City Commission Minutes 02/18/2020

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 4, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Richard Weixelman, Commissioners; Thomas Beem, Clifford Baughman, Leslie Dugan and William Ditto.  

 

Also present were:  City Manager, Stacie Eichem, City Clerk, Shanda Jahnke.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on February 04, 2020. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1591.  After a careful review and discussion thereof, Commissioner Beem moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1591.  Motion carried.   Aye: 5, Nay:  0. 

 

Public Comments and Communications:

 

The next regular work session will be held on Tuesday, March 03, 2020 at 4:30 P.M.

 

Doug Sellers, Wicked Run Update:

 

Doug Sellers gave a brief update on the participation level which has a reported 203 entries from 26 different states.

 

Weston Moody, Recreation Center:

 

The City Manager advised Mr. Moody had a conflict and requested this issue be moved to the next regular meeting.

 

Resolution No. 20200218- Territorial Limits correction:

 

Stacie Eichem reported that Resolution No. 20200218 would replace the previous resolution for territorial limits due to errors.  Resolution 20200218 was presented and read as follows:

 

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS:

 

Section 1.  That the corporate limits and entire boundaries of the City of Wamego, Pottawatomie County and Wabaunsee County, Kansas, are hereby declared, established and defined to be as follows, to-wit:

 

Commissioner Ditto moved, seconded by Commissioner Baughman to approve Resolution No. 20200218. Motion carried. Aye: 5, Nay:  0.                                                                                                                                          

Park Usage Request for Fundraiser, April 26, 2020:

 

The City Manager reported Whitney’s Warriors and Nora’s Angels had requested use of the City Park on April 26, 2020 from 4-7 P.M. for a cancer fundraiser. The group did not have all of the specifics yet as they were waiting for the approval however they were looking at bounce houses, food trucks and possible vendors selling the organizations merchandise. Commissioner Baughman moved to allow the fundraiser in the park providing that any vendors have the proper insurance requirements. Commissioner Dugan seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

Resolution No. 20200218A- Prairie Ridge Special Assessments:

 

Stacie Eichem reported this resolution was to authorize the bonds for the special assessment for Prairie Ridge Unit 2. Resolution No. 20200218A was presented and read as follows:

 

A RESOLUTION DETERMINING THE ADVISABILITY OF THE MAKING OF CERTAIN INTERNAL IMPROVEMENTS IN THE CITY OF WAMEGO, KANSAS; MAKING CERTAIN FINDINGS WITH RESPECT THERETO; AND AUTHORIZING AND PROVIDING FOR THE MAKING OF THE IMPROVEMENTS IN ACCORDANCE WITH SUCH FINDINGS (WATER AND SEWER IMPROVEMENTS/PRAIRIE RIDGE, UNIT 2).

 

Commissioner Ditto moved, seconded by Commissioner Dugan to approve Resolution No. 20200218A. Motion carried.  Aye: 5, Nay: 0.

 

Recreation Complex Concession Agreement:

 

After meeting with Jacob Trummer, co-owner of the Friendship House, it was the City Manager’s recommendation to sign a new agreement with Friendship House. The new agreement would end December 31, 2021, with the ability end the contract with a 60-day written notice from either party. Commissioner Ditto moved to accept the City Manager’s recommendation to sign a new agreement with the Friendship House. Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay: 0.

 

Tulip Festival Request:

 

The Wamego Chamber of Commerce was present to request using the old tennis court area in the City park for a wine and beer tent during the Tulip Festival. They would add the additional tent to their event insurance and follow all State requirements. Commissioner Ditto moved, seconded by Commissioner Baughman approve a wine and beer tent at the Tulip Festival. Motion carried.  Aye: 5, Nay:  0. 

 

Updated FEMA Flood Map Draft:

 

Stacie Eichem advised the newly updated flood maps were available.                                                                                                                                       

Board Resignation:

 

The City Manager advised that the Andy Morton had resigned his position on the Park and Recreation Advisory Board. Commissioner Ditto moved to accept the resignation.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay: 0.

 

City Manager and Other Reports:

 

The water and sewer project on Valley were in progress. The burn site project was still smoldering and a plan to reopen would come back to the Governing Body at a later date.

 

The Library statistics, minutes and the KS Government Journal were included in the packets.

 

Rob Eichman present his ideas on how to complete the burn site project.
