City Commission Minutes 01/16/2018

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, January 16, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto, Commissioners: Robert Morse Jr., Richard Weixelman, Clifford Baughman and Thomas Beem.   

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jacob Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on January 2, 2018. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Morse to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1541.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Baughman, to approve and adopt Appropriation Ordinance Number 1541.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, February 6, 2018 at 4:30 P.M.

 

Special Recognition:  

 

The City Manager read a list of over 60 individuals and organizations that assisted the Wamego Fire Department with the death of volunteer firefighter John Randle.

 

Sine Die – City Commission Reorganization:

 

Commissioner Beem moved to recess into Sine Die for the purpose of reorganization of the Governing Body for the ensuing year.  Commissioner Baughman seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Commissioner Weixelman moved to elect Commissioner Robert Morse as Mayor for the next year.  Commissioner Baughman seconded the motion. Motion carried, 4-0-1 with Commissioner Morse abstaining.

 

Commissioner Baughman moved to elect Commissioner Thomas Beem as the Mayor Pro-Tem for the next year.  Commissioner Ditto seconded the motion. Motion carried, 4-0-1 with Commissioner Beem abstaining. Mayor Morse called the meeting back to order by calling for new business.

 

The City Manager reported Commissioners William Ditto and Clifford Baughman took their oaths of office prior to this January 16, 2018 regular meeting and are in good standing. 

 

Ordinance No. 1691 – Final Plat Columbian Villas:

 

Ordinance No. 1691 was presented and read as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE FINAL PLAT, AMENDED FINAL DEVELOPMENT AND UTILITY PLAN, AND AMENDED FINAL LANDSCAPE PLAN OF “COLUMBIAN VILLAS UNIT FOUR, A PLANNED UNIT DEVELOPMENT, WAMEGO, KANSAS”, THE SAME BEING A REPLAT OF LOTS 5, 13A, 13B, 14A, 14B AND COMMON AREA OF THE COLUMBIAN VILLAS UNIT THREE FINAL PLAT; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Rob Eichman, the property developer, was present to advise he was not willing to put up the Planning Commission’s recommended fencing. Commissioner Beem moved to send the issue back to the Planning Commission for further study. Commissioner Baughman seconded the motion. Motion carried.   4-0-1 with Commissioner Ditto abstaining. 

 

2nd Down Sports – 5K Run Request:

 

Merl Page reported a request by Casie Newman, representing 2nd Down Sports, to have a 5K run on May 5th to raise money for their organization that assists kids on equipment costs for youth sports.  Commissioner Baughman moved to authorize the event route in the City.  Commissioner Weixelman seconded the motion. Motion carried.  Aye: 5, Nay: 0.

Flint Hills Regional Council Membership Renewal:

 

The City Manager reported the membership renewal for the Flint Hills Regional Council is $2623.20. Commissioner Baughman moved to renew the Flint Hills Regional Council membership.  Commissioner Beem seconded the motion.  Motion carried: Aye: 5, Nay: 0.

 

GRDA – Sell Back Agreement:

 

Merl Page advised KMEA was offering a sell back agreement with member Cities. He felt this agreement would save approximately $12,000- $17,000 annually. Commissioner Ditto moved, seconded by Commissioner Weixelman, to authorize the City Manager to sign an agreement with KMEA to sell energy back. Motion carried.  Aye:  5, Nay:  0.

 

Power Plant Engine Inspection:

 

The City Manager reported he had received a proposal from Siemens Corporation to inspect, test the power plant engine generators. The cost would be approximately $70,000. Commissioner Baughman moved to authorize Siemens Corporation to inspect, repair and test the power plant engine generators. Commissioner Weixelman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

Merl reminded the Governing Body of the upcoming events:

 

Leaders Retreat – January 19th & 20th

Annual Chamber Dinner – January 27th

Employee Appreciation – February 9th

Ag Appreciation – February 10th

 

The 4th Street Project Phase 2 is scheduled to begin January 29th.

 

The Kansas Government Journal and annual board report schedule was included in the meeting packet.

 

The City Manager reported that the City received a “Thank You” for the Randle family.
