City Commission Minutes 03/01/2016


Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, March1, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Robert Morse, Jr., William Ditto and Thomas Beem.  Commissioner Victor Enns was absent.


Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  


The City Clerk presented the minutes of the regular meeting of the Governing Body held on February 16, 2016. After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  4, Nay: 0. 


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1496.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1496.  Motion carried.   Aye: 4, Nay:  0.

Public Comments and Communications:


Mayor Baughman called for a regular work session on Tuesday, March 15, 2016 at 4:30 P.M. 


City Hall Project Update – Bruce McMillan:


Bruce McMillan was present to discuss tentative plans for security updates for the Wamego City Offices. The current plans show the moving of a water fountain, blocking off access to the 2nd floor, and adding ballistic lining and glass at the front office counter. The project construction will be approximately 2-3 weeks with an approximate cost of $60,000. A special work session was scheduled for March 29, 2016 at 5:00 P.M. to evaluate the plans in more depth.


Commemorative Sampler Book:


Michelle Crisler reported the commemorative Kansas sampler book had been completed. Copies of the book will be available at the Wamego Public Library, the Museum as well as several other locations for public viewing. Copies will also be available to purchase at the Wamego City Office.

Annual Report –Airport Board:   


Robert Riat, Matt Totten, Glen Evins and Rodney George were present to report on the activities of the Airport Board this past year.  Robert went over the projects that had been completed and goals for the upcoming year, specifically a credit card pump for fuel and possibly two (2) new hangars. The City Commission thanked them for their dedication and hard work.                                                                                                                                            

Annual Report – Housing Authority:  


Joni Chrest gave the Housing Authority’s annual report. Housing Authority members present were Dr. Barbara Kerr and Leo Tauer. Joni Chrest advised the Governing Body that all of the apartments are full with approximately 17 applicants on the waiting list. Joni also advised that the Wamego Housing Authority is still under contract with the Atchison Housing Authority. In 2016 full evaluations will be done on all heat/air units for each apartment to set a plan for replacements. John Zookel has been hired on as the new maintenance person. The Governing Body thanked Joni Chrest and the Wamego Housing Authority Board for their time and dedication.

Pool Facility Improvement Review:    


Merl Page reminded the Governing Body of the request by a group of citizens to evaluate potential upgrades to the existing swimming pool and possibly having an indoor therapy pool. The Governing Body by general consensus would like to appoint a planning (Ad Hoc) committee, which would represent a broad spectrum of the community for a public/private partnership for this project moving forward. Merl reported he would meet with Jeff Wick, to get a list of individuals to possibly be appointed to the committee by the Mayor.

Museum Exhibit Review:  


The City Manager reported John Gullion, with the Historical Society had contacted him to use the Tingley house behind the museum in the park as a long term extension of the museum for an 1800 themed exhibit. Commissioner Ditto advised that a very detailed and specific plan would need to be submitted to the Governing Body for approval. The City Manager advised he would contact John for plans.

Vehicle Purchase – Wastewater Department:


Merl Page reported the wastewater department’s 1991 truck need significant engine work. Due to the extensive repair work that the 1991 truck would need, a 2011 pickup was located at Brown Chevrolet for $21,450 after trade. Commissioner Beem moved to approve the purchase of a 2011 GMC pickup truck to replace the 1991 pickup for the water/wastewater department that needs extensive engine work. Commissioner Morse seconded the motion. Motion carried.  Aye:  4, Nay:  0.

Equipment Review - Police Department:


The City Manager reported a quote for a color copier/printer for the police department had been received from Logan Business for approximately $5,545. This unit would replace an existing copier and color printer. Commissioner Morse moved to approve the purchase of a color copier/printer for the police department from Logan Business. Commissioner Beem seconded the motion. Motion carried.  Aye:  4, Nay:  0.

City Manager and Other Reports:


The City Manager reported the 150th Celebration now has a tentative calendar and there is a pending proclamation for the celebration at the Governor’s office.


The monthly calendar was included in the meeting packet.


Sales tax for the county is up 1.45% and the City sales tax is down 7.14%.


No further business appearing, meeting was adjourned.
