grasshopper 727 for $15,200. Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 

 

Proclamation- Meals on Wheels:

 

Mayor Morse proclaimed March to be Meals on Wheels month. Merl Page reported the new coordinator for the senior citizen center requested members of the Governing Body volunteer to deliver meals on wheels sometime in March. Commissioners Ditto, Weixelman and Beem volunteered.

 

4th Street Project:

 

Merl Page advised there was a transition issue at 4th and Walnut Street, therefore there is a need for an amendment to the engineering contract in the amount of $2,500 to re-profile the area. Commissioner Baughman moved to authorize an additional $2,500 for the engineering group to re-profile the area. Commissioner Ditto seconded the motion. Motion carried.  Aye: 4, Nay: 1. Commissioner Weixelman voted against the motion.

 

City Manager and Other Reports:

 

Merl reminded the Governing Body of the upcoming time change. Monthly calendars were included in the meeting packets.

 

The 4th Street Project is on schedule for completion by the end of April.  They are hoping to have one lane open prior to the Wicked Marathon.

 

The City Treasurer is the City representative for the Toto Gala on the 8th.

 

March 4th thru the 10th was proclaimed to be Flood and Severe Weather Awareness Week by the Governor.

 

Sales tax collections for the City was up 14.5%, while sales tax collections for the countywide tax was up 1.3%, for the same comparable months of 2017.
