City Commission Minutes 4-18-2017

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, April 18, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman and Thomas Beem.  Robert Morse Jr. was absent.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on April 4, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Baughman and seconded by Commissioner Beem to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1523.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Weixelman, to approve and adopt Appropriation Ordinance Number 1523.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, May 2, 2017 at 4:30 P.M.

 

Dog Park Discussion- Alex Peterson:

 

Alex Peterson, Judy Jones and Duane Jones were present to voice their concerns about the proposed dog park north of Wamego on Hwy 99. Ms. Peterson expressed concern that a public meeting had not been held on the issue, noise and the potential smell as well as the fact the proposed dog park would be out of the City limits. Mr. and Mrs. Jones were concerned that the small access road could be removed. After a lengthy discussion, the Governing Body agreed to take the comments under advisement as they moved forward.

 

Annual Report – Planning Commission: 

 

Carl Riblett was present to give the Governing Body an annual report regarding the Wamego City Planning Commission. He gave a brief summary of the issues that came before the Planning Commission including the final plat for MS Biotec and Bluestem moving into the industrial park. At this time, the Planning Commission has a full board. The Governing Body thanked the Planning Commission and staff for their time and dedication

 

Annual Report – Board of Zoning Appeals:

 

The City Manager reported a written summary for 2016 had been received for the Board of Zoning Appeals. Commissioner Baughman moved to accept the written 2016 annual report for the Board of Zoning Appeals. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0. The Governing Body thanked the Board of Zoning Appeals and staff for their time and dedication.

 

Arbor Day Poster Contest:

 

Merl Page reported local 5th grader, Caleb Moore’s Arbor Day poster had been chosen to go to the district level of the Annual Arbor Day Poster Contest. 

  

MPO Participation Review:

 

The City Manager reminded the Governing Body that the MPO issue had been tabled from the previous meeting.  He went over some of the things presented at the last meeting.  After some brief discussion, Commissioner Weixelman moved, seconded by Commissioner Baughman, to authorize the City Manager to send a letter of request, signed by the Mayor, to the Flint Hills MPO for inclusion in the organization effective January 2018.  Motion carried.  Aye:  4, Nay:  0.

 

Crossroads Soccer Agreement Review:    

 

The City Manager presented a draft copy of the proposed agreement with Crossroads Soccer. Commissioner Weixelman moved to table the issue until the next regular meeting due to the timing of receiving the agreement. Commissioner Baughman seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Recreation Board Recommendations:

 

Merl Page advised the Governing Body had received a copy of the recommendations from the Recreation Advisory Board. The recommendations included having a focus group of peer chamber members in a non-voting position to work with the Recreation Advisory Board. Field use recommendations and getting new diving boards for the pool Commissioner Baughman moved to approve all of the Recreation Advisory Board recommendations.  Commissioner Weixelman seconded the motion. Motion carried. Aye: 4. Nay: 0.

 

Equipment Review – City Office:

 

The City Manager reported three (3) proposals were received to replace the City Office’s copy/fax machine. It was the staff recommendation to accept the proposal from Century Business Systems for $5,740. This was also the lowest amount proposal received. Commissioner Baughman moved to accept the proposal from Century Business Systems to replace the City Office copy machine. Commissioner Beem seconded the motion.  Motion carried. Aye: 4. Nay: 0.

 

Arbor Day Proclamation:

 

Mayor Ditto proclaimed April 28, 2017 as Arbor Day recognition in the City of Wamego.

 

Engineering Addendum – 4th Street Project:

 

Merl Page presented an addendum to the Engineering contract with Schwab-Eaton Engineers related to the 4th Street project.  Since the entire roadway is to be reconstructed, design parameters will change significantly.  The added change reflects an increase of $35,100 in design engineering.  After some discussion, Commissioner Baughman moved to approve the addendum as presented with added language reflecting liquidated damages to be determined by the City Attorney and the City Manager in the event the added work isn’t completed within thirty (30) days of the agreement being executed.  Commissioner Beem seconded the motion.  Motion carried.  Aye:  3, Nay:  0, with Mayor Ditto abstaining.

 

Parking Project – Veteran’s Memorial:   

 

The City Manager reported the additional parking area in front of the Veterans Memorial had begun.

 

Board Resignations:

 

Merl Page advised he had received board resignation letters from the following:

 

Travis Lincoln – Recreation Advisory Board

Bruce Butler – Wamego Board of Zoning

 

Commissioner Weixelman moved to accept both resignation letters. Commissioner Baughman seconded the motion. Motion carried. Aye: 4. Nay: 0.

 

Board Appointments:  

 

Mayor Ditto appointed Jim Odgers to the Wamego Library Board with a term ending April 30, 2020 as well as appointed Paul Eichem to the Board of Zoning Appeals with the term expiring January 18, 2019.  He also re-appointed Roshelle Moore and Alisha Paddock to the Wamego Library Board with expiring terms of April 30, 2021. 

 

City Manager and Other Reports:

 

Merl Page advised the library minutes, finances and statistics as well as a tentative 2018 Budget Schedule were included in the meeting packets.

 

There will be a GRDA facility tour date was changed from May 12th to May 25th for any Commissioner that would like to attend. 

 

At this time, Commissioner Beem moved to adjourn into executive session for a period of twenty (20) minutes for attorney-client privilege and possible acquisition of property and the Commission would reconvene at 7:12 PM.  Commissioner Weixelman seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The Mayor called the meeting back to order at 7:12 PM.  At that time, Commissioner Baughman moved to adjourn back into executive session for the original stated purpose for an additional five minutes and to reconvene at 7:17 PM.

 

The Mayor called the meeting back to order at 7:17 PM.
