City Commission Minutes 09/20/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, September 20, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto and Thomas Beem. Commissioner Robert Morse Jr. was absent

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on September 6, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye: 4, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1509.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Beem, to approve and adopt Appropriation Ordinance Number 1509.  Motion carried.   Aye: 4, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, October 4, 2016 at 4:30 P.M.

 

Lease Purchase – Fire Truck:     

 

Merl Page reminded the Governing Body of the fire truck purchase from the previous meeting. A second demo unit was located for a negotiated price of $850,000. The City would be paying for $550,000 from reserve funds and financing the remaining $300,000 on a lease purchase agreement. Bond counsel for the City contacted the four local full service banks for a bid on the lease purchase. After receiving bids from all four banks, it was recommended to accept the lowest bid which was from Kaw Valley State Bank. Commissioner Enns moved to accept the low bid from Kaw Valley State Bank for a lease purchase of $300,000 for the new fire truck. Commissioner Ditto seconded the motion.  Motion carried.   Aye: 4, Nay:  0.

 

Merl then presented Ordinance No. 1662 which reads as follows:

 

AN ORDINANCE AUTHORIZING THE CITY OF WAMEGO, KANSAS, TO ENTER INTO A LEASE PURCHASE TRANSACTION, THE PROCEEDS OF WHICH WILL BE USED TO PAY A PORTION OF THE COSTS OF acquiring A FIRE TRUCK; AND TO APPROVE THE EXECUTION OF CERTAIN DOCUMENTS IN CONNECTION THEREWITH.

 

Commissioner Beem moved to approve Ordinance No. 1662. Commissioner Enns seconded the motion. Motion carried. Aye: 4, Nay: 0.

 

Lot Split Variance- Coldwater Creek:

 

The City Manager advised the Planning Commission unanimously approved a lot split request from Tom Farr for the Coldwater Creek Land Development. The area of the requested lot split is located west of Wamego off of Sixth Street Road. In addition, the Planning Commission recommended a variance regarding the road right of way width on 6th Street.  They recommended to allow the existing fifty (50) foot right of way to remain and not require the sixty (60) foot right of way that is called out in the City’s subdivision regulations.  Commissioner Ditto moved to approve the recommended variance.  Commissioner Enns seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Engineering Agreement – Sewer Line Development & Recreation – Maintenance Request:

 

The City Manager requested that both items be tabled until a later regular meeting. Commissioner Ditto moved to table both items until a future Commission meeting. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

 

Change Order – Kolde Construction:

 

Merl Page advised the Governing Body a change order had been received for concrete work at the power plant to correct a storm water drainage issue. The cost of the change order is $3,351.98. Commissioner Enns moved to approve the change order with Kolde Construction for $3,351.98. Commissioner Beem seconded the motion. Motion carried.   Aye: 4, Nay:  0.

City Manager and Other Reports:

 

The City Manager reminded the Governing Body of the Annual League Conference and the Power Plant open house October 9, 2016, as well as the upcoming City Office security project that is to begin October 6, 2016. The October monthly calendar and Library minutes, finances and statistics were in the meeting packet.

 

He also reported on the last EMP3 meeting, specifically the new Z-2 Assessments that the Southwest Power Pool (SPP) would be calculating.  The Z-2 Assessments are related to transmission upgrades that other entities paid for and future users of those upgrades accessed without having to pay for those related costs.  This new process will allow SPP to apply costs and/or credits to those users of the transmission system to create a fairer means of assessing system cost upgrades.  He informed the Governing Body that the EMP 3 group would be receiving those assessments in the future, but did not know specifically what the City of Wamego’s share would be related to those assessments.  He stated he would report back to the Commission once those costs/credits are received from KMEA.  

 

At this time, Commissioner Beem moved to adjourn into executive session for a period of twenty (20) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 6:42 PM.  Commissioner Enns seconded the motion.  Motion carried.  Aye: 4, Nay:  0.

 

The Mayor called the meeting back to order at 6:42 PM.

 

No further business appearing, meeting was adjourned.
