City Commission Minutes 09/06/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, September 6, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Thomas Beem, and Robert Morse Jr.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on August 16, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Enns to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1508.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1508.  Motion carried.   Aye: 5, Nay:  0.

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, September 20, 2016 at 4:30 P.M.

 

Girl Scout Silver Award Project – Dog Park:     

 

Christine Chainey and Josie Rogenkamp were present representing Girl Scout Troop 1250. Josie gave a presentation for a dog park, citing potential locations as well as an estimated cost. The Governing Body took the presentation under advisement and asked the City Manager to research some of the locations suggested. The scouts will be notified of the results and invited back to a future meeting.

 

Ozfest Update/Request:    

 

Daryn Soldan was present to request use of the west side of the City Park and to extend the beer garden out of the private parking lot unto Lincoln Avenue for Oztoberfest. The park area would be used by Boom Battle Sports for youth activities. Daryn advised if the beer garden were to be extended onto the sidewalk area and parking stalls on the east side of Lincoln Avenue the area would be blocked off by a picket fence. Commissioner Ditto moved to allow use of the City Park for youth activities as well as give the Chamber a waiver to allow the beer garden to extend into the parking stalls and sidewalk on the east side of Lincoln Avenue during the Oztoberfest.  Commissioner Morse seconded the motion. Motion carried:   Aye:  5, Nay:  0.

 

Equipment Review – Fire Equipment:

 

Merl Page reported he, Commissioner Morse and Phil Stultz were charged to locate and research used aerial fire trucks for a cost up to $550,000.00, to replace the 1992 unit the fire department currently has. After the research, the recommendation is to purchase a demo unit for a cost of approximately $834,000.00 from Conrad Fire Equipment. Purchasing a newer demo unit would ultimately be more cost effective. Commissioner Ditto moved to authorize the purchase of a demo aerial fire unit at a cost of approximately $834,000.00 and to authorize the liquidation of the current aerial unit. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Equipment Review- Wastewater:

 

The City Manager advised the jetter for the Wastewater Plant was scheduled to be replaced in 2017, however, the equipment has failed and needs to be replaced now. He reported three quotes had been received, one quote was for $119,482.00, the second was for $119,497.00 and third quote was for $130,575.00. It was the staff’s recommendation to purchase the $119,497.00 unit for Red Equipment. This unit is a truck mounted unit rather than a trailer unit. Commissioner Enns moved to authorize the purchase of a jetter from Red Equipment in the amount of $119,497.00. Commissioner Morse seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Board Appointments:

 

The Governing Body accepted Jamie Balderson resignation from the Wamego Public Library Board and thanked her for her time and dedication. Mayor Baughman then appointed Claudia Leeds to the Wamego Public Library Board with a term ending April 30, 2019.

 

Mayor Baughman appointed Chris Brown to the Planning Commission with a term ending August 31, 2017.

 

Merl Page reported FEMA had contacted Ken Stein to have a working group to assist FEMA in updating areas impacted by the recent flood mapping changes. The Mayor appointed the following individuals to the FEMA Working Group:

Cliff Meyer                                          Dave Karnowski

Ken Stein                                            Lea Ann Eichem

 

Kansas League of Municipalities Voting Delegates:  

 

Merl Page advised the Governing Body that the City needed to designate voting delegates for the Kansas League of Municipalities Annual Conference in October. The City Manager recommended that the delegates be staff members and the alternates be Commission members.  Commissioner Ditto moved to have Shanda Jahnke, City Clerk and Stacie Eichem, City Treasurer be the voting delegates, with Mayor Clifford Baughman and Commissioner Vic Enns to be the alternate voting delegates. Commissioner Beem seconded the motion.  Motion carried Aye: 5, Nay: 0.

 

Proclamation- Recovery Month:

 

Mayor Baughman proclaimed September Recovery month.

 

City Manager and Other Reports:

 

The City Manager advised the City of Wamego security project is marked to begin October 6, 2016. During the construction, City staff will be at the Library from 10:00 until 4:30 each business day. The monthly sales task will be presented at the next meeting. The monthly calendar was in the meeting packet. He also reminded the Governing Body of the 150th Celebration being held over the weekend at Iron Clad and the Columbian Theatre. KDHE will be inspecting the GAC building when the media is installed. Merl also advised a thank you note had been received from the 150th Committee.

 

Phil Stultz came back into the meeting to report the aerial fire unit the Governing Body had approved earlier in the meeting had been sold. Commissioner Ditto moved to retract his earlier motion to authorize the purchase of a demo unit for $834,000.00 and to authorize the purchase of a demo unit up to the cost of $850,000.00 when located. Commissioner Beem seconded the motion. Motion carried Aye: 5, Nay: 0.

 

At this time, Commissioner Enns moved to adjourn into executive session for a period of fifteen (15) minutes to discuss confidential data relating to financial affairs or trade secrets of corporations, partnerships, trusts, individual proprietorships and the Commission would reconvene at 7:09 PM.  Commissioner Beem seconded the motion.  Motion carried.  Aye:  5, Nay:  0.

The Mayor called the meeting back to order at 7:09 PM.

 

No further business appearing, meeting was adjourned.
