City Commission Minutes 11/07/2017

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, November 7, 2017, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor William Ditto; Commissioners: Richard Weixelman, Clifford Baughman, Robert Morse Jr. and Thomas Beem.  

 

Also present were:  City Manager, Merl Page and Assistant City Attorney, Jacob Pugh.  

 

The City Manager presented the minutes of the regular meeting of the Governing Body held on October 17, 2017.  After a careful reading and discussion thereof, it was moved by Commissioner Morse and seconded by Commissioner Baughman to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Manager then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1536.  After a careful review and discussion thereof, Commissioner Baughman moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1536.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Ditto called for a regular work session on Tuesday, November 21, 2017 at 4:30 P.M.

 

Resolution – Integrated Resource Plan (WAPA):

 

The City Manager presented Resolution 20171106 that read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, ADOPTING AN INTEGRATED RESOURCE PLAN (IRP) FOR THE DEVELOPMENT OF AN ENERGY MANAGEMENT PLAN FOR THE CITY OF WAMEGO, KANSAS.

 

Commissioner Baughman moved to adopt Resolution Number 20171106.  Commissioner Weixelman seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

IRB Custom Woods – Amendment Resolution:

 

The City Manager presented Resolution 20171107 that read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS AMENDING AND RESTATING RESOLUTION NO. 20170905, WHICH DETERMINED THE ADVISABILITY OF ISSUING INDUSTRIAL REVENUE BONDS FOR THE PURPOSE OF FINANCING THE ACQUISITION, CONSTRUCTION AND EQUIPPING OF A MANUFACTURING FACILITY TO BE LOCATED IN SAID CITY; AND AUTHORIZING EXECUTION OF RELATED DOCUMENTS.

 

Commissioner Beem moved to adopt Resolution Number 20171107.  Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Consultant Agreement – Water Tower Painting:

 

Merl Page presented an agreement from BG Consultants to develop specifications and bid documents for the painting of the newest water tower at a cost of $2,800 for base services and an amount not to exceed $6,000 for construction administration.   After some discussion, Commissioner Baughman moved to authorize the City Manager to sign the agreement on the City’s behalf.  Commissioner Weixelman seconded the motion.  Motion carried. Aye: 5, Nay: 0.

 

2018 Health Insurance Renewal:  

 

Merl Page reported the final renewal numbers were received from Blue Cross and Blue Shield with increases ranging from 5.9% to 7.9% depending on the tier coverage provided.  It is the benefit committee’s recommendation to accept the proposed increases and renew with Blue Cross and Blue Shield.  Commissioner Morse moved to renew health benefits with Blue Cross and Blue Shield for 2018. Commissioner Baughman seconded the motion. Motion carried. Aye: 5; Nay:  0.

 

Board Appointment – Board of Zoning Appeals:  

 

With the general consent from the Governing Body, Mayor Ditto appointed Karl Kramer to fill a vacant position on the Board of Zoning Appeals with his term to expire on January 18, 2019.

 

Collections Review:

 

The City Manager advised the City Commission that several uncollected bills have reached the stage that would require court filings.  After some discussion, Commissioner Weixelman moved to authorize the City to move forward with legal action to collect outstanding bills owed the City.   Commissioner Morse seconded the motion. Motion carried:   Aye:  5, Nay:  0.

 

Equipment Review – Skid Steer Loader:

 

The City Manager presented a replacement option for the track skid steer loader.  It is similar to the option presented last year at this time.  There was one modification to the agreement.  The base cost increased to $6,900, but the number of base hours also increased by 125 per year.  After some discussion, Commissioner Baughman moved, seconded by Commissioner Beem, to approve the option as presented.  Motion carried.  Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

Merl Page reported he had received two thank yous, one from USD 320 and the other from the Oswego football team.

 

A quick update was given on the 4th Street project, as well as the County project on the Cat Creek Bridge.

 

Michelle Crisler gave an update on the Oz (Toto) project, as well as the utilization of the park train this past year.

 

Merl signed the tax exempt financing letter for the Kanas Municipal Utility in hopes of keeping municipalities tax exempt.

 

The City Manager updated the City Commission on the sales tax receipts thus far for 2017.  He reported that the City’s portion of the Countywide Sales Tax was down 3.2%, but the City local sales tax was up 2.0% compared to the same time frame as last year.

 

The Kansas Government Journal was included in the Commission packets.

 

The City Manager reported that the upcoming Chamber luncheon there would be an update on the NBAF facility in Manhattan.  Anyone wishing to attend needed to contact for reservations.

 

At this time, Commissioner Morse moved to adjourn into executive session for a period of five (5) minutes to discuss attorney-client privilege related to potential litigation and the Commission meeting would reconvene at 7:40 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The meeting reconvened at 7:40 PM.
