City Commission Minutes 11/15/2016

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, November 15, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse Jr., and Thomas Beem.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on November 1, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Morse to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1513.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Enns, to approve and adopt Appropriation Ordinance Number 1513.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, December 6, 2016 at 4:30 P.M.

 

Flint Hills Regional Council Update:

 

Gary Stith of the Flint Hills Regional Council was present to update the Governing Body on the mission of the Council, as well as request a replacement volunteer to take Commissioner Enns position on the board when his term expires.      

 

Pool Committee Update/Review:  

 

Jeff Wick was present to report on the pool committee’s recommendation for the City pool upgrades. After several interviews and visiting different sites, it was the committee’s recommendation to start contract negotiations with Aquatic Design Group out of Louisburg, KS.  At this time, Commissioner Enns excused himself from the meeting. Commissioner Ditto moved to start negotiations with Aquatic Design Group for renovations to the City pool. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Communications Review:

 

After meeting with Police Chief Baker and Deputy Chief Schliffke, Merl Page requested this issue be tabled until the next regular meeting to be held December 6, 2016. Commissioner Morse moved to table the issue until the December 6, 2016 meeting. Commissioner Beem seconded the motion. Motion carried. Aye: 4, Nay:

 

2016 Budget Amendment Review:

 

Merl Page requested authorization to publish a “Notice of Hearing” for proposed amendments to the 2016 budget. Commissioner Morse moved to authorize the publication as requested, with the hearing date to be December 6th. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

Hearing Request – Vacate Right of Way/Service Territory Request (Bluestem):

 

The City Manager reported a request had been made by Bluestem Electric for the City to vacate a street right of way on the east end of the industrial park, which requires a public hearing, as well as enter into a service territory agreement allowing Bluestem to provide their own power for their new building in the industrial park. Commissioner Ditto moved to hold a public hearing to vacate a street right of way in the Industrial Park and consider a service territory agreement for the power supply at the December 6, 2016 meeting. Commissioner Morse seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Bank Services Proposal Review:

 

Merl Page reminded the Governing Body that the City seeks bank proposals every two years for the City’s interest bearing money market account which has checking privileges. Proposals for 2017-2018 had been received from Kaw Valley State Bank, Bank of the Flint Hills, Bennington State Bank and Landmark National Bank.  After reviewing the proposals, City staff recommended accepting Kaw Valley State Bank’s proposal.  Commissioner Beem moved to accept Kaw Valley State Bank’s proposal for the City’s interest bearing money market account which has checking privileges for 2017-2018. Commissioner Morse seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

Dog Pound Building Agreement:

 

The City Manager reported a request had been made by the Pottawatomie County Caring Hearts Humane Society that currently has agreement with the City to run the dog pound, to build a more permanent structure on City property at their expense. An agreement was drafted that stated the building would piggyback on the current pound agreement, so that if the contract with the humane society were to be terminated the building would become City owned. The building must meet all City building codes. Commissioner Ditto moved to approve the Pottawatomie County Caring Hearts Humane Society request to allow them to have a permanent building constructed on City property. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0. 

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the war memorial dedication November 20, 2016 at 1:00 PM, and the Bank of the Flint Hills annual carriage rides in the Park December 8, 2016 at 5:00 PM.
