City Commission Minutes 01/02/2018

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, January 2, 2018 at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto, Commissioners: Robert Morse Jr., Richard Weixelman, Clifford Baughman and Thomas Beem.   

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jacob Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on December 19, 2017. After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Baughman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1540.  After a careful review and discussion thereof, Commissioner Weixelman moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1540.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, January 16, 2018 at 4:30 P.M.

 

Fundraising Update – Pool Committee:

 

The City Manager reminded the Governing Body of the target requirement of $250,000 privately raised funds for the indoor piece of the pool project. Several members of the pool fundraising committee were present to report the target was met with over $300,000 reportedly raised. The committee announced the excess funds would be donated as well for training and/or maintenance costs for the pool. The Governing Body thanked the committee for their hard work and dedication.

 

Aquatic Facility Bid Review/Approval:   

 

After accepting bids for the pool project were tabled from the December 12, 2017 special meeting and the results of the fundraising effort by the pool fundraising committee were given, Kevin McElyea with Aquatic Design was present with their recommendation for the pool project. It was Aquatic Design’s recommendation to accept Crossland Construction’s bid for the pool project which would include the indoor pool as the target of $250,000 was raised by the pool fundraising committee. Kevin stated it was also their recommendation to accept the better filtration system and better roofing options as presented in the bids. At this time, Ryan McDonald, Trinium Construction, addressed the Governing Body with why in his opinion Trinium (2nd low bidder) should be awarded the bid. John Cross, Crossland Construction (low bidder), then addressed the Governing Body advising how long his company had been in the business of building pools and thank them for their time. Commissioner Morse asked if there would be liquidated damages if the project was not completed by May 22, 2019. Kevin stated that yes liquidated damages were included in the contract, however he expected no problems. Commissioner Beem moved to accept Crossland Constructions bid for the indoor/outdoor pool project. Commissioner Baughman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

2018 Salary Adjustments/Merit Increases:

 

Merl Page advised the Governing Body it would be his recommendation for part time, full time and salaried employees, excluding the City Manager, be eligible for a of 3% merit increase if an employee has an annual evaluation that exceeds expectations and a 3.5 % merit increase if the employee has an outstanding annual evaluation.   Commissioner Weixelman moved to accept the pay schedule recommended by the City Manager. Commissioner Morse seconded the motion.  Motion carried.   Aye: 5, Nay:  0. 

 

Proclamation- Kirkpatrick Day:  

 

Mayor Ditto proclaimed December 14th Kirkpatrick Day in the City of Wamego.

 

Resolution 20180102- GAAP Waiver:

 

Merl Page presented the resolution regarding the GAAP Waiver. Commissioner Baughman moved to approve Resolution 20180102.  Commissioner Weixelman seconded the motion.  Motion carried: Aye: 5, Nay: 0.

 

Lease Agreement – Heritage Building:

 

The City Manager advised a lease had been drawn up for the Heritage Building. The lease would be between the Wamego Hospital Board and the Wamego Hospital Association.  It would be a fair market value lease with five (5) three (3) year renewals. Commissioner Baughman moved to endorse the lease to be negotiated by the hospital board and hospital association. Commissioner Morse seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Equipment Review – Police Department:

 

It was reported, three (3) bids were received for a new patrol unit. It was the recommendation of the police chief to accept the low bid by Dick Edwards of Junction City for $27,800 with a trade in of $10,500. Commissioner Baughman moved, seconded by Commissioner Morse, to accept Dick Edwards bid for a new patrol unit. Motion carried.  Aye:  5, Nay:  0.

 

Merl advised twelve (12) tri-band radios had been budgeted for 2018 however due to the continued issues with the old radios and a price drop in the radios. He and Chief Baker requested being allowed to go over budget by approximately $3500 to purchase fourteen (14) tri-band radios. That would complete the entire department’s radio needs. Commissioner Morse moved and approve the purchase of fourteen (14) tri-band radios for the police department. Commissioner Weixelman seconded the motion. Motion carried.  Aye:  5, Nay:  0.

 

Change Order – 4th Street Project:

 

The City Manager reported a change order the 4th Street Project for an additional cost of $18,164.46. This order includes approximately $11,000 for private land owners’ drives that will be reimbursed. The remainder was for terrain modifications and water lines. Commissioner Baughman moved, seconded by Commissioner Weixelman, to accept the change order for $18,164.46 for the 4th Street Project.   Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

Merl reported phase 1 of the 4th Street Project is almost complete with clean  up and crack sealing that needs to be completed next week, weather permitting.

 

Sales tax for the City was up .62% and County sales tax was down 3.62% for the year ending 2017.

 

The City calendar was included in the meeting packet. There was a reminder of the upcoming annual chamber leader’s retreat January 19th.

 

At this time, Commissioner Baughman moved to adjourn into executive session for fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 7:07 PM. Commissioner Beem seconded the motion.  Motion carried.  Aye:  5, Nay:  0.
