City Commission Minutes 10/04/2016

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, October 4, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Robert Morse Jr. and Thomas Beem.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on September 20, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye: 5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1510.  After a careful review and discussion thereof, Commissioner Enns moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1510.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, October 18, 2016 at 4:30 P.M. at the Senior Citizens Center located at 501 Ash Street in the north room.

 

Engineering Agreement – Sewer Line Development:     

 

Merl Page reminded the Governing Body of an engineering agreement tabled from the previous meeting. A proposal was received from Olsson and Associates for $22,100 to include design specifications and bid documents to evaluate an area at Say Road and Lilac Lane to potentially eliminate the Mansfield lift station. Commissioner Enns moved to accept the proposal from Olsson and Associates for $22,100 to evaluate sewer lines in the area of Say Road and Lilac Lane, contingent upon City Attorney review. Commissioner Ditto seconded the motion.  Motion carried.   Aye: 5, Nay:  0.

 

Recreation – Maintenance Request:  

 

Also tabled from the previous meeting was a recreation maintenance request. Merl advised the recreation department had requested a proposal from Midwest Laser Leveling, to have six (6) ballfields laser leveled due to the wear and tear on the fields. Due to staff changes and timing, the fields had not been leveled from several years. A proposal of $39,410 including labor and materials was received. Commissioner Ditto moved to accept the proposal for $39,410 including labor and materials to laser level six (6) ballfields. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0. He also requested a three to five year (3-5) maintenance proposal be prepared. 

Equipment Review – Dispatch (Communications):

 

The City Manager reminded the Governing Body that at the August 2, 2016 regular meeting the request for communication equipment for the police department had been tabled until the Chief of Police could discuss the topic at a work session. The Chief spoke at the September 20, 2016 work session. The cost for this type of system would be approximately $36,000, which is not in the budget.  At this time, the City Manager recommended the issue be tabled again until the 2nd meeting in November to better be able to evaluate budget constraints. Commissioner Enns moved to table this issue until the November 15, 2016 regular meeting. Commissioner Morse seconded the motion.  Motion carried. Aye: 5, Nay: 0.

Ordinance No. 1663 – 2016 General Rezoning:

 

Ordinance No. 1663 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING ARTICLE 2, ZONING AND SUBDIVISION REGULATIONS, OF CHAPTER XVI, ZONING AND PLANNING, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE THE DOCUMENT KNOWN AS “ZONING ORDINANCE FOR THE CITY OF WAMEGO, EDITION OF 2016”; REPEALING THE DOCUMENT KNOWN AS “ZONING ORDINANCE FOR THE CITY OF WAMEGO, EDITION OF 2011” THE SAME INCORPORATED BY REFERENCE UNDER ORDINANCE 1567 OF THE CITY OF WAMEGO, KANSAS; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1663. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Ordinance No. 1664 – Standard Traffic Offense Code:

 

Ordinance No. 1664 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 14-101 OF CHAPTER XIV. TRAFFIC, OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE THE “2016 STANDARD TRAFFIC ORDINANCE FOR KANSAS CITIES, 44th EDITION”; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Morse moved to approve Ordinance No. 1664. Commissioner Ditto seconded the motion. Motion carried. Aye: 5, Nay: 0.

 

Ordinance No. 1665 – Uniform Public Offense Code:

 

Ordinance No. 1665 was presented and reads as follows:

 

AN ORDINANCE OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, AMENDING PARAGRAPH 11-101 OF THE CODE OF THE CITY OF WAMEGO, KANSAS, INCORPORATING BY REFERENCE THE “2016 UNIFORM PUBLIC OFFENSE CODE FOR KANSAS CITIES, 32nd  EDITION”; AND REPEALING ORDINANCE NO. 1652, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.

 

Commissioner Ditto moved to approve Ordinance No. 1665. Commissioner Beem seconded the motion. Motion carried. Aye: 5, Nay: 0.

Community Foundation Funds Review:

 

Commissioner Ditto excused himself from the meeting temporarily. Merl Page reported the City Treasurer, Stacie Eichem, had identified several small accounts for projects that were complete still being held at the Community Foundation. It was staff’s recommendation that the accounts should be closed out. Mayor Baughman moved to close the small accounts with the Community Foundation in which the projects were complete and leave the remaining funds within the Community Foundation.  Commissioner Beem seconded the motion. Motion Carried. Aye: 4, Nay: 0. Commissioner Ditto rejoined the meeting after the vote was taken.

 

Online Payment Services Review:

 

The City Manager advised while researching online payments services for the City utilities it was discovered the recreation department would benefit greatly with online services as well.  After staff researched several payment and software options, it was the staff recommendation to go with Payment Network Services for utilities and ActiveNet for the recreation in hopes of being fully online by the first of the year. The total cost for both services is approximately $25,000. Commissioner Enns moved to approve $25,000 for software agreements to accept online registrations and utility payments. Commissioner Ditto seconded the motion after a lengthy discussion. Motion Carried. Aye: 5, Nay: 0.

 

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the Annual League Conference and the Power Plant open house October 9, 2016, as well as the upcoming City Office security project that is to begin October 6, 2016.

 

He also reported the new Z-2 Assessments for the EMP 3, which the Southwest Power Pool (SPP) calculated, had been received and the City of Wamego’s portion was $982 due to an $18,910 credit the City had already paid in.
