City Commission Minutes 08/16/2016

 

Regular Meeting:

 

The Governing Body of the City of Wamego, Kansas, met in Regular Session on Tuesday, August 16, 2016, at 6:00 P.M. in the City Commission Chambers at 430 Lincoln Avenue, Wamego, Kansas. Those present were: Mayor Clifford Baughman; Commissioners: Victor Enns, William Ditto, Thomas Beem, and Robert Morse Jr.

 

Also present were:  City Manager, Merl Page, City Clerk, Shanda Jahnke and Assistant City Attorney, Jake Pugh.  

 

The City Clerk presented the minutes of the regular meeting of the Governing Body held on August 2, 2016 and the special meeting held on August 9, 2016.  After a careful reading and discussion thereof, it was moved by Commissioner Beem and seconded by Commissioner Ditto to approve the minutes as presented.  Motion carried.  Aye:  5, Nay: 0. 

 

The City Clerk then submitted to the Governing Body for their consideration and approval Appropriation Ordinance No. 1507.  After a careful review and discussion thereof, Commissioner Ditto moved, seconded by Commissioner Morse, to approve and adopt Appropriation Ordinance Number 1507.  Motion carried.   Aye: 5, Nay:  0.

 

Public Comments and Communications:

 

Mayor Baughman called for a regular work session on Tuesday, September 6, 2016 at 4:30 P.M., as well as a work session on August 30, 2016 at 5:30 P.M. for members of the Governing Body, Street Advisory Committee and Schwab-Eaton consultants to work on the new parameters for the 4th Street sidewalk project.

 

Resolution No. 20160816 – Multi-Jurisdiction Hazard Mitigation Plan:     

 

The City Manager presented a Resolution that read as follows:

 

A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF WAMEGO, KANSAS, ADOPTING THE CENTRAL KANSAS (REGION I) MULTI-HAZARD, MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN.

 

After some discussion, Commissioner Enns moved to approve Resolution 20160816.  Commissioner Morse seconded the motion. Motion carried:   Aye:  5, Nay:  0.

 

Columbian Theatre Project- Bruce McMillan:   

 

Bruce McMillan presented the Governing Body with the final change order from Restoration and Waterproofing Contractors for the completion of the Columbian Theatre project. The final cost of the project was $191,097.00, $68.00 under the contract, including contingencies. Commissioner Morse move to approve the final change order for the Columbian Theatre project resulting in a $68 reduction.  Commissioner Ditto seconded the motion. Motion carried:   Aye:  5, Nay:  0.

 

Wind Energy Project Review:  

 

Merl Page reported wind energy has been the topic of several KMEA meetings. It is his recommendation that the City sign an indication of interest for 1.5 megawatts of wind energy with KMEA. This agreement does not bind the City to accepting the resource, it will include the City in an upcoming study of cities interested in wind energy resources.

 

Commissioner Enns moved to authorize the City Manager to sign and submit the “Indication of Interest” with KMEA for 1.5 megawatts of wind energy. Commissioner Beem seconded the motion. Motion carried.   Aye: 5, Nay:  0.

 

Board Appointments:

 

Mayor Baughman reappointed and appointed several members to the following boards:

 

John Hupe and Jason Hupe were reappointed to the Airport board with terms expiring September 23, 2019.

 

Eric Artzer, Charles Davis and Justin Vieux were reappointed with terms expiring September 3, 2019 to the Construction Board of Appeals.

 

Paul O’Dell and Devin Timm were appointed to the Construction Board of Appeals with terms expiring September 3, 2017 and September 3, 2018 respectively. 

 

Robert Owens, Norman Delay and Carl Riblett were reappointed with terms expiring August 31, 2019 to the Planning Commission.

 

Daniel Tidwell was appointed to the Recreation Advisory Board with a term expiring February 1, 2020.

 

Recreation Shirt Proposal:

 

The City Manager reported staff’s recommendation to accept Stewart’s Sports proposal for recreation shirts for the 2016/2017 season. Commission Beem moved to accept Stewart’s Sports proposal. Commissioner Enns seconded the motion. Motion carried.   Aye: 5, Nay:  0.                                                                               

City Manager and Other Reports:

 

The City Manager advised the City of Wamego has been ranked the 9th safest city in Kansas by Safewise. The City Hall security project has been moved to October. Temporary and permanent hours of operation will be established at a later date. He reminded the Governing Body of the 150th Celebration August 20th and August 21st in the City Park, as well as advised the Power Plant open house would need to be rescheduled. The new date for the open house will coincide with the Fire Department open house on October 9, 2016. The Kansas Government Journal, the monthly City calendar and the Library finances and statistics were included in the meeting packet. Free trash day at the Pottawatomie County Landfill will be October 1, 2016.
