City Commission Minutes 02/05/2019

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, February 5, 2019 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were; Mayor Thomas Beem, Commissioners; Leslie Dugan, William Ditto and Clifford Baughman.  Commissioner Richard Weixelman was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke, City Treasurer, Stacie Eichem and Assistant City Attorney, Jake Pugh.

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on January 15, 2019.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1566.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Dugan, to approve and adopt Appropriation Ordinance Number 1566.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Beem called for a regular work session on Tuesday, February 19, 2019 at 4:30 P.M.  

 

Building Restoration Review:

 

Merl Page reported two proposals had been received for repair of the exterior of City Hall.  Due to the vast difference between the two proposals and historical nature of the building, it was the staff recommendation to hire Bruce McMillan’s architectural firm to review the proposals to offer guidance as to the repair of the building. Commissioner Baughman moved to authorize hiring Bruce McMillan’s firm to review the proposals.  Commissioner Dugan seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Land Acquisition Update:

 

The City Manager reported that he and the Assistant City Attorney had negotiated to purchase 5.25 acres of land adjacent to the proposed dog park on Valley Street for $11,000 an acre. He then requested authorization to finalize the contract and sale of the land. Commissioner Baughman, seconded by Commissioner Dugan moved to authorize the City Manager and Assistant City Attorney to finalize the purchase of 5.25 acres on Valley Street. Motion carried.   Aye: 4, Nay:  0.

 

Board Appointments:

 

Mayor Beem re-appointed Paul Eichem and Karl Kramer to the Board of Zoning Appeals Board with terms expiring January 18, 2022.

 

Commissioner Ditto moved to re-appoint Mayor Beem as the City representative on the KMEA Board of Directors with a term expiring May 1, 2021. Commissioner Baughman seconded the motion. Motion carried.   Aye: 4, Nay:  0.

                                                                                                                                      

Flap Gate Bid Review:

 

Merl Page reported bids had been received for flap gates to help minimize flooding in the Industrial Park. It was the recommendation of Olsson Engineering to accept the bid from R.M. Baril in the amount of $79,394. Commissioner Ditto moved, seconded by Commissioner Baughman to accept the bid for a flap gate from RM Baril. Motion carried.   Aye: 4, Nay:  0.

 

Equipment Review – Electric Distribution:

 

The City Manager reminded the Governing Body of the rollover program for a mini excavator for the electric distribution department. Since starting the program, the need for a large trencher and a walk behind trencher has diminished greatly with only the need for a smaller unit. Three quotes were received with the staff recommending to accept the quote from Ditch Witch Sales in Olathe, KS with no trade. This would allow the two trenchers being replaced to go into the open market for sale. Commissioner Baughman moved to accept the quote from Ditch Witch Sales in Olathe for the purchase of a small trencher for $17,354.12, and to sell the other units in the open market. Commissioner Dugan seconded the motion.  Motion carried.   Aye: 4, Nay:  0.

 

Aquatic Center Update:

 

The City Treasurer presented a fee structure for the outdoor pool for consideration. The schedules are as follows:    

 

Individual season pass - $55

10 punch passes for - $30

$4 at the door

Public/private lessons fees would not change at $35 and $45

Parent tot and specialized clinics - $35

 

Commissioner Ditto moved, seconded by Commissioner Baughman to approve the recommended fee structure for the outdoor pool. Motion carried.   Aye: 4, Nay:  0.

 

Policy Update – Safety Glasses:

 

The City Treasurer recommended updating the policy that would provide prescription safety glasses for employees. It was her recommendation to pay up to $300 for basic frames and prescription every two years. This would not include add on items such as tinting. Commissioner Ditto moved to accept the proposed updated safety glass policy. Commissioner Baughman seconded the motion.  Motion carried.   Aye: 4, Nay:  0.

 

Dog Pound Addition:

 

The City Manager reported that Purple Paws (the organization that runs the dog pound) would like to add a 24’ X 12’ addition to the existing building at their cost.  Commissioner Baughman moved to authorize an addition to the dog pound building owned by Purple Paws, contingent upon it being completed by a licensed contractor and falling within the same agreement as the previous building that was constructed.  Commissioner Dugan seconded the motion.  Motion carried.   Aye: 4, Nay:  0.

 

City Manager and Other Reports:

 

Merl Page reported the pool project is underway, the water tower painting project should proceed as weather permits and the Industrial/Commerce Route design has been submitted to KDOT for review and comment.

 

The City Manager reminded the Governing Body of upcoming scheduled events.  They were as follows:

 

Flint Hills Leadership Graduation – February 8th

Ag Appreciation Night – February – 9th

City Employee Appreciation Night – February 15th  

 

Sales tax for the City was up 9.3% and 12.1% for the County for the same period a year ago.

 

Kansas Government Journal was included in the meeting packet.  Housing Authority minutes and the City calendar were handed out at the meeting.

 

At this time, Commissioner Baughman moved to adjourn into executive session for a period of five (5) minutes to discuss attorney-client privilege with potential litigation and that the meeting would reconvene at 6:35 P.M.  Commissioner Dugan seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The meeting reconvened at 6:35 P.M. with Commissioner Baughman moving to adjourn back into executive session for the same original stated purpose for an additional period of ten (10) minutes with the meeting reconvening at 6:45 P.M.  Mayor Beem seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The meeting reconvened at 6:45 P.M.
