City Commission Minutes 02/07/2017


Regular Meeting:


The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 7, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman, Robert Morse Jr. and Thomas Beem.  


Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  


The City Clerk presented the minutes of the regular meeting of the Governing Body held on January 17, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as amended  (titles and incorrect Commissioner named).  Motion carried.  Aye: 5, Nay: 0. 


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1518.  After a careful review and discussion thereof, Commissioner Morse moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1518.  Motion carried.   Aye: 5, Nay:  0.



Public Comments and Communications:


Mayor Ditto called for a regular work session on Tuesday, February 21, 2017 at 4:30 P.M.


Wicked Marathon – Doug Sellers:


Doug Sellers was present to revisit the request to close 6th Street from Vine Street to Lincoln Avenue to thru traffic for the Wicked Marathon that was tabled from the previous regular meeting. After a brief discussion, Commissioner Morse requested that Mr. Sellers personally speak with the church and businesses that would be effected by the road closure and return with the feedback at the next regular meeting. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Park Use Request - Library:


Bryan McBride was present to request use of the City Park June 8, 2017 from 11:00am to 4:00pm for a “Touch a Truck Event”. The event would require closing the entrance of the park to allow trucks, possibly emergency vehicles to be parked and allow an exit if necessary. Commissioner Morse moved to allow the City Park entrance to be closed for the Library’s event on June 8th. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.


Summer Theatre Review:    


The City Manager reported a request for the City to sponsor the Summer Theatre Academy. Commissioner Baughman moved to sponsor the Columbian Summer Theatre Academy in the amount of $2,400.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.


Equipment Review – Power Plant:


Merl Page reported three (3) proposals had been received for a 2017 Chevy Silverado for the power plant.  Brown Chevrolet submitted two proposals with the most favorable being $36,506 with a $1,200 trade-in.  Murdock Chevrolet in Manhattan submitted one proposal for $28,435 with a $2,000 trade- in. Commissioner Beem moved to authorize the purchase of the 2017 Chevy Silverado from Murdock Chevrolet.  Commissioner Baughman seconded the motion. Motion carried.  Aye: 5, Nay: 0. 


Communication Equipment Review - Police:


The City Manager advised starting in 2017 $15,000 was being budgeted annually for a radio equipment transition for the police department. Currently the officers carry up to three (3) radios all using different frequencies. This transition will allow the officers to carry one (1) that is compatible with multiple frequencies. The budgeted funds will purchase approximately five (5) radios per year including an approximate $700 trade in value on some older radios. Commissioner Baughman moved to purchase the five (5) radios accounted for in this budget. Commissioner Morse seconded the motion. Motion carried.  Aye: 5, Nay: 0. 


Facilities Update – EMC Inspections:  


The City Manager reported the City’s insurance carrier, EMC, conducted a facilities inspection. According to the inspection there were minor things they would like to see addressed, however, the biggest issue is the roof of the old fire station currently used by the police department for storage. After a lengthy discussion, it was decided by general consensus that Merl and Chief Baker would get together to discuss options and costs for repairing and uses of the building.  


Board Appointments: 


Commissioner Baughman nominated Commissioner Beem to fill former Commissioner Vic Enns position on the KMEA Board of Directors. Commissioner Weixelman seconded the motion. Motion carried. Aye: 4, Nay: 0, Abstain: 1 (Commissioner Beem).


The City Manager reported Joe Steele’s term with the Recreation Advisory Board had expired. The Governing Body thanked Mr. Steele for his service.


The Mayor re-appointed Jake Pugh to the Wamego Hospital Board.


City Manager and Other Reports:


The City Manager reminded the Governing Body of Ag Night February 11th, as well as the Employee Appreciation February 17th. He also advised the monthly calendar, 2017-2018 Aeronautical Charts, Ft. Riley Economic Impact Report Study, Library minutes, finances and statistics were included in the meeting packet.


The updates sales tax report was distributed and report upon.


At this time, Commissioner Morse moved to adjourn into executive session for a period of ten (10) minutes for attorney-client privilege and the Commission would reconvene at 6:56 PM.  Commissioner Baughman seconded the motion.  Motion carried.  Aye: 5, Nay:  0.


The Mayor called the meeting back to order at 6:56 PM.


No further business appearing, meeting was adjourned.
