City Commission Minutes 12/06/2016

 

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, December 6, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, and Thomas Beem.  Robert Morse Jr. was absent from the meeting.

 

Also present were:  City Manager, Merl Page, and Assistant City Attorney, Jake Pugh.  

 

The City Manager presented the minutes of the regular meeting of the Governing Body held on November 15, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Morse to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1514.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Enns, to approve and adopt Appropriation Ordinance Number 1514.  Motion carried.   Aye: 4, Nay:  0.

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, December 20, 2016 at 4:30 P.M.

 

Public Hearing – Budget Amendment:

 

Mayor Baughman opened a public hearing to receive comments and questions related to the duly published “Notice of Hearing” to amend the 2016 budget.  After receiving public comment, Commissioner Ditto moved to approve the budget amendment for fiscal year 2016.  Commissioner Beem seconded the motion.  Motion carried.   Aye:  4, Nay:  0.

 

Change Order – City Hall:  

 

The City Manager presented a change order for the security improvements completed at City Hall.  After explaining the change, Commissioner Enns moved to approve the change order reflecting a reduction of $7,290.  Commissioner Ditto seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Ordinance – Final Plat (MS Biotec):

 

The City Manager presented Ordinance Number 1669, which read as follows:

 

        AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, APPROVING AND ACCEPTING THE FINAL PLAT OF “MS BIOTEC A REPLAT OF HANSEN SUBDIVISION UNIT TWO, A REPLAT OF LOTS 1 & 2 HANSEN SUBDIVISION AN ADDITION IN THE CITY OF WAMEGO, POTTAWATOMIE COUNTY, KANSAS”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Enns moved to adopt Ordinance Number 1669.  Commissioner Ditto seconded the motion. Motion carried. Aye: 4, Nay:  0.

 

Change Order – GAC System:

 

Merl Page reported that some modifications needed to be done the newly constructed GAC System for well 9.  The cost is $225, plus electrician costs estimated at $750.  After brief discussion, Commissioner Ditto moved to approve the change order.  Commissioner Beem seconded the motion.  Motion carried.   Aye: 4, Nay:  0. 

Equipment Review – Skid Steer Loader:

 

The City Manager reported that the second skid steer loader lease was up for renewal.  The annual cost is $5,000 for use up to 375 tact hours, with an additional cost of $15 a tact hour above that amount.  The City has the option to return the current rented unit, renew the lease of a new unit, or purchase the outstanding balance of the current unit at a cost of approximately $56,000.  After discussion, Commissioner Beem moved to renew the lease for a new unit for another year.  Commissioner Enns seconded the motion. Motion carried. Aye: 4, Nay: 0.

Board Resignation – Library Board:

 

Merl Page presented a letter of resignation from Karen Ross expressing the need to resign from the Library Board.  After reluctant consideration, Commissioner Ditto moved to accept her resignation.  Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0. The Commission expressed their gratitude for the years of service Karen gave to the Library Board.

Recreation Advisory Board Recommendations:

 

The City Manager reported that the Recreation Advisory Board has decided not to make any participation fees adjustments for his year.  After some considerable discussion, Commissioner Enns moved, seconded by Commissioner Beem, requesting the City Manager to take this issue back to the Recreation Advisory Board for further review.  Motion carried.   Aye: 4, Nay:  0. 

 

KMEA – Power Supply Project/Purchase:

 

The City Manager presented a power purchase opportunity from KMEA (Kansas Municipal Energy Agency) for a five year period.  The energy product from KMEA will replace the current power purchase agreement that expires December 31, 2016.  The new product will allow around the clock power, as well as an on-peak strip that appears to follow the City’s load profile very well.  At this time, Resolution Number 20161205 was presented and read as follows:

 

A RESOLUTION OF THE CITY OF WAMEGO, KANSAS, AUTHORIZING THE EXECUTION OF POWER PURCHASE AGREEMENTS, DATED AS OF DECEMBER 5th, 2016, BETWEEN THE CITY OF WAMEGO, KANSAS, AND THE KANSAS MUNICIPAL ENERGY AGENCY RELATING TO THE PURCHASE OF ELECTRICITY BY THE CITY FROM THE KANSAS MUNICIPAL ENERGY AGENCY FOR SALE OR USE BY THE CITY; AND MAKING CERTAIN COVENANTS AND AGREEMENTS TO PROVIDE FOR THE PAYMENT AND SECURITY THEREOF AND AUTHORIZING CERTAIN OTHER DOCUMENTS AND ACTIONS IN CONNECTION THEREWITH.

 

Commissioner Beem moved to adopt Resolution Number 20161205.  Commissioner Enns seconded the motion.  Motion carried.  Aye:  4, Nay:  0.

 

PSN Agreement:

 

The City Manager reported that the agreement for Payment Service Network (PSN) needed to be modified due to the inability to interface with our billing software that would enable the customer to see the entire bill.  It was his recommendation that the City authorize the City Treasurer to be the signatory for future modifications with PSN, once approved by the City Manager.   After some discussion, Commissioner Ditto moved to approve the recommendation.  Commissioner Beem seconded the motion.  Motion carried.  Aye:  4, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager referenced the Kansas Government Journal, the City’s monthly calendar and the Library reports that were included in the Commission packet information for their perusal.

 

He then updated the City Commission on the sales tax receipts for fiscal year 2016.  He reported that the City sales tax receipts and the Countywide Sales receipts received by the City were 1.2% and 5.8% respectively compared to the same time period last year.
