City Commission Minutes 01/07/2020

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, January 07, 2020 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas.  Those present were; Mayor Thomas Beem, Commissioners; Richard Weixelman, Clifford Baughman, Leslie Dugan and William Ditto.  


Also present were:  City Manager, Stacie Eichem, City Clerk, Shanda Jahnke, and Assistant City Attorney, Jake Pugh.


The City Clerk presented the minutes of the regular meeting of the Governing Body held on December 17, 2019. After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Dugan to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0.   


The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1588.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1588.  Motion carried.   Aye: 5, Nay:  0. 


Public Comments and Communications:


The next regular work session will be held on Tuesday, January 21, 2020 at 4:30 P.M.


City Hall Renovation Bids:


Bruce McMillan presented the design build proposal for the City Hall façade repair by Mid-Continental Restoration Co., Inc. for $430,269. The project would begin in the April or May and be complete within 120 calendar days. Bruce advised his fee would not exceed the 10% specified by the Governing Body. He also advised there would be a pre-construction meeting that could include the City Attorney to negotiate the final contract. Commissioner Ditto moved, seconded by Commissioner Baughman to accept the proposal for City Hall façade repair for $430,269. Motion carried.   Aye: 5, Nay:  0. 


Resolution 20200107- GAAP Waiver:


Stacie Eichem presented the Resolution regarding the GAAP Waiver. Commissioner Baughman moved to approve Resolution 20200107.  Commissioner Dugan seconded the motion.  Motion carried:  Aye: 5, Nay: 0.


Arbor Day Posters:  


The City Commissioners reviewed the Arbor Day posters.


Aquatic Center Numbers 2019:


The City Manager reported the numbers for the Aquatic Center were as follows:


The outdoor pool sold 472 pool passes, 143 punch passes and 8646 people paid daily admission. The indoor pool has sold 159 thirty-day memberships since September 1 and 1245 people have paid daily admission. 


Wamego Public Library/Paws of Oz fundraiser:


Stacie reported a request by the Wamego Public Library to host a fundraiser with the Paws of Oz at the Wamego Recreation Complex. Commissioner Baughman moved, seconded by Commissioner Dugan to allow a fundraiser at the complex reminding everyone to clean up afterwards. Motion carried.  Aye:  5, Nay:  0.


City Manager and Other Reports:


Sales tax was up 2.8% for the City and 2.46% for the County.


The Kansas Government Journal and the 2019 Flood Management Plan Annual Report was included in the meeting packet.


The burn site maintenance is underway and the new rules are being established this week.


Public Notices will be made for the annual Leader’s Retreat, Chamber Dinner and Ag Night.


No further business appearing, meeting was adjourned.
