City Commission Minutes 11/01/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, November 1, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse Jr., and Thomas Beem.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on October 18, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Ditto and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1512.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Ditto, to approve and adopt Appropriation Ordinance Number 1512.  Motion carried.   Aye: 5, Nay:  0.

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, November 15, 2016 at 4:30 P.M.

Special Presentation – Ken Stein:       

 

Joni Chrest and the Wamego Housing Authority members were present to present Ken Stein with an award from the Kansas Chapter of the National Association of Housing and Redevelopment Officials (NAHRO). This award recognizes Ken Stein for his write up about the Wamego Housing Authority in the 2nd quarterly City newsletter in 2015. 

 

Train Usage Update:

 

Michelle Crisler reported the train had approximately 11,000 riders in 2016 with 16 volunteers donating 296 hours of their time to maintaining, and driving the train. The Governing Body thanked the volunteers for all of their hard work.

 

Running for Others:   

 

Merl Page informed the Governing Body that a request for Running for Others had been received.  This fundraiser raises money for individuals that need financial assistance for a variety of things.  The fundraiser will be held April 29, 2017 at the recreation complex. Commissioner Morse moved to approve the Running for Others fundraiser. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0. 

Ordinance No. 1667:

 

Ordinance No. 1667 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPHS 15-103, 15-105 AND 15-106 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING 4:30 PM ON THE SIXTEENTH DAY OF EACH MONTH AS THE DEADLINE FOR PAYMENT OF BILLINGS FOR UTILITY SERVICES, ESTABLISHING 4:30 PM AS THE LATEST TIME WHEN UTILITIES WILL BE RECONNECTED ON DESIGNATED DAYS, DEFINING THE FEE REQUIRED BEFORE DISCONNECTED UTILITY SERVICE MAY BE RESTORED AS A “DISCONNECTION FEE”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Morse moved to approve Ordinance No. 1667. Commissioner Enns seconded the motion. Motion carried. Aye: 5; Nay: 0.

 

Ordinance No. 1668:

 

Ordinance No. 1668 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE  CITY OF WAMEGO, KANSAS, AMENDING SUBPARAGRAPHS 15-105 (b)(4) AND 15-105(d) OF THE CODE OF THE CITY OF WAMEGO, KANSAS, ESTABLISHING 8:00 AM ON THE FIRST WAMEGO CITY OFFICE BUSINESS DAY OF EACH MONTH AS THE DEADLINE FOR PAYMENT OF DELINQUENT CITY OF WAMEGO UTILITY BILLINGS AND DELINQUENCY CHARGES WITHOUT BEING SUBJECT TO DISCONNECTION OF SERVICES, MODIFYING THE CITY OF WAMEGO UTILITY ACCOUNT DELINQUENCY AND SERVICE DISCONTINUANCE NOTICE TO REFLECT SAID PRACTICE;  AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1668 and Commissioner Beem seconded the motion. Motion carried. Aye: 5; Nay: 0.

 

Health Insurance 2017 Renewal:

 

Merl Page reported the final renewal numbers were received from Blue Cross and Blue Shield with an increase of approximately 5%. It is the benefit committee’s recommendation to accept the proposed 5% increase and renew with Blue Cross and Blue Shield. Commissioner Enns moved to renew health benefits with Blue Cross and Blue Shield for 2017. Commissioner Beem seconded the motion. Motion carried. Aye: 5; Nay:  0.

 

Skid Steer Rollover Review: 

 

The City Manager advised it is time for the annual rollover for the skid steer that the City has with KanEquip. With the hours on the current skid steer, the rollover will cost the City $2,400, which is within the budgeted amount. It is the staff’s recommendation to renew the lease.  Commissioner Beem moved to renew the lease with KanEquip. Commissioner Ditto seconded the motion.  Motion carried:   Aye:  5, Nay:  0.

 

City Manager and Other Reports:

 

The City Manager advised City sales tax was up .4% and the County was up 5.6%. The monthly calendar and quarterly newsletter were included in the meeting packets, note the City offices will be closed November 11th, 24th and the 25th for Veteran’s Day and the Thanksgiving holiday.

 

The old fire truck replaced in September was sold for $45,500 to a community in Oklahoma.

 

The war memorial dedication will be November 20, 2016 at 1:00 PM.

 

At this time, Commissioner Morse moved to adjourn into executive session for a period of fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 6:44 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye: 5, Nay:  0.

 

The Mayor called the meeting back to order at 6:44 PM.
